CPPCC proposal is an effective way for CPPCC members to participate in and discuss state affairs, and it is also an important aspect for CPPCC to play its functional role. Seriously handling NPC deputies' suggestions and CPPCC's proposals is an important content to improve and perfect China's people's congress system and political consultation system and strengthen the construction of socialist democracy and legal system; It is an effective way to consciously accept supervision, continuously improve government work, keep close contact between the government and the people, and realize democratic and scientific decision-making. It is also a statutory duty that people's governments at all levels and their departments must perform. Article 3 People's governments at all levels and their staff must take handling suggestions and proposals as an important task of their own regions and departments in the spirit of being highly responsible to the people. Chapter II Handling Principles Article 4 The principle of seeking truth from facts. In handling suggestions and proposals, we must abide by laws, regulations and policies, go deep into reality, investigate and study, and persist in proceeding from reality. Seriously adopt reasonable suggestions; Accept correct criticism with an open mind. The problems reflected in the suggestions and proposals should be solved and conditionally solved, and measures must be taken to solve them quickly; Due to the limited conditions, which cannot be solved in the short term, should be incorporated into the planning, create conditions and gradually solve them; If it cannot be solved because it does not meet the relevant laws, regulations and policies, it shall truthfully explain the situation and explain it clearly. Article 5 The principle of doing practical things for the people. Handling suggestions and proposals should not only be combined with the central work of the region and the department, but also be combined with close contact with the masses and improvement of work style. Prioritize priorities, strive to do well things that are of general concern to all sectors of society and are conducive to economic and social development, and give priority to solving problems that the masses are most concerned about, reflect most strongly and have the conditions to solve. Article 6 The principle of graded responsibility and centralized handling. Suggestions and proposals put forward by deputies to the National People's Congress and CPPCC members at the corresponding level shall be handled by the general office of the people's government at the corresponding level if their contents fall within the scope of functions and powers of the people's government at the corresponding level and its working departments; Belonging to the people's governments at lower levels and their departments, the people's governments at the corresponding levels shall hand it over to the people's governments at lower levels for handling; Belong to the people's government at a higher level and its departments, the people's government at the same level and its departments at the time of acceptance, should explain the situation to the sponsor, the sponsor, and reflect to the people's government at a higher level and its departments. Chapter III Scope of Handling Article 7 The scope for people's governments at all levels and their departments to undertake the suggestions of NPC deputies and CPPCC includes:

(1) Suggestions of the people's congress at a higher level and the CPPCC;

(2) NPC representative's proposal and CPPCC proposal;

(three) suggestions and opinions put forward by superiors, deputies to the National People's Congress and CPPCC members during the inspection and visit;

(four) the suggestions and opinions put forward by the superiors and the deputies to the people's congresses at the corresponding levels, members of the CPPCC and responsible comrades of the government in the discussion;

(five) suggestions and opinions put forward by superiors and deputies to the people's congresses and CPPCC members at the same level on government work through letters and visits or other forms;

(6) Proposals put forward by the democratic parties, organizations and special committees at the CPPCC level in their names. Chapter IV Undertaking Duties Article 8 The general offices (offices) of the people's governments at various levels are the competent departments of the people's governments at the corresponding levels to undertake suggestions and proposals. Its main responsibilities for handling suggestions and proposals:

(a) to deploy and organize the government system to undertake the work of suggestions and proposals;

(two) to supervise, inspect and guide the work of undertaking suggestions and proposals;

(three) for suggestions and proposals jointly undertaken by more than two departments, when the sponsor department and the co-sponsor department disagree, do a good job in coordination;

(four) regularly or irregularly organize the undertaking department to visit representatives and members;

(five) to organize and be responsible for answering the suggestions of the deputies to the people's congresses at higher levels and the proposals of the CPPCC;

(six) to convey and implement the principles and policies of the people's government at a higher level on the handling of relevant suggestions and proposals, and to summarize and popularize the work experience;

(seven) to carry out policy and business training for the contractors of various departments, and improve the policy level and professional quality of the contractors. Ninth people's governments at all levels of departments or units to undertake the main responsibilities of suggestions and proposals:

(a) to undertake the suggestions and proposals assigned by the general office of the people's government at the corresponding level;

(two) to coordinate the suggestions and proposals designated by the assigned units for joint handling;

(3) Visit NPC deputies and CPPCC members regularly or irregularly, give good information feedback, and listen to the opinions of the proposers and sponsors on handling the work;

(four) to implement the policies and regulations of the superior and the people's government at the same level on handling relevant suggestions and proposals.
