The Civic Center, designed by American architect Lee Timchula, is huge, with one basement and five floors above ground, with a total construction area of 2 10000 square meters, a total construction length of 435 meters, a maximum width of 145 meters and a total investment of 2.3 billion yuan. It is divided into three parts: the west, the middle and the east. The west is mainly used for government offices, with more than 20 bureaus, mainly foyer and office.

The central area is dominated by public space, including population hall, government window, office hall, multi-function hall, VIP reception hall, public etiquette hall, great hall, underground restaurant, VIP restaurant and so on.

The East District is mainly used for the office of the National People's Congress. In addition, there are museums, industrial exhibition halls and archives in the Civic Center.
