The Central Plains Economic Zone, like a tall building, needs a strong cornerstone as its support. According to the deployment of the Outline of Central Plains Economic Zone Construction (Trial) (hereinafter referred to as the Outline), the construction of Central Plains Economic Zone must rely on ten systems to support it. Our province will promote the specialization, standardization, scale and intensification of agricultural production and management, and build a modern agricultural industrial system.

The "Outline" proposes to adhere to the road of new industrialization, focus on improving the competitiveness of five strategic supporting industries such as equipment manufacturing, nonferrous metals, chemicals, food, textiles and clothing, and build an important advanced manufacturing base in China. Modern equipment manufacturing industry focuses on the construction of Zhongyuan Electric Valley, Luoyang Electric Valley and four new equipment manufacturing bases in Zhengzhou, Xinxiang, Anyang and Nanyang.

Develop and expand industries such as electronic information, biology, energy conservation and environmental protection, new materials, new energy and new energy vehicles. Focus on the development of pure electric vehicles and build an important new energy vehicle manufacturing base in China. The outline points out: First, strengthen the leading role of Zhengzhou city, promote the integration of Zhengzhou and Bian, and build Zhengzhou New District into a modern compound city with a population of 8 million to100000.

Secondly, provincial central cities should build complex new areas of central cities. In 2020, the population of Luoyang will reach more than 3.5 million, and all other central cities will join the ranks of big cities and become megacities with good basic conditions.

According to the actual situation, relax the household registration restrictions in small and medium-sized cities, solve the employment, housing, schooling and social security problems of migrant workers at the same time, and encourage farmers in cities to transfer land contractual management rights and homesteads in various ways, so that farmers in cities can truly become citizens. The outline puts forward that our province should first strengthen the dominant position and key role of enterprises in technological innovation, deepen the reform of scientific research institutions, promote the establishment of modern research institute system and promote the construction of research-oriented or teaching-research universities.

Second, enrich the development of independent innovation carriers. Accelerate the construction of a number of high-level enterprise R&D centers, and build a number of innovative platforms such as national and provincial key engineering laboratories, engineering technology research centers and key laboratories of universities, relying on key universities, scientific research institutions and qualified enterprise units.

Modern integrated transportation system

The outline proposes to build passenger dedicated lines from Shijiazhuang to Wuhan, Zhengzhou to Xuzhou, Zhengzhou to Chongqing and Shangqiu to Hangzhou, promote the construction of passenger dedicated lines from Zhengzhou to Hefei, Jinan and Taiyuan, and build a high-speed passenger transport network centered on Zhengzhou. Implementation of the Central Plains urban agglomeration intercity railway network construction planning, the construction of Zhengzhou to Jiaozuo, Kaifeng, Xinzheng Airport, Xinxiang, Xinzheng Airport to Xuchang, Dengfeng, Luoyang and other feeder lines, as well as Jiaozuo to Jiyuan, Luoyang, Xuchang to Pingdingshan intercity railways, with Zhengzhou as the center and high-speed railways and intercity railways as the link, Kaifeng, Luoyang, Xuchang, Xinxiang, Jiaozuo, Luohe, Pingdingshan and Jiyuan can be reached in about half an hour.

Promote the construction of Zhengzhou International Aviation Hub, and build a civil aviation transportation system centered on Zhengzhou Airport and supplemented by Luoyang, Nanyang, Shangqiu, Minggang, Lushan and Yubei airports.

The outline proposes that in terms of compulsory education and high school education, our province will coordinate urban and rural compulsory education and promote the balanced allocation of educational resources in the region.

In terms of higher education, it is necessary to build a number of universities with strong competitiveness, accelerate the improvement of the overall level of higher education, and attract first-class universities at home and abroad to set up branches in our province. Promote the construction of discipline bases, key laboratories and scientific research bases with well-known universities and scientific research institutions at home and abroad. Strive to cultivate talents with career, gather talents with environment, motivate talents with mechanism, protect talents with legal system, and accelerate the gathering of talents in Central Plains Economic Zone. The "Outline" proposes that in the field of economic system reform, we should encourage bold exploration and try first.

We will steadily improve the rural basic management system, improve the land circulation market, and improve the rural homestead system. Promote the construction of Xinyang Rural Reform and Development Comprehensive Experimental Zone and Xinxiang Urban and Rural Reform and Development Experimental Zone. We will promote the reform of government institutions, promote the reform of the county (city) system directly under the province, and continue to clean up administrative licensing matters and non-administrative licensing examination and approval matters. Comprehensively promote the classification reform of public institutions and the reform of post management system. The Outline proposes that our province should strengthen the capacity building of large sea passages, open more international routes from Zhengzhou to North America, Europe, Northeast Asia and Southeast Asia, build Zhengzhou Comprehensive Bonded Zone, and promote Luoyang, Nanyang and Shangqiu to build export processing zones and bonded logistics centers when conditions are ripe.

High starting point to undertake industrial transfer in coastal areas and abroad. Build Foxconn Electronic Industrial Park, Singapore Logistics Park and Taiwanese, Fujian and Zhejiang Industrial Parks.

Unique cultural system

In terms of cultural undertakings, we will speed up the construction of provincial and municipal libraries, cultural centers and museums, community cultural activity centers and mass cultural activity rooms, and increase the opening of cultural facilities to the whole people. Strengthen the construction of sports facilities, vigorously carry out national fitness campaigns, enhance people's physique and improve the level of competitive sports. We will build a number of cultural tourism bases in different regions with the themes of Yin Shang culture, Eastern Zhou culture, Three Kingdoms culture, prosperous Tang culture, Dasong culture and Confucianism, Buddhism and Taoism culture, and cultivate a number of cultural brands with international influence.

Resource and environment support system

The Outline proposes to build a "four zones and two belts" regional ecological network based on ecological spaces such as mountains, rivers and main canals, and to build ecological security zones in the middle and lower reaches of the Yellow River and the middle and upper reaches of the Huaihe River. Strengthen the ecological protection and construction of Funiu Mountain and Tongbai Dabie Mountain, implement forest restoration, ecological migration and natural forest protection in hilly areas of southwest Henan, and build ecological belts in western and southern Henan. Strengthen the greening of Taihang Mountain area and improve vegetation and ecological conditions. Strengthen the protection of the Yellow River wetland and build an ecological corridor in the middle route of South-to-North Water Transfer Project.

According to the outline, the main measures to improve people's livelihood include doing everything possible to expand employment, promote the rapid increase of urban and rural residents' income, gradually raise the minimum wage standard, ensure the normal growth and payment of employees' wages, standardize the income distribution order, steadily expand the proportion of middle income, protect the legitimate income of workers, effectively regulate excessive income, and form a reasonable income distribution pattern.

Other measures include improving the social security system, accelerating the reform and development of medical and health undertakings, doing a good job in population work in an all-round way, improving social management, strengthening the construction of democracy and the rule of law, and strengthening the construction of anti-corruption and building a clean government.
