Regulations of Anhui Province on National Fitness
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Sports Law of the People's Republic of China and other relevant laws and administrative regulations, in combination with the actual situation of this province, in order to promote the extensive development of national fitness activities and enhance the physical fitness of the whole people. Article 2 These Regulations shall apply to the national fitness activities within the administrative area of this province and their guidance and supervision.

The term "national fitness activities" as mentioned in these Regulations refers to mass sports activities aimed at enhancing citizens' physical fitness and promoting citizens' physical and mental health. Article 3 National fitness should follow the principles of overall planning by the government, social support, public participation and scientific civilization. Article 4 People's governments at all levels shall strengthen their leadership over the national fitness work, incorporate the national fitness cause into the local national economic and social development plan, establish a coordination mechanism for the national fitness work, and provide service guarantee for the national fitness work. Fifth sports administrative departments of the people's governments at or above the county level shall be responsible for the national fitness work within their respective administrative areas. Development and reform, education, finance, culture, civil affairs, urban and rural planning, construction, agriculture, ethnic affairs and other administrative departments shall do a good job in the work related to national fitness within their respective functions and duties.

Township (town) people's governments and sub-district offices shall designate institutions to be responsible for the national fitness work.

Trade unions, Communist Youth League, women's federations, disabled persons' federations and other mass organizations organize national fitness activities according to their respective functions and characteristics. Article 6 People's governments at all levels shall take measures to actively develop traditional ethnic and folk sports and fitness activities, give special protection to the sports and fitness activities of teenagers and children, and provide convenience for the elderly and the disabled to participate in sports and fitness activities.

Encourage citizens to carry out various forms of physical fitness activities according to local conditions. Article 7 Enterprises, institutions, social organizations, other organizations and individuals are encouraged to set up national fitness undertakings, and donations and sponsorship to national fitness undertakings are encouraged. Eighth people's governments at all levels or relevant departments shall commend and reward organizations and individuals who have made outstanding contributions to the development of national fitness, as well as organizations and individuals who have made remarkable achievements in national fitness activities. Chapter II National Fitness Activities Article 9 June 10 every year is the National Fitness Day of this province. Tenth people's governments at or above the county level hold a comprehensive sports meeting with national fitness as the main content every four years, and relevant departments and organizations regularly hold various sports meetings for different groups of people to promote the extensive development of national fitness activities. Eleventh township (town) people's governments and neighborhood offices shall incorporate the national fitness work into the public service system, develop social sports organizations and sports backbone teams, and organize national fitness activities. Twelfth villagers' committees and residents' (community) committees shall, in combination with local characteristics, organize and carry out national fitness activities suitable for different groups of people. Thirteenth encourage and support social forces to set up sports associations, fitness clubs and counseling stations (points) according to law.

Sports associations, fitness clubs and counseling stations (spots) shall, in accordance with laws, regulations and articles of association, organize and carry out national fitness activities under the guidance of sports administrative departments and industry departments. Fourteenth encourage citizens to organize scientific and civilized physical fitness activities spontaneously. The sports administrative department of the people's government at or above the county level shall guide and supervise the physical fitness activities organized by citizens spontaneously. Fifteenth schools should implement physical education class teaching in accordance with the class hours stipulated by the state, carry out exercises, extracurricular sports activities, extracurricular sports training and sports competitions, and ensure that students exercise at least 1 hour every day, and hold a school-wide sports meeting at least once every academic year.

Schools should organize the implementation of the National Standards for Students' Physical Health, establish students' physical health files, regularly organize students to carry out physical fitness tests, take physical health as the evaluation index of students' comprehensive quality, and incorporate physical education class into students' academic examination subjects. Article 16 State organs, enterprises, institutions, social organizations and other organizations shall implement the National Fitness Standard, carry out national fitness activities in a planned way, organize employees to participate in the standard test, and guarantee the required funds.

Encourage employees to participate in fitness activities during working hours, after work and holidays. Seventeenth news media should strengthen the publicity of national fitness and popularize the knowledge of national fitness. Eighteenth large-scale national fitness activities, the contractor shall formulate a safety work plan, and in accordance with the the State Council "Regulations on the safety management of large-scale mass activities" and the relevant provisions of large-scale sports activities management for approval. Article 19 To organize and carry out national fitness activities and hold sports events that are directly related to personal safety and public safety as stipulated by the state, an application shall be submitted to the sports administrative department of the people's government of the city or county where it is located, in accordance with the operating conditions and technical requirements of gymnasiums and sports fields, and with the following conditions:

(a) the sports venues are suitable for the sports they carry out;

(two) sports equipment and facilities meet the national standards;

(three) fitness guidance, rescue and other employees in line with the provisions of the grade and quantity;

(4) Safety measures prescribed by the state;

(5) Other conditions stipulated by laws and administrative regulations.

The sports administrative department of the people's government of the city or county shall make a decision of approval or disapproval within 20 days from the date of accepting the application, and notify the applicant in writing; If it is not approved, it shall explain the reasons.
