Regulations of Shaanxi Province on National Fitness
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Sports Law of the People's Republic of China and other relevant laws and regulations, in combination with the actual situation of this province, in order to protect the legitimate rights and interests of citizens to participate in physical fitness activities, promote the development of national fitness activities, improve the health quality of citizens and promote social harmony. Article 2 These Regulations shall apply to the national fitness activities and their management within the administrative area of this province. The term "national fitness" as mentioned in these Regulations refers to the sports activities that citizens voluntarily participate in to enhance their physical fitness and promote their physical and mental health. Article 3 The national fitness work shall be carried out under the mechanism of overall planning by the government, respective responsibilities of departments, social support and active participation of citizens. Article 4 The people's governments at or above the county level shall uniformly lead the national fitness work within their respective administrative areas, organize the preparation of national fitness plans, and incorporate the national fitness cause into the national economic and social development plan at the corresponding level. Article 5 The sports administrative department of the people's government at or above the county level shall be in charge of the national fitness work within its administrative area, formulate the implementation plan of the national fitness plan in conjunction with relevant departments, and organize, coordinate and guide the development of national fitness activities.

The relevant administrative departments of education, culture, labor and social security, construction, land resources and civil affairs of the people's governments at or above the county level shall, within the scope of their respective duties, do a good job in the work related to national fitness. Sixth township (town) people's government, street offices are responsible for organizing the national fitness activities within their respective administrative areas.

Residents' committees and villagers' committees shall assist the government and relevant departments to do a good job in national fitness, and support units, organizations and citizens within their jurisdiction to participate in physical fitness activities. Seventh trade unions, the Communist Youth League, women's federations and other people's organizations, various sports associations and other social organizations shall, according to their respective characteristics, organize and carry out national fitness activities. Eighth people's governments at or above the county level shall include the funds needed for the construction, management and organization of public fitness facilities in the fiscal budget at the corresponding level, and gradually increase with the growth of fiscal revenue.

Encourage enterprises, institutions, social organizations, other organizations and individuals to invest in the construction of sports fitness facilities, hold national fitness activities, and provide donations or sponsorship for the national fitness cause.

Sports lottery public welfare fund shall, in accordance with the provisions of the state, focus on organizing national fitness activities, national physical fitness monitoring and the construction, management and maintenance of public sports fitness facilities, and gradually increase the proportion of investment in rural areas and grassroots units. The welfare lottery public welfare fund shall, in accordance with the provisions of the state, extract a certain proportion for the physical fitness activities of the elderly and the disabled. Ninth people's governments at or above the county level and their sports administrative departments shall commend and reward the units and individuals that have made remarkable achievements in the national fitness work. Chapter II Fitness Activities Article 11 To carry out fitness activities for the whole people, we should adhere to the principles of science, civilization, safety, voluntariness, according to people, time and place, and implement the national physical exercise standards and the physical exercise standards of ordinary people. Article 12 The people's governments at or above the county level shall establish and improve the organization system of national fitness, hold sports meetings with physical fitness activities as the main content on a regular basis, support sports associations such as workers' sports associations, farmers' sports associations, disabled sports associations, ethnic minority sports associations, women's sports associations, and elderly sports associations, as well as industry sports associations and individual sports associations to hold sports meetings and competitions, so as to promote the development of national fitness activities.

Sports meetings and sports competitions with physical fitness activities as the main content should emphasize participation, fitness, nationality, interest and science. Thirteenth street offices and residents' committees shall establish and improve grassroots cultural and sports organizations such as sports fitness consultation stations (spots), and organize and guide residents to carry out sports fitness activities in combination with the characteristics of urban communities. Article 14 People's governments at or above the county level shall attach importance to rural sports work, and township (town) people's governments and villagers' committees shall establish and improve grass-roots cultural and sports organizations such as cultural and sports guidance stations (rooms), with full-time or part-time staff, and organize and guide villagers to carry out physical fitness activities in combination with the characteristics of rural productive labor and cultural life. Fifteenth schools should take physical education as an important part of students' quality education, implement the national standards for students' physical health, list physical education class as a subject to assess students' academic performance, organize students' physical monitoring, and improve students' physical quality.

Schools should ensure the time and quality of physical education class, organize various forms of extracurricular sports and fitness activities, and ensure that students spend no less than 1 hour in sports activities every day during their school days; Schools should hold a school sports meeting at least once a year. Article 16 State organs, enterprises, institutions, social organizations and other organizations shall give full play to the role of grass-roots trade unions, organize employees to carry out fitness activities such as pre-work exercise, hold various forms of sports meetings and sports competitions, and regularly conduct sports tests and physical fitness tests for employees. Seventeenth people's governments at all levels should encourage the development of physical fitness activities suitable for the elderly, women and minors, care for, support and create conditions to ensure the disabled to participate in physical fitness activities. Article 18 People's governments at or above the county level and their sports administrative departments shall explore, sort out and upgrade traditional folk sports, and carry out sports and fitness activities with folk characteristics such as martial arts, fitness yangko, waist drum and dragon boat.
