Change 1: fully implement the reform of enrollment in classified examinations.
Starting from 20 15, all higher vocational colleges in Shaanxi Province (including ordinary higher vocational colleges, undergraduate colleges that hold ordinary higher vocational education, and adult colleges) implement classified examination enrollment, and implement the evaluation method of "cultural quality+vocational skills", which is divided into four modes: individual examination enrollment in demonstration higher vocational colleges, comprehensive evaluation enrollment in higher vocational colleges, exemption enrollment for top-notch talents with skills, and individual enrollment in vocational education in ordinary colleges. Students who passed the classified examination in 20 15 years accounted for about half of the total enrollment of higher vocational colleges, and became the main channel in 20 17 years. Compared with previous years, there are three main differences: first, the enrollment institutions and enrollment scale that take part in the classified examination have increased greatly; Second, the time for the classified examination is before the college entrance examination; Third, candidates who voluntarily give up the admission qualification of higher vocational classification examinations can still take the unified college entrance examination.
Change 2: broaden the scope of key universities to recruit rural students from poverty-stricken areas in Shaanxi.
This year's enrollment for poverty-stricken areas and rural areas in Shaanxi Province mainly includes three aspects: First, we will continue to implement the special enrollment plan for poverty-stricken areas of national key universities (referred to as the national special plan), which will be undertaken by a number of undergraduate enrollment schools, mainly the central government universities and local "2 1 1 Project" universities, with a national enrollment scale of 50,000; Second, continue to implement high-level universities with independent enrollment qualifications to recruit rural students in poverty-stricken areas (referred to as the special plan for colleges and universities), which will be undertaken by universities directly under the Ministry of Education and other independent enrollment pilot universities. The enrollment plan for the whole country is not less than 2% of the undergraduate enrollment scale of the school; Third, we will continue to implement a number of provincial undergraduate colleges and universities' special enrollment plans for rural areas in poverty-stricken areas in the province (referred to as local special plans), which will be undertaken by a number of provincial undergraduate colleges and universities, and the enrollment plan is 3% of the undergraduate enrollment scale of the school. Among them, the national special plan is implemented in 56 state-level poverty-stricken counties in Shaanxi Province, and the university special plan and local special plan are implemented in 65 counties and districts in Shaanxi Province. Starting from this year, Ankang began to implement local special planning policies.
Change 3: Clean up and standardize the college entrance examination plus points and reward care policies.
Since 2007, Shaanxi Province has cancelled the bonus items for sports special students, and all the bonus items have been cancelled since 20 14. Except that "children of martyrs" are equivalent to the bonus items stipulated by the Ministry of Education, the scores of other bonus items such as "minority candidates in areas where ethnic minorities live in concentrated communities", "overseas Chinese children, returned overseas Chinese children and Taiwan Province provincial candidates", "self-employed retired soldiers" and "retired soldiers who have won second-class merit or been awarded honorary titles by units above the military region" are stipulated by the Ministry of Education.
In the aspect of standardizing the policy of extra points for college entrance examination in Shaanxi Province, 20 14 "slimmed down" the policy of extra points, minimizing the extra points and scores. Graduates of senior secondary education schools in five situations, such as winning the Olympic Games, will no longer enjoy the bonus policy, but will be given priority under the same conditions as other candidates.
Change 4: Self-enrollment after the college entrance examination.
Compared with previous years, the time and content of 20 15 independent enrollment assessment have been greatly adjusted. First, after the end of the national college entrance examination and before the results of the college entrance examination are announced, the independent enrollment assessment of each pilot university will be arranged in a unified way; The second is to cancel the alliance examination and highlight the independent selection of colleges and universities; Third, the registration threshold of each school will be raised, and candidates are generally required to have academic expertise. Fourth, canceling the principal recommendation system, instead of allocating the recommended places to middle schools, can give all candidates equal rights.
Change 5: the scope of restrictions on not reporting after entering school has narrowed.
In recent years, Shaanxi Province has implemented restrictive policies for candidates who voluntarily gave up admission and re-registered for the college entrance examination the previous year. When the college entrance examination results are announced, they rank in the lowest position with the same score. 20 15 will narrow the scope of restrictions, only for candidates who were voluntarily admitted to the first college and its major by the second batch of undergraduate students and above this year, and voluntarily gave up studying in the admitted college for various reasons. If you give up other majors other than those reported by candidates, it is not within the scope of policy restrictions.
Change 6: Children who move with them can apply for Shaanxi college entrance examination.
At the end of 20 13, Shaanxi provincial education department, development and reform commission, public security department and human resources and social security department issued detailed rules for children of migrant workers to take the college entrance examination in Shaanxi, which was fully implemented from 20 16. According to the usual practice, the registration for the 20 16 college entrance examination will be held in February of 20 15, and eligible children will apply for the 20 16 college entrance examination in Shaanxi this year. In addition to meeting the basic conditions for applying for the exam in that year, one of the following three conditions should also be met: (1) As of August 3 1 day of the year of the college entrance examination, the permanent residence of myself and my father or mother has been in Shaanxi for 3 years; (2) As of August 3 1 day of the year of the college entrance examination, my father or mother has held a residence permit in Shaanxi Province for more than 3 years and paid the basic old-age insurance for employees in Shaanxi Province for more than 3 years (including 3 years) according to state regulations; (3) As of August 3 1 day of the year of the college entrance examination, my father or mother had a permanent residence in Shaanxi for less than 3 years, but before the household registration moved to Shaanxi, their father or mother held a residence permit in Shaanxi Province and paid the basic old-age insurance premium for employees in Shaanxi Province. The time to hold a residence permit and the time to obtain permanent residency are continuous, and the two periods add up to three years.
Change 7: Non-fresh high school graduates can also apply for military schools and national defense students.
In 20 15, the enrollment policies of military academies and national defense students changed greatly: starting from this year, according to the national military service system, the minimum age for candidates to apply for military academies and national defense students should not be less than 17 years old and not more than 20 years old (as of August 3 1 day of the year of application); Cancel the restrictions on previous graduates of ordinary high schools, and eligible ordinary high school graduates can apply for the exam.
Change 8: Disabled candidates can take separate examinations and enroll students in some colleges and universities.
Approved by the Ministry of Education, in 20 15, some colleges and universities adopted the way of separate examination and enrollment to recruit disabled candidates nationwide. Up to now, Zhejiang Vocational College of Special Education, Leshan Teachers College and Suihua College have been allowed to recruit disabled candidates in Shaanxi.
Change 9: The joint entrance examination of performance major in colleges and universities has become a school examination.
20 15 Art majors in colleges and universities are divided into six categories: art, choreography, broadcasting, music, dance and performance. Among them, the professional courses of art, director and broadcasting are subject to the unified examination in the whole province; The entrance examination is conducted in the music and dance courses of colleges and universities affiliated to Shaanxi Province and in Shaanxi Province. It is worth noting that this year, the pre-class joint examination of performance majors in colleges and universities in Shaanxi Province was changed to the school examination organized by enrollment colleges, and performance majors in the same direction in different colleges and universities can also jointly organize professional course examinations themselves.
