1. To master the present situation and development trend of students' physical health in China, and provide scientific basis for making the development plan of school sports health work and scientifically carrying out school sports health work.

2. Implement the Outline of the National Fitness Program and the Opinions of the Central Committee of the State Council on Strengthening Youth Sports Work to enhance the physical fitness of young people, promote youth sports focusing on school sports, and promote the improvement of the physical health level of young people. In order to objectively reflect the present situation and development law of students' physical health in China, this survey was conducted in 3 1 provinces, autonomous regions and municipalities directly under the central government. The subjects are Han students aged 7-22 and ethnic minority students aged 7- 18.

In principle, the physical health survey of Han students is conducted in three parts: good, medium and poor, which was determined by all provinces, autonomous regions and municipalities directly under the Central Government in 2005.

In some provinces (see Annex 4), Mongolian, Hui, Tibetan, Uygur, Zhuang, Korean, Miao, Yi, Buyi, Dong, Yao, Bai, Tujia, Hani, Kazak, Dai, Li, Wa, Dongxiang, Naxi and other ethnic groups. Whether other ethnic minority students are investigated or not shall be decided by the provinces and autonomous regions themselves. Whether to list minority students aged 19-22 as the survey object shall be determined by the provinces, autonomous regions and municipalities directly under the central government according to the specific circumstances. In principle, the survey schools in 2005 will be extended to universities, primary and secondary schools of Han nationality and ethnic minorities. If there are any adjustments, similar schools shall be selected near the original survey school and reported to the National Student Physical Health Survey Office for the record.

(2) Sampling method

This survey extends the stratified random cluster sampling method, that is, the survey site is determined first, then stratified by grade, and the survey sample is formed by random cluster sampling with the teaching class as the unit.

In random cluster sampling, the number of selected classes is limited to meet the minimum number of survey samples.

(3) Sample composition, grouping and sample content

The survey samples are divided into test samples and questionnaire survey samples.

Physical examination sample: It consists of all the students in the teaching class randomly selected by a whole group.

Physical fitness test sample: composed of normal students selected from the physical fitness test sample (normal students refer to students who can engage in various physical exercise activities, have good physical development and are healthy. Those who suffer from heart, liver, spleen, kidney and other major organ diseases, those who are physically disabled or deformed, those who suffer from acute diseases such as high fever and diarrhea within one month, those who have not recovered their physical strength and girls who are in menstruation are not allowed to take the quality test).

(2) Sample grouping

Han students: 7-22-year-old Han students are divided into four categories according to cities, towns, men and women, with one group every year and 64 age groups.

Ethnic minority students: Mongolian, Hui, Uygur, Zhuang and Korean students aged 7- 18 are divided into four categories according to city, town and gender, with 48 age groups in each category. Students aged 7- 18 from other ethnic minorities are divided into two groups according to gender, one group each year, with 24 age groups. A survey of ethnic minority students aged 19-22 was conducted. The sample groups were divided into two categories: male and female, one each year and ***8 age groups.

Han nationality students: 50 samples of students aged 7- 18 in each class and age group; /kloc-the sample size of students aged 0/9-22 in various categories and age groups is 100.

In view of the different ages of primary school students in different places, the number of students in the 6-year-old age group is not stipulated.

Student questionnaire survey sample: male and female students in grades 4-6, junior high school, senior high school and university in the physical examination sample. Research projects include test projects and questionnaires.

Testing items are divided into compulsory testing items and selective testing items (see attached table 1). Required projects are projects that all provinces, autonomous regions and municipalities directly under the Central Government must complete according to the specified requirements; The selected items shall be selected by the provinces, autonomous regions and municipalities directly under the Central Government according to the local actual conditions, and no unified requirements shall be made.

Led by the Ministry of Education, together with the State Sports General Administration, the Ministry of Health, the State Ethnic Affairs Commission, the Ministry of Science and Technology, the Ministry of Finance and other departments, the "National Student Physical Health Research Coordination Group" and its office "Coordination Group Office" are responsible for leading and coordinating the national student physical health research work. Invite relevant experts to form a "national student physique and health research group", which is responsible for the specific business work of the national student physique and health research, and give professional guidance to the research work of all provinces, autonomous regions and municipalities directly under the central government.

All provinces, autonomous regions and municipalities directly under the Central Government shall establish corresponding organizations with reference to the above measures, and be responsible for setting up inspection teams to carry out local research work.

The research school is composed of the principal in charge and the staff of relevant departments, and cooperates with the test team to complete the research task of the school.

(2) Organizing the implementation

The research work should be organically combined with the students' physical health standard test, physical examination and physical examination, so as to ensure that the work arrangement is orderly and the test data can be enjoyed. The test results of this quality project should be used as the test results of students' physical health standards and the results of students' physical examination this semester. The education authorities of schools and counties (districts) at each monitoring point should formulate corresponding implementation measures to make them implemented.

(iii) Establishment of an inspection team

The test team should be established on the basis of previous national student physical health survey and test teams, relying on the existing school sports health professional institutions as far as possible. The testing personnel must be professional and technical personnel of sports health, and the newly enriched personnel must undergo pre-job training and master the testing methods, and they can only take up their posts after passing the examination.

(4) Main work arrangements

All provinces, autonomous regions and municipalities directly under the Central Government should make good preparations for various investigations from now on.

Before the end of June, 2065438+00, hold a national conference on students' physical health research and deploy research work; Hold a national training course for students' physical health researchers, and conduct on-site physical health testing and data entry training for relevant personnel in all provinces, autonomous regions and municipalities directly under the Central Government.
