Planning Eight Functional Zones According to different regional characteristics and present situation, eight functional zones have been planned. According to the research, in the order of promotion and construction, plots and projects with mature development conditions can be selected for promotion. The specific plots that can be popularized in the first phase include: Baiteng Lake area; Jinwan District Administrative Center; Gold Coast Life Service Film, and the construction of plots such as Jianfeng South District and Bai Jiao District. The Municipal People's Government and China Railway Construction Co., Ltd. signed a cooperative development contract for infrastructure projects in the first phase development zone (area B) of the western central city in the resort area. China Railway Construction will invest 654.38+0 billion yuan in the next three to four years to improve the municipal infrastructure and service facilities in the core area of the first phase development zone of the western central city. The signing of this contract marks the beginning of the construction of the western central city.

Relying on Huangyang River, Xianghai Road and S272, the northern pilot areas (areas D and E) will build a new urban area with three rivers and six banks with riverside characteristics.

The southern pioneer areas (areas A, B and C) rely on Zhuhai Avenue, Airport North Road and S272 to build a new urban area with three areas in one.
