Create an institutional environment for fair competition among all kinds of enterprises, break the monopoly of industries and markets, and attach importance to and give play to the important role of private scientific and technological enterprises in independent innovation and development of high-tech industries. The state plans to increase support for small and medium-sized science and technology enterprises, establish an investment and financing mechanism to meet the innovation needs of small and medium-sized enterprises, establish and improve the information, technology trading and industrialization service platform to support technological innovation of small and medium-sized enterprises, and create a good environment to support technological innovation of small and medium-sized enterprises. (2) Build a knowledge innovation system combining scientific research with higher education.

Strengthen regional science and technology planning, give play to the guiding role of the central government in allocating resources, coordinate regional science and technology resources, and form a reasonable layout of regional science and technology development. By entrusting tasks, we will cultivate key scientific and technological intermediaries and play a leading role in demonstration. Vigorously carry out training to improve the professional level and quality of employees in science and technology intermediaries. Strengthen the construction of trade associations and give full play to the service and coordination role of trade associations in promoting technological innovation.
