Measures for the Protection and Management of Longhu Waters in Zhengzhou City (revised in 2020)
Article 1 In order to strengthen the protection and management of Longhu waters, promote the rational utilization of water resources and give full play to the comprehensive ecological functions of Longhu waters, these Measures are formulated in accordance with the People's Republic of China (PRC) Water Law, the People's Republic of China (PRC) Water Pollution Prevention Law and other relevant laws and regulations, and combined with the actual situation of this Municipality. Second units and individuals engaged in activities in Longhu water source protection area shall abide by these measures.

The term "Longhu Waters Protection Area" as mentioned in these Measures refers to Longhu, Zi Long Lake, Elephant Lake, Ruyi Lake, Lotus Lake and connected rivers, canals and other Longhu waters, central islands and lakes around Zhengdong New District.

The specific scope of Longhu water source protection area is delineated by Zhengdong New District Management Committee and announced after being approved by the Municipal People's Government. Article 3 The protection and management of Longhu waters shall follow the principles of overall consideration, scientific utilization, sustainable development and priority of ecological environment protection, and promote the coordinated development of economy, society and environmental protection. Article 4 The Municipal People's Government shall strengthen its leadership in the protection and management of Longhu waters, and the Administrative Committee of Zhengdong New District shall be responsible for organizing the implementation of these measures.

The municipal administrative departments of water conservancy, ecological environment, urban management, public security, transportation (maritime affairs), culture, sports, natural resources and planning, urban and rural construction, etc. shall do a good job in the protection and management of Longhu waters within the scope of statutory duties, and may entrust the relevant administrative law enforcement agencies in Zhengdong New District to exercise supervision and management duties according to law. Fifth Zhengdong New District Management Committee shall organize the preparation and implementation of Longhu water source protection plan according to the overall planning of Zhengdong New District.

The preparation of Longhu water source protection planning shall solicit public opinions, and the organization and implementation of Longhu water source protection planning shall be subject to public supervision. Article 6 The Administrative Committee of Zhengdong New District is responsible for organizing the construction and maintenance of public infrastructure such as public docks, plank roads, revetments, dams, bridges, sewage interception pipe networks around lakes, and setting up and maintaining public service facilities such as signs of protected areas, safety warning signs, city appearance and environmental sanitation.

No unit or individual may deface, damage or dismantle or move public infrastructure and public service facilities without authorization. Seventh Zhengdong New District Management Committee is responsible for the landscaping, landscape lighting and pavement construction of Longhu water source protection area, and improve and maintain the ecological environment of Longhu water source protection area. Eighth Zhengdong New District Management Committee shall set up national fitness equipment, tour guide signs, barrier-free facilities, direct drinking water stations (spots) and other supporting facilities in Longhu Water Source Protection Area to provide convenient services for the public. Ninth Zhengdong New District Water Conservancy Management Agency is entrusted to be responsible for the management and maintenance of water projects in Longhu Water Source Protection Area. Tenth Longhu water storage irrigation and ecological landscape water into the city's water allocation plan, formulated by the municipal water administrative department in accordance with the relevant provisions, and in conjunction with the Zhengdong New District water conservancy management institutions to organize the implementation. Eleventh Zhengdong New District Management Committee shall organize the establishment of a water quality monitoring system, establish a water quality early warning mechanism, regularly monitor the water quality of Longhu waters, and timely announce the monitoring results to the public.

In case of abnormal changes in the water quality of Longhu waters, the ecological environment protection management institution of Zhengdong New District shall promptly investigate and deal with them. Twelfth Zhengdong New District water conservancy management institutions shall, in accordance with the flood control standards and technical requirements of engineering design, regularly carry out dredging and dredging of Longhu waters to maintain smooth flood discharge. Thirteenth construction projects and business activities carried out in the Longhu water source protection area shall conform to the Longhu water source protection plan. Construction projects should design sewage discharge facilities, and their facilities should be incorporated into the urban sewage pipe network. Fourteenth construction projects and business activities carried out in Longhu water source protection area shall go through the relevant examination and approval procedures according to law. The relevant departments shall solicit the opinions of Zhengdong New District Management Committee in writing when handling the examination and approval. Fifteenth approved construction projects in Longhu water source protection area, the construction unit shall formulate construction protection plan, take effective protection measures to prevent pollution of Longhu water source.

After the completion of the construction, the construction unit shall promptly clean up the site and restore it to its original state. Article 16 The type, quantity, activity time and area of ships in Longhu waters shall be determined by the water conservancy administrative agency of Zhengdong New District in conjunction with the maritime administrative agency according to the actual carrying capacity and protection and management needs of Longhu waters. Seventeenth ships entering the waters of Longhu shall go through the examination and approval procedures according to law, and operate within the specified time and area.

Motor ships should use clean energy sources that meet national standards, and encourage the use of energy sources such as electricity, gas or solar energy. Eighteenth ships in Longhu waters should be equipped with safety life-saving appliances and special collection boxes for garbage and sewage. Ship garbage, sewage and other pollutants should be recycled to the shore for centralized treatment. Nineteenth in Longhu water source protection area to carry out water training, competitions, model airplanes and other large-scale entertainment and sports activities or film and television shooting activities, the organizers should go through the examination and approval procedures according to law.

In case of environmental pollution or damage to facilities in Longhu Water Source Protection Area caused by holding activities, the organizer shall be responsible for restoring the original state and bear relevant expenses. Twentieth Longhu water source protection areas prohibit the following acts:

(a) water, lake culture;

(two) unauthorized construction of drainage, water blocking and water intake facilities;

(three) unauthorized release of aquatic species into Longhu waters;

(four) electric fish, fried fish, poisonous fish or net fish, fishing;

(five) swimming and bathing in Longhu waters;

(six) unauthorized use of rafts, rubber boats and other floating facilities to enter the waters of Longhu;

(seven) carrying dogs and other pets into the waters of Longhu;

(eight) to set up stalls and sell goods without authorization;

(nine) dumping, piling up garbage, muck or other wastes, and discharging pollutants;

(ten) spitting, urinating and littering;

(eleven) other acts that affect the quality of water bodies or affect the city appearance and environmental sanitation.
