Regulations of Jiangsu Province on National Fitness
Article 1 These Regulations are formulated in accordance with the Sports Law of the People's Republic of China and other relevant laws and administrative regulations, combined with the actual situation of this province, in order to promote the development of national fitness activities, enhance citizens' physique and meet the needs of socialist material civilization and spiritual civilization construction. Article 2 These Regulations shall apply to developing and participating in national fitness activities and implementing the management of national fitness activities within the administrative region of this province.

The term "national fitness activities" as mentioned in these Regulations refers to mass physical fitness activities that the government advocates all citizens to participate in, with the aim of improving physical and mental health. Article 3 National fitness activities shall follow the principles of adapting to local conditions, being flexible and diverse, paying attention to practical results, and being scientific and civilized.

The rights and interests of citizens participating in national fitness activities according to law are protected by law. Article 4 The sports administrative department of the local people's government at or above the county level or the institution authorized by the people's government at the corresponding level (hereinafter referred to as the sports administrative department) is in charge of the national fitness work within its administrative area.

Other relevant departments of the local people's governments at or above the county level shall, in accordance with their respective duties, do a good job in national fitness work.

Township (town) people's governments and sub-district offices shall clearly define the institutions or personnel responsible for the national fitness work. Article 5 The local people's governments at all levels shall incorporate the national fitness work into the national economic and social development plan, include the funds needed to carry out the national fitness work into the fiscal budget, and gradually increase the investment with the development of the national economy. Article 6 Local people's governments at all levels shall support institutions of higher learning and scientific research institutions to carry out scientific research on national fitness and popularize scientific national fitness activities.

Radio, television, newspapers, Internet and other mass media should strengthen the publicity of national fitness activities and popularize scientific, civilized and healthy knowledge of national fitness. Seventh local people's governments at all levels and their relevant departments shall commend and reward the units and individuals that have made remarkable achievements in the national fitness work. Eighth every year in June 10 for the province's national fitness day. Ninth community residents' committees, villagers' committees and other grassroots organizations should organize and promote small and diverse national fitness activities. Article 10 Schools must offer physical education and health courses and list them as subjects for assessing students' academic performance.

Schools should organize radio exercises and extracurricular sports activities to ensure that students have one hour of sports time every day, and hold at least one school-wide sports meeting every academic year.

Schools should implement the national standards for students' physical health and strengthen the monitoring of students' physical fitness. Eleventh organs, enterprises and institutions, social organizations and other organizations shall, according to the characteristics of their own units, formulate plans for national fitness activities and organize national fitness activities on a regular basis.

Conditional units shall provide venues, facilities and other necessary conditions for their employees to carry out national fitness activities. Twelfth sports associations at all levels shall, under the guidance of the sports authorities, organize citizens to carry out national fitness activities. Thirteenth sports authorities at all levels put forward suggestions on the planning and layout of sports facilities for national fitness activities (hereinafter referred to as national fitness facilities), and the planning department made overall arrangements when organizing the preparation of urban planning. Fourteenth local people's governments at all levels shall, in accordance with the provisions of the state on the quota of land for urban public sports facilities and urban planning, build national fitness facilities. Urban communities, rural market towns and villages with conditions should build national fitness facilities. Local people's governments can provide land for new non-profit national fitness facilities by means of allocation.

The construction unit shall, when building or expanding residential areas, plan and build national fitness facilities in accordance with the national and provincial residential area planning and design specifications related to supporting construction indicators of public service facilities. If the planning and design scheme of the construction unit's new construction, expansion of residential areas and supporting the construction of national fitness facilities does not meet the prescribed indicators, the planning administrative department shall not issue the construction project planning permit.

In accordance with the planning and construction of national fitness facilities, the relevant units and households should give cooperation and support. Fifteenth streets and towns of the national fitness facilities construction and maintenance funds, by the people's governments at all levels to co-ordinate arrangements. A certain proportion of funds shall be arranged in the sports lottery public welfare fund for the construction and maintenance of national fitness facilities.

New and expanded residential areas, in accordance with the planning and construction of national fitness facilities by the construction unit is responsible for funding.

The construction unit of national fitness facilities must clarify the source, channel and management unit of maintenance funds at the same time of construction.

Encourage enterprises, institutions, other organizations and individuals to voluntarily donate funds or facilities to the national fitness program in accordance with the People's Republic of China (PRC) Public Welfare Donation Law. Donated funds or facilities enjoy preferential policies in accordance with relevant regulations. The receiving unit or user shall be responsible for the maintenance and management of the facilities. Sixteenth national fitness facilities should meet the standards to protect human health and personal property safety, and indicate the use methods and precautions in a prominent position. The management unit of the national fitness facilities shall establish the management system of use, maintenance, safety and hygiene, and carry out regular maintenance of the national fitness facilities to ensure the normal use. Seventeenth national fitness facilities should be open to the public throughout the year, and announced the opening time. Legal holidays and school winter and summer vacations should extend the opening hours and increase the national fitness programs suitable for students.

Public welfare national fitness facilities that do not need to increase investment and special services should be open free of charge; Consumption of water, electricity, gas or equipment, can be appropriately charged, but not for profit. The charging standard shall be formulated by the provincial price department in conjunction with relevant departments.

Charged national fitness facilities should be preferential for students, the elderly, the disabled and the military.
