Regulations of Tai 'an Municipality on the Administration of Outdoor Advertising Facilities and Signboards
Chapter I General Provisions Article 1 In order to strengthen the management of outdoor advertising facilities and signboards, create a standardized, orderly, clean and beautiful urban and rural environment, and promote the healthy and orderly development of the advertising industry, these Regulations are formulated in accordance with the Advertising Law of People's Republic of China (PRC), the Regulations on the Administration of City Appearance and Environmental Sanitation and other laws and regulations, and in combination with the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, management, setting norms, safety maintenance and other related activities of outdoor advertising facilities and signboards within the administrative area of this Municipality. Article 3 Outdoor advertising facilities mentioned in these Regulations refer to advertising facilities set up in various forms (installation, hanging, posting, drawing, broadcasting, projection, etc.). Make use of all kinds of outdoor places, spaces and facilities.

Signboards as mentioned in these Regulations refer to all kinds of signs, plaques, signs and other facilities set in offices, business premises or buildings, which are only used to indicate the name, shop name, trade name or logo of the unit.

The term "setters" as mentioned in these Regulations refers to the owners or users of outdoor advertising facilities and signboards. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen their leadership over the management of outdoor advertising facilities and signboards.

The municipal administrative department of urban management is responsible for the supervision and management of outdoor advertising facilities and signboards in this Municipality. County (city, district) urban management administrative department is responsible for the supervision and management of outdoor advertising facilities and signs in this area and related work.

Administrative examination and approval services, comprehensive administrative law enforcement, public security, natural resources and planning, housing and urban and rural construction, transportation, culture and tourism, market supervision and management departments shall be responsible for the management of outdoor advertising facilities and signboards and related work according to their respective responsibilities.

Township (town) people's governments and sub-district offices shall strengthen the daily inspection of outdoor advertising facilities and signs within their respective jurisdictions, and accept the guidance of local urban management departments. Fifth outdoor advertising facilities and signs should follow the principles of overall planning, scientific rationality, cultural heritage, outstanding characteristics, harmony and beauty, safety and standardization. Article 6 Advertising associations, chambers of commerce and other trade organizations shall strengthen industry self-discipline, guide their members to engage in advertising activities according to law, and create a market environment of fair competition and honest operation. Chapter II Planning Management Article 7 The municipal and county (city) administrative departments in charge of urban management shall organize relevant departments to prepare special plans for outdoor advertising facilities and signboards (hereinafter referred to as special plans), which shall be reviewed in accordance with the prescribed procedures and reported to the people's government at the same level for approval before promulgation and implementation.

Special planning shall conform to the national land and space planning and urban appearance standards, connect with the special planning of related industries, conform to the characteristics and style of Tai 'an city, and rationally standardize the layout. The overall layout, control objectives, regional style, total amount, density and type of outdoor advertising facilities and signboards should be defined, and the forbidden setting area, strict control area, general control area and exhibition area should be delineated. Article 8 The administrative department in charge of urban management shall organize the relevant departments to work out the regional implementation planning and technical specifications for outdoor advertising facilities and signboards according to the special planning, and take them as the standards for outdoor advertising facilities and signboards, and make them public for public inquiry. Ninth preparation of special plans, implementation plans and technical specifications should be held seminars, demonstration meetings, hearings and so on. , solicit opinions and suggestions from industry organizations, experts and the public.

The draft implementation plan and technical specifications shall be publicized to the public, and the publicity period shall not be less than twenty days. Tenth special planning, implementation plan and technical specifications once determined, no unit or individual may arbitrarily change; If it is really necessary to change, it shall be revised and promulgated in accordance with the provisions of these regulations. Eleventh any of the following circumstances, shall not set up outdoor advertising facilities:

(a) the use of traffic safety facilities, traffic signs;

(two) the impact of municipal public facilities, traffic safety facilities, traffic signs, fire control facilities, the use of fire safety signs;

(three) in the state organs, cultural and educational places, cultural relics protection units, historical buildings, scenic spots and other construction control areas;

(four) the use of street trees or occupation of damaged green space;

(five) the top of the building (structure) under construction (including podium) and other locations that may endanger the safety of buildings (structures) and facilities;

(six) the use of dangerous buildings or illegal buildings;

(seven) in the highway land and the construction control area on both sides of the highway;

(eight) hinder the production or people's life, damage the appearance of the city;

(nine) other circumstances prohibited by laws, regulations or the people's governments of cities and counties (cities, districts). Chapter III Setting Standards Article 12 The setting of outdoor advertising facilities and signboards shall meet the following requirements:

(a) in line with the special planning, implementation plan and technical specifications of outdoor advertising facilities and signboards, and in line with the standards of urban appearance;

(two) to adapt to the urban and rural landscape and the surrounding environment, taking into account the day and night landscape;

(3) Advocating environmental protection and encouraging the adoption of new technologies, new processes and new materials;

(four) shall not damage the structural safety and overall effect of buildings (structures), and shall not affect the normal use of lighting, ventilation and fire fighting functions of buildings (structures);

(five) large outdoor advertising facilities should be set up in accordance with the requirements, and indicate the license number and setting unit.
