Regulations of Shaoyang Municipality on the Administration of Urban Park Square
Chapter I General Provisions Article 1 These Regulations are formulated according to the actual situation of this Municipality in order to standardize the management and services of urban parks and squares and improve the urban ecology and living environment. Article 2 These Regulations shall apply to the management and services of urban parks and squares invested and built by the government within the planning areas of cities and counties in this Municipality.

The term "urban park" as mentioned in these Regulations refers to urban public places with ecological garden landscape, public recreation, cultural fitness and disaster prevention and avoidance facilities. Including comprehensive parks, characteristic parks, community parks and scenic belts along the river.

The term "city square" as mentioned in these Regulations refers to the urban open space with a certain scale of green space and certain landscape engineering facilities for public recreation, fitness, cultural entertainment or public welfare activities. Third city management department is responsible for the supervision and management of city parks and squares; Other relevant administrative departments shall, in accordance with their respective responsibilities, do a good job in the management and service of city parks and squares.

City parks and squares management agencies (hereinafter referred to as management agencies) are responsible for the daily management and services of city parks and squares. City parks and squares are designated by the people's governments of cities and counties (cities, districts) or the management institutions are determined by purchasing social services. Article 4 Urban parks and squares shall be subject to classified catalogue management. The determination and adjustment of the list, category and grade of urban parks and squares shall be put forward by the urban management department according to the relevant norms and standards, and announced to the public after being approved by the people's government of the city or county (city). Article 5 The people's governments of cities and counties (cities, districts) shall incorporate the construction of urban parks and squares into the national economic and social development plan, and provide necessary funds for the management and maintenance of urban parks and squares invested and managed by the government.

According to the multi-level needs of the public, special theme parks that meet regional environmental protection standards can be set up where conditions permit.

Encourage citizens, legal persons and other organizations to participate in the construction, management and service of urban parks and squares in various ways such as investment, donation and funding. Chapter II Management and Service Article 6 A management institution shall perform the following duties:

(a) to establish and improve the management system of urban parks and squares;

(two) to formulate emergency plans and disaster prevention plans;

(three) responsible for safety management, environmental sanitation, landscaping, animal and plant protection, and maintaining the order of sightseeing;

(four) the management and maintenance of urban parks, squares, recreation, services, public facilities, fitness, culture and other facilities and landscapes;

(five) to manage and standardize activities such as recreation, fitness, cultural entertainment and commercial supporting services in urban parks and squares;

(six) establish and improve the archives of city parks and squares, and keep them properly;

(seven) to encourage, support and guide social organizations and individuals to participate in the management and service activities of urban parks and squares;

(eight) other duties as prescribed by laws and regulations. Article 7 The sanitation, cleaning and landscape management of city parks and squares shall meet the following requirements:

(1) Vegetation species are suitable, beautiful in appearance and well maintained;

(2) Buildings (structures), facilities and signs in urban parks and squares are in good appearance and meet technical specifications, and damaged or missing facilities are replaced or repaired in time;

(three) ancient and famous trees and their reserve resources, cultural relics, temples and historical buildings are well protected;

(four) the environment is clean and tidy, in line with the national sanitary city standards, and there is no exposed garbage, dirt, sputum and cigarette butts;

(five) lakes, pools and other scenic waters are clean and tidy, and the water quality conforms to the national Environmental Quality Standard for Surface Water in Scenic Waters. Article 8 The safety management of urban parks and squares shall meet the following requirements:

(a) regular maintenance of recreational facilities to ensure safe operation;

(2) Dangerous areas should have safety warning signs and protective measures, and fitness and entertainment facilities should have safety warning signs;

(3) Organizing emergency drills on a regular basis, taking emergency measures in accordance with the emergency plan when emergencies occur, and reporting to the relevant administrative departments;

(four) to ensure that barrier-free facilities and channels are in good condition and smooth;

(5) Set up video monitoring, lighting and broadcasting facilities scientifically and reasonably. Article 9 The competent department of urban and rural planning of the people's governments of cities and counties shall, in accordance with the overall urban planning, work out special plans for urban parks, squares, etc. in conjunction with the administrative departments of urban management, land and resources, and the opinions of experts and the public shall be solicited through argumentation and hearing.

Without the approval of legal procedures, no unit or individual may change the special planning of city parks and squares. Tenth planning to determine the city parks and squares construction land, no unit or individual may occupy or change the nature of the land.

Due to major infrastructure construction, key projects, major urban disaster prevention and relief projects, etc., it is really necessary to temporarily occupy urban parks and squares. The construction unit shall solicit the opinions of the urban management department and go through the formalities for temporary land use in accordance with relevant regulations; After the expiration of temporary land use, it shall be restored to its original state. Eleventh urban management departments shall, jointly with the administrative departments of urban and rural planning, land and resources, delimit the specific protection scope of urban parks and squares according to the special planning of urban parks and squares, and announce it to the public.

The height, color, shape and volume of newly built, rebuilt and expanded buildings around city parks should be in harmony with the park landscape.
