2. The continuing education of primary and secondary school teachers refers to the training of in-service primary and secondary school teachers who have obtained teacher qualifications to improve their ideological, political and professional qualities; Participating in continuing education is the right and obligation of primary and secondary school teachers; The education administrative departments of the people's governments at all levels shall take measures to ensure the implementation of continuing education for primary and secondary school teachers according to law.
3. The continuing education of primary and secondary school teachers should adhere to the principles of adjusting measures to local conditions, classified guidance, teaching according to needs and combining learning with application, take various forms and pay attention to quality and effectiveness; In principle, the continuing education of primary and secondary school teachers is a training cycle every five years.
Second, the content and category
1, the continuing education of primary and secondary school teachers should focus on improving teachers' ability and level of implementing quality education. The contents of continuing education for primary and secondary school teachers mainly include: ideological and political education and moral cultivation; Professional knowledge and its renewal and expansion; Modern educational theory and practice; Educational scientific research; Education and teaching skills training and modern educational technology; Modern science and technology and knowledge of humanities and social sciences.
2. The continuing education of primary and secondary school teachers is divided into non-academic education and academic education; Non-academic education includes: new teacher training: training for new teachers to meet the needs of education and teaching during the probation period. The training time shall be no less than 120 hours; On-the-job training for teachers: training designed for teachers to adapt to job requirements. The training time is not less than 240 hours every five years.
3. Training of backbone teachers: according to the requirements of the backbone of education and teaching and the existing backbone teachers, training young and middle-aged teachers with promising prospects according to higher standards; Academic education: training teachers with qualified academic qualifications to improve their academic level.
Third, the organization and management
The education administrative department of the State Council macro-manages the continuing education of primary and secondary school teachers in China; Formulate relevant principles and policies; Formulate basic documents for continuing education and teaching of primary and secondary school teachers, and organize the examination and approval of teaching materials; Establish an evaluation system for continuing education of primary and secondary school teachers; To guide the continuing education of primary and secondary school teachers in all provinces, autonomous regions and municipalities directly under the central government.
