The term "sports market" as mentioned in these Measures refers to the professional market with sports service as its purpose, sports management as its means and sports activities as its main content. Article 3 The management of sports market includes the following scope:
(a) business sports fitness and entertainment;
(2) Commercial sports competitions and performances;
(3) Commercial sports training;
(four) business sports technical information;
(five) business sports venues;
(six) other sports fund-raising, sponsorship and business activities. Article 4 The sports administrative department of the people's governments of cities and counties (districts) is the competent department of sports business activities within their respective administrative areas, and is responsible for the supervision and management of sports market business activities within their respective administrative areas.
Industry and commerce, price, public security, taxation, health, quality and technical supervision and other relevant departments shall do a good job in the supervision and management of sports market operation activities within their respective functions and duties. Fifth sports market adhere to the policy of reform and opening up, adhere to the direction of serving socialism and the people, and must put social benefits first. Sports market management should follow the principles of opening up and invigorating, cultivating and supporting, correctly guiding and standardizing services. Article 7 To engage in sports market activities, the following conditions shall be met:

(5) Operators of sports events such as shooting, adventure, rock climbing, mountain climbing, hot air balloon, swimming and funny sports performances must provide detailed feasibility reports and accept strict examination of venues, equipment and facilities, communication, safety and personnel to ensure the safety of activities;
(6) Other conditions required by laws and regulations. Article 8 The sports market shall be managed by districts, blocks, grades and items.
Specific sports items managed by categories shall be announced by the municipal sports administrative department in accordance with the provisions of the national and provincial sports administrative departments. Article 9 To handle sports business projects, the following filing materials shall be submitted to the sports administrative department:

(six) for sports business projects that may endanger the safety of consumers, the safety requirements and the use of equipment shall be explained, eye-catching warning signs shall be set up, and effective measures shall be taken to prevent the occurrence of hazards;
(seven) minors should not participate in the project, shall not be allowed to participate;
(eight) in sports business activities, it is strictly prohibited to exaggerate violence and feudal superstitious activities, and it is strictly forbidden to gamble by sports competitions or in disguised form. Twelfth business sports competitions, sports performances, the use of places shall not exceed the prescribed capacity limit.
