Helong Sports Cultural Center (referred to as "New Century Cultural Center" for short) is a large indoor tennis court, located in Tianxin District in the south of Changsha, Hunan Province, surrounded by Furong Middle Road, Laodong West Road, Baisha Road and Chengnan West Road, with a total area of about 70 hectares. The center started construction on February 28th, 2000, and its inauguration ceremony was held on October 7th, 2003. On the basis of He Long Stadium, the fully functional ancillary facilities were rebuilt and expanded, and the "Helong Sports and Cultural Center" was formed, including the main building, He Long Stadium, He Long Gymnasium, tennis courts, Ferris wheel, city commercial plaza, serviced apartments and other infrastructure, with sports competitions for the whole people. In 2003, the 5th Chinese mainland Games was held in Changsha. Helong Sports and Culture Center was one of the main venues of this competition, and the opening and closing ceremonies were held here.

Main venue: He Long Stadium. The renovation and expansion of the building was completed on June 7, 2003. He Long Stadium is the main building of Helong Sports Culture Center. The original site is "Shantangchong" (also known as "Wuma Herbal Medicine"). 1950, Changsha municipal government has planned this area as a sports venue. 1952 completed the prototype of the stadium, 1959- 1960 added a track and field, named "Labor in Hunan Province" 1973 rebuilt the podium and track and field; 1984 was renamed as "Changsha Stadium"; 1985 10 was expanded on the basis of "Changsha Stadium" and completed on 1987 10. It was renamed "He Long Stadium", which was the first stadium named after the leader (He Long) in Chinese mainland. 1987 He Long Stadium, with an area of15000m2 and a grandstand area of 21000m2, can accommodate 55000 spectators. The scale of the venue is second only to Beijing Workers Stadium and Guangzhou Tianhe Stadium, ranking third in Chinese mainland. The infield covers an area of 24,000 square meters, with a natural turf football field in the center, which is105m long and 68m wide. There are eight 400-meter circular plastic runways around the football field. The ground flatness of the site is below 3 mm, which meets the standards stipulated by international competitions. The competition has hosted the National Football League, the "Helong Cup" football match and some national track and field events; Football teams from Iran, the Soviet Union, Japan and other countries also visited the game.
