Why don't many departments know about Lianyungang Dangerous Building Long-term Summer Camp?
On July 24, recently, a resident of Lianyungang Economic Development Zone in Jiangsu reported to the media that someone had set up a military training summer camp for children in an abandoned local primary school. Since the school started in June, 20 16, it has mainly carried out military training in schools and military summer camps for students. The teaching building of this summer camp was identified as a D-class dangerous building as early as eight years ago, which has major security risks.

According to China's "Appraisal Standard for Dangerous Houses", the danger grade of houses is divided into four grades: A, B, C and D, of which D is the most serious. Grade D means that the bearing capacity of the load-bearing structure can no longer meet the requirements of normal use, and the whole house is in a dangerous state, which constitutes a whole dangerous house. Then, as early as eight years ago, this building was identified as a dangerous D building. Why hasn't it been renovated so far? Training institutions operate in dangerous buildings, how to apply for industrial and commercial business licenses?

Children's participation in military training summer camp dormitory is actually a three-story dangerous house for eight years.

Lianyungang Wei Jun Military Outward Bound Training Base (hereinafter referred to as Wei Jun Training) is located at Zhuchaozhong Lane 145, Lianyungang Economic and Technological Development Zone, and is a private national defense military outward bound training base. Since its establishment in June, 20 16, it has mainly carried out military training in schools, military summer camps for students, military expansion training for party and government organs, enterprises and institutions.

The complainant, Zhao Min, reported that the military training was illegal under his real name, because a teaching building with three floors 15 classroom rented by the base belonged to dangerous building D, which had significant security risks. To confirm the contents of the report, Mr. Zhao provided the 20 10 Housing Appraisal Report entrusted by the Social Bureau of Lianyungang Economic and Technological Development Zone. The results show that the safety appraisal level of the building is D, that is, the highest dangerous building, and reinforcement measures need to be taken.

Zhao Min said: "Because it has three floors, if it falls, it will definitely affect the safety of children. Because it is full of kindergarten children and primary school students, they have weak self-protection ability and sleep in the house. "

The reporter saw at the scene that the upper two floors of the teaching building have been changed into military training rooms, with 10 classrooms and more than 200 beds for military training children.

Why can dangerous houses be rented? Responsible person: I didn't know at the beginning of creation.

Why can children's military training summer camp be located under dangerous houses? Gao Juan, one of the leaders of Lianyungang Wei Jun Military Development Training Base, explained to reporters that at the beginning of training in Wei Jun in 20 16, they didn't know that the teaching building was a dangerous D building, and they had been engaged in business activities since then until Zhao Min reported it in June 20 18. Gao Juan said it started on 20 16. They didn't know or believe it. Later, they found something related, and it did say so.

According to whistleblower Zhao Min, the teaching building was built at 1993, and was originally the school building of Zhucao Primary School in Zhongyun Street, Lianyungang Economic Development Zone. 20 10 during the general inspection of school safety engineering in Jiangsu province, the teaching building was identified as a dangerous building and then abandoned. Later, Wei Jun Training rented the site for business activities, and the property rights of the building belonged to the village committee and the street.

Why do village committees and streets rent D-class dangerous houses to third parties, and then the third parties rent them to military institutions for business activities? Zhongyun Street in Lianyungang Economic Development Zone has never confirmed that the property right of dangerous houses belongs to the street. Chen Rui, a member of the publicity committee of the street organization, said that the street would investigate the matter and then take measures as appropriate. Chen Rui said: "Safety is the first priority, so we will study it urgently according to the relevant situation to deal with it."

Industry and commerce: revoke the business license if it is dangerous.

Training institutions operate in dangerous buildings, how to apply for industrial and commercial business licenses? What is the attitude of the relevant departments after the problem is exposed? On the afternoon of July 19, Zhao Min rushed to various departments of Lianyungang Economic Development Zone to report the situation and accompanied the unannounced visit.

Wang Bin, Chief of Consumer Rights Protection and Rights Protection Section of Market Supervision Bureau of Development Zone, explained to the reporter. At the beginning of the 20 16 military training, the industrial and commercial department only conducted a formal audit on the business situation of the enterprise, such as whether there was a venue lease agreement and other materials, and whether it was dangerous. The industrial and commercial department did not know. Next, they will connect this matter with other departments. If it is still a dangerous D building, the industrial and commercial department will revoke the business license of Wei Jun Training. Wang Bin said: "What we can do is to really identify it as a D-class dangerous building, and we will persuade it to withdraw the permit."

Both the Housing Authority and the Education Bureau said they did not know.

Liu Ailing, a staff member of Housing Management Bureau of Development Zone, was also surprised. She told reporter Zhao Min that if the D-class dangerous building is true, the housing management department will take emergency measures to vacate the staff in the teaching building and wait for the new appraisal results.

Whistleblower Zhao Min: "Do you know what to do now?

Liu Ailing: "The first step of renovation is to vacate the house and evacuate people! The appraisal report of 20 10, I can only do this work now, and we will appraise another one on 20 18. "

Wu Zhiyu, director of the Education Bureau of the Development Zone, replied to the reporter that the property right and the issuing authority of this house do not belong to the education department, so this matter has nothing to do with the education department:

Reporter Zhao Min: "I will report it to the Education Bureau now."

Wu Zhiyu: "This thing is not mine. What is the significance of reporting? "

On July 19 and July 20, no teenagers engaged in military training activities in military training institutions. Gao Juan, one of the heads of the training institutions, explained that they had just asked the construction team to reinforce the dangerous teaching building. However, she failed to show the safety appraisal report of the new house and the professional qualification certificate of the builder on the spot, but she would send someone to find relevant information.
