Case investigation report on the problem of excessive deputy cadres
I. Summary of the case
(a) the source of the case
The case of too many deputy cadres comes from the second issue of xx's Semimonthly Talk (internal edition).
(2) A summary of the contents of the case
Recently, at the local "two sessions" held one after another, the problem of excessive deputy positions has once again become a topic of discussion among deputies. In some places, the number of deputy mayors and deputy secretaries-general has exceeded double digits.
Objectively speaking, the duties of leading cadres are strictly regulated. Especially in the new round of local party committee government transition before the 17th National Congress, the central government made a unified regulation to reduce the number of "deputy secretaries" of local party committees.
However, in some places, there are still too many deputy cadres or even too many. Deputy Secretary-General 10, there is not enough room for a big table of deputy mayors. There are three reasons: first, it is difficult to reduce the number of brands. In some places, the large-scale withdrawal of villages and towns has begun, and the brand is easy to withdraw, but it is difficult for the government to digest and can only be squeezed under one brand;
Second, it is difficult to add new people and reduce old people, and the mechanism of cadre withdrawal is not smooth, resulting in fewer cadres and more cadres; The third is the "identity demand" of on-the-job cadres. Although temporary cadres do not occupy the number of posts, there are still many officials at or above the deputy level objectively.
Second, case analysis and countermeasures
(1) Problems found in the case
First, the organization is bloated, the number of people is overstaffed, and there is a serious "ten sheep and nine shepherds", with more officials and fewer people. For senior leaders, there are more deputies, which is convenient for them to control their subordinates and set up people at different levels. Leaders don't have to bow to the workers. Representative is the main cause of many diseases. If there is a deputy or no deputy, wouldn't it be "lean"?
If there is more deputy distribution, there will inevitably be problems such as balance of power, equality of interests and coordination of relations, which ultimately boils down to increasing people's burden. Xunzi said that "a large number of literati made the country poor". Shi Yaobi of the Southern Song Dynasty pointed out: Redundant employees are often not on duty and have nothing to do but eat their wealth; If they have nothing to do, they will eat their limited wealth, and if they have endless desires, they will have poor wealth. As a result, the financial resources can't make ends meet, and the burden on farmers is miserable.
Second, there are too many deputies, unclear division of labor, overlapping functions, competing for favorable things, and shirking useless things, resulting in poor attendance and low efficiency. Some people are sarcastic: one third is doing it, one third is watching it, and one third is making trouble. In reality, it is not uncommon for deputies to wrangle with each other, which leads to low work efficiency and a serious shortage of people engaged in front-line work.
Any unit or department with too many deputy posts and redundant staff, no matter how competent the top leaders are, will find it difficult to mobilize and give full play to the enthusiasm of the broad masses of cadres and people, and ultimately it is inevitable that "being an official, the mountains and rivers will remain the same, the star will remain the same, and the moon will remain the same". Teach people to strive for perfection, otherwise, even a thousand hands can't solve the problem.
Third, many officials will do many things, and they will be at a loss. Deputy is not a fuel-efficient lamp, but also fighting for a little real power. In the head office, they are tired of balancing relationships, power, equal treatment and equal interests all day, and they can't be a little eccentric and sloppy. Otherwise, contradictions will continue, small things will be difficult, and big things will make you lose your mind.
The meaning of drunkenness lies not in wine, but in the power of "strength", which is the ultimate goal of the competition. More seats can make it easier for them to balance their relationship. You insert a person, I also insert a person, and everyone is happy. Many seats are also conducive to some leaders who are willing to engage in corruption to wholesale official hats and sit on the floor to collect money. Of course, there is also a very important one, because all kinds of costs caused by setting up more deputy posts are paid by the state, and the leaders do not pay half a cent.
(B) the theoretical basis of administrative management
First, there is something wrong with the main body, government agencies and personnel systems. At present, the number of official positions is more determined by the likes and dislikes of superiors. The establishment department in charge of the appointment and removal of personnel cadres has no decision-making power, regardless of the right to use it. The Chief Executive is the director of the establishment committee; However, the decision-making power to promote and use cadres lies with the heads of party committees and departments; This will naturally cause the person in charge to say no, no matter what the person in charge says, it will definitely work.
