(1) Increase investment in infrastructure construction. (2) Insufficient capital investment. First, the district financial investment is insufficient. Although the district government has always been inclined to the construction of new countryside in terms of funding arrangements, due to the weak original infrastructure, compared with the actual demand, the funding gap is relatively large. Second, street finance does not dare to invest. Due to the high cost of garbage transportation, it is difficult for the "street turn" link to operate normally. Third, the village-level collective economy is weak. It is understood that among the 275 administrative villages in the whole region, there are 29 villages whose collective economic income is less than 654.38+ 10 million yuan, and half of them are less than 50,000 yuan. Therefore, some villages with financial difficulties simply cannot be equipped with health and cleaning personnel. Some cadres in difficult villages say that the government is also icing on the cake, and the sanitation in wealthy villages is relatively better. The government made up for it and won the prize, but it didn't really help the difficult villages out of the predicament. Fourth, the amount of funds invested in rural domestic sewage treatment is large, and most villages are not enthusiastic about managing the environment.
(3) There are many dead ends in environmental sanitation construction, and no one cares about industrial and construction waste. First, the sanitary facilities are not perfect. At present, there are six rural garbage transfer stations in the whole region, which are basically distributed in street administrative areas, which leads to the long distance of garbage collection and transportation in some administrative villages and affects the collection rate of transfer stations. Second, the cleaning service in many places is limited to the built-up areas of villages, and the garbage between villages, along roads and on rivers is often neglected. Some villagers dumped garbage into the river, blocking the circulation of the river. Third, the disposal of enterprise waste is not clear, especially the disposal terminals of industrial waste, construction waste and chemical waste have not really been established. Some enterprises burn, illegally discharge and dump garbage on the spot, which has caused serious pollution to the air and environment, and the land that has been requisitioned and to be developed has become a "shelter" for garbage. Fourth, the small smelting of the first three companies has not been fundamentally solved and managed, and the progress of energy conservation and emission reduction is difficult; The smoke from five chimneys of Taipower drifted to the north and south of the city with the wind. (4) The problem of water environmental pollution is outstanding. First, the sewage treatment is not thorough. Lack of unified planning, lack of overall consideration in terms of capital investment, project implementation and departmental strength integration, and the situation of urban-rural integration has not formed. Second, there is a surprise rectification. Environmental sanitation improvement is not regarded as a long-term work in all localities, and the improvement work only stays at the level of coping. Third, the long-term supervision and law enforcement is not strong enough, there is a fine phenomenon, and the power of the district agricultural office is limited, so it is difficult to solve the problem by itself.
(6) The phenomenon of indiscriminate construction on both sides of highways is serious.
