On the morning of March 16 10, at the press conference held at the press center of the First Session of the 13th National People's Congress, Chen Baosheng, Party Secretary and Minister of the Ministry of Education, said: "Reducing the burden is not only a matter of the education front, but also a matter of the whole society. Reducing the burden is not only an educational issue, but also a social issue, which requires cooperation and joint efforts from all sides. "
Minister Chen Baosheng made important suggestions from five angles:
1. Reduce the burden of school teaching. In recent years, remarkable progress has been made in reducing the burden on schools. Some people say that this is called "reducing the burden inside the school and increasing the burden outside the school", which reflects a certain reality, but it is also biased. Where is the bias? Some of our measures to reduce the burden are "across the board" and some are simplified, and the effect is worthy of evaluation. Reducing the burden in schools is mainly to strengthen scientific management and implement the task of reducing the burden as a prominent problem in all aspects of school teaching.
2. Reduce the off-campus burden. Mainly to standardize the educational order and rectify various training institutions. Training institutions are a necessary complement to the development of education. What needs to be rectified is the illegal part, which leads to teaching and learning, illegal running of schools and unqualified running of schools.
3. Reduce the burden of exam evaluation. To reduce the burden of examination evaluation is to change the evaluation method, improve the academic examination method and establish a comprehensive quality evaluation system. It is not allowed to rank students according to scores, and it is not allowed to speculate on the top of the college entrance examination. This is the burden reduction of examination evaluation. The baton should be correct.
4. Teachers reduce the teaching burden. Teachers should teach the whole course according to the syllabus, and never allow lectures without class or after class, or even encourage and guide students to participate in training.
5. Parents and society reduce the burden. The whole society should improve educational literacy, establish a correct concept of success and success, so that our burden reduction work has a correct ideological basis. In recent years, advertisements of various successful schools and training institutions have been flying all over the sky. As a result, parents' pockets are empty, students have a heavy burden, and the school teaching order is chaotic. Some ideas that do not conform to the laws of education and the needs of children's healthy growth are circulated everywhere, creating anxiety for parents and burdens for children. This phenomenon is absolutely not allowed. The whole society should improve its educational quality and not blindly pursue those successful studies. Many training institutions show off their training transcripts, advertisements and advertising words as chicken soup and bravado. It's no good mistaking chicken soup for jade. Don't listen to advice, fool, burden increased everyone's worries. To change this situation and improve educational literacy, we should not listen to those specious ideas, but act in accordance with the laws of education and students' physical and mental development, so that they can grow up healthily.
The problem of reducing students' burden has a long history.
According to incomplete statistics, since1July 1955, the Ministry of Education issued the first "order to reduce the burden" in New China-the instruction on reducing the excessive burden of primary and secondary school students, the number of "orders to reduce the burden" issued by the state in the form of special documents has been 10. If you count the documents attached to other jobs, more than 50 "burden reduction orders" have been issued. If you count the local "burden reduction orders", there have been hundreds of "burden reduction orders" for students in China in the past 60 years.
Around what kind of schoolwork is too heavy, all walks of life have been arguing endlessly. However, looking back over the past 60 years, we can easily find that there is a general understanding in the society that if the academic burden affects students' physical and mental health development, increases students' psychological burden, and damages students' hobbies and self-confidence, then such academic burden is beyond students' tolerance and belongs to overload. Undoubtedly, this definition of students' academic burden is of positive significance for focusing on problems and finding "lesions".
Why do we urgently need to "reduce the burden"?
Wang Zhongli, president of Zhengzhou Foreign Language School, Henan Province, said: "Parents pay too much attention to their children's grades, and pursue them unilaterally by making up lessons outside school, which affects their healthy and happy growth. The development of compulsory education must aim at the sustainable development of people and pursue the' green enrollment rate'. "
During these decades' development, China has entered a new era of "post-popularization" education, and the function of education has gradually changed from "producing talents quickly" and "producing good talents" to "everyone becomes a talent" and "from each according to his ability". Education in China is beginning to change from "elite education system" to "mass education system". In such a new orientation of educational function, which needs to highlight the public welfare of education and show that education promotes people's all-round development and lays the foundation for everyone's happy life, the problem of "excessive schoolwork burden", which is considered to hinder the development of education in China, has become a major obstacle to the happy experience of every child, the happy life of every family and the happiness of teachers in every school.
Therefore, we urgently need to "reduce the burden".
Quality education has never been shown by children racing against time to make up lessons, but by full marks. Taking the practice of "reducing the burden" in the fifth primary school of Shenyang Railway as an example, the feasibility of the practice is illustrated.
"Without written work, Shenyang Railway started in 1984 for five hours. At that time, students had a heavy burden, so Zhang Xiujin, then the principal, decided to reduce the burden in the whole school and started a pilot class first. The method is simple: the classroom is effective, the interaction between teachers and students is increased, and the enthusiasm of students is mobilized. After half a year, the results of the pilot class were significantly higher than those of other classes. Since then, from grade one to grade six, the whole school has never left homework.
There is no written homework after class. What do students do when they go home? The school simply doesn't care that in order to enrich students' extracurricular activities, Railway Five Primary Schools recommend "books with words" and "books without words". "Books with words" are traditional books. By recommending books regularly, offering one-hour reading class every week, reading communication once a month and reading festival once a semester, students' ability and quality of lifelong reading can be cultivated. "Wordless book" is news, which guides students to read newspapers, listen to the radio and pay attention to online news every day, and carries out independent "broadcast", "comment" and "debate" news every morning.
The school has also set up 20 compulsory courses such as intelligent robot, Orff music and digital art, and set up more than 60 elective clubs such as science and technology, art, fitness, reading club and English club to help children locate themselves and find their interests. At the same time, further enrich students' life at school and after class, and prevent them from drowning in books and mountains.
In order to improve students' learning ability, the school offers 15 minute mini-training course every afternoon. From writing and memorizing in a limited time in junior grades to sorting out and communicating mind maps in senior grades, students' memory, listening and summarizing abilities are greatly improved, and their thinking quality is greatly improved.
For 34 years, there has been a tradition of leaving no written homework.
Along the way, doubts and doubts are endless. However, Railway No.5 Primary School did not change its original intention, insisted on exploring new measures for running happy education, and constantly introduced new curriculum systems such as micro-courses, science and technology courses, research and practice courses, and handed over beautiful transcripts: the quality monitoring of students' subjects ranked among the best in the whole region, and the scores of Chinese and English subjects ranked third and fourth among 55 primary schools in the experimental area of the city. In the past five years, they have won hundreds of honors in science and technology, art and sports at or above the provincial level. "-Excerpted from People's Daily, March 20 18, June 5438+05.
Only educators and parents of students can clearly understand the essence of reducing the burden, so that reducing the burden is no longer "much cry and little rain." As for "reducing the burden", every educator needs to think more, correct mistakes in time, grasp the essential purpose of education, and make the problem of reducing the burden really change from oral solution to practical solution.