Sometimes, coupled with the flexibility of the document, such as the allocation of several deputies and the appropriate allocation of deputies, it can be seen that the allocation of deputies is arbitrary, and the restrictions on deputies have lost over time; For example, the appointment procedure of Deputy Secretary-General is simple and does not require the approval of NPC department, which gives a green light to the proliferation of Deputy Secretary-General.
Second, as deputies to the National People's Congress who supervise the appointment and removal of personnel and have the right to vote, they sometimes give up their supervision and claim rights for fear of offending the party Committee and government for the sake of harmony, thus desecrating the duties and powers entrusted by the people. Too many deputies increase the running cost of the country, which will eventually be passed on to taxpayers and increase their burden.
The society now questions how a large number of overstaffed deputy mayors, deputy heads of counties and townships can be appointed by the National People's Congress. Accessory organ failure should also bear the responsibility and cannot be pushed aside. Supervisors do not advocate their own power, which will inevitably lead to the abuse of power by powerful people.
Third, the official standard is an old disease brought by the old system in China. As long as there is no "new drug" for the right medicine, it is easy to relapse. For example, the idea of privilege and the idea of official protection, once broke out, spread like a plague.
Poor health is the easiest time for bacteria to take advantage of it, and it is an excellent opportunity for corrupt officials to corrupt. People don't pay, they are afraid of being "killed", being promoted in violation of regulations, and they are afraid of problems, so they have to give people a relaxed "fat job" (deputy). It doesn't matter if there is one more or one less, at least they won't make mistakes when they step on the red line.
(C) Countermeasures to solve the problem
First, the system is in charge of people and the law is in charge. Really let the law make people who want to make mistakes dare not make mistakes, let the system make people who have the opportunity to make mistakes unable to make mistakes, let justice make people who have the opportunity to make mistakes unwilling to make mistakes, let morality make people who make mistakes admit their mistakes, and let conscience make people who make mistakes feel remorse and remorse.
We should use laws and systems to restrain the power in our hands, change the phenomenon that power is greater than law, and put the cart before the horse in the personnel management system. It is necessary to scientifically set up the number of institutions, streamline administration, set up a temple for nothing, and form an efficient cadre team.
Second, seek a good prescription, deepen the reform of the personnel cadre system, and treat both the symptoms and root causes. All illegally established institutions and deputies will be cut off, and new deputies will be recruited by competition and fair competition, and the competent will be promoted to the mediocre. Only by making public the employment conditions, the number of vacant posts, the selection and allocation procedures, fair competition and competition results can people be convinced and show the charm of competition.
Those who illegally allocate deputies shall be investigated for joint and several liability, and those who are light shall lose their official positions and those who are heavy shall be investigated. History will not repeat its facts, history will repeat its laws. The best way to treat too many deputies is to prescribe the right medicine, the best state is normality, the most effective means is balance, and the highest state is nature.
Third, the conclusion and inference of the analysis.
conclusion
Public opinion hopes that the government will streamline the unreasonable official establishment, effectively reduce the local financial burden, overcome the disadvantages of overstaffing and improve administrative efficiency. In recent years, the Central Committee of the Communist Party of China and the State Council have repeatedly called for streamlining institutions and personnel, improving the efficiency of government work and building a "clean and efficient government".
However, in many local governments, the government is getting worse and worse, there are more and more institutions, the staff is getting bloated, the ranks of cadres are getting bigger and bigger, the ranks of cadres are getting higher and higher, the luxury lineup of deputies is unlimited and unrestrained, and too many deputies seem to be a trend, which is likely to spread and expand.
Redundancy seems to be a major feature of China. Redundancy and redundancy not only occupy too much public resources, increase the burden on taxpayers, increase the financial budget and administrative expenses, but also make people overstaffed. Some officials restrict each other, buck-passing each other, and administrative efficiency is low. At the same time, it also encourages the dislocation of cadres' official standard thought and public servants' consciousness of serving the people, which really does more harm than good.
