Regulations of Longyan Municipality on Promoting Civilized Behavior
Chapter I General Provisions Article 1 In order to cultivate and practice socialist core values, guide and promote citizens to develop civilized behavior habits, enhance the level of social civilization and promote the construction of socialist spiritual civilization, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the promotion of civilized behavior and related work within the administrative area of this Municipality. Article 3 The term "civilized behavior" as mentioned in these Regulations refers to the words and deeds that abide by the Constitution, laws and regulations, meet the requirements of socialist morality, embody the core values of socialism, follow public order and good customs, lead social customs, and benefit others and society. Article 4 The promotion of civilized behavior should adhere to the combination of the rule of law and the rule of virtue, give full play to the main role of citizens, and follow the principles of government-led, social participation, emphasis on cultivation, and both rewards and punishments. Fifth city and county (city, district) spiritual civilization construction steering committee unified leadership within their respective administrative areas to promote civilized behavior.

City, county (city, district) spiritual civilization construction work guidance institutions specifically responsible for the promotion of civilized behavior within their respective administrative areas, and perform the following duties:

(a) to formulate plans and programs for the promotion of civilized behavior;

(two) to establish and improve the target responsibility system and assessment system for spiritual civilization construction;

(three) to guide, coordinate, inspect, assess and inform the propaganda of civilized behavior;

(four) urge the relevant units to investigate and deal with uncivilized behavior;

(5) Summarizing and popularizing advanced models and experiences of civilized behavior;

(six) other duties stipulated by laws, regulations and relevant departments at higher levels. Article 6 The people's governments of cities and counties (cities, districts) shall incorporate the promotion of civilized behavior into the national economic and social development plan, strengthen the planning, construction and management of infrastructure for the promotion of civilized behavior, incorporate the funds for the promotion of civilized behavior into the fiscal budget, establish and improve the long-term mechanism for the promotion of civilized behavior, and promote the promotion of civilized behavior to be scientific, institutionalized and normalized.

The relevant competent departments of the people's governments of cities and counties (cities, districts) shall, in accordance with their respective duties, do a good job in publicizing civilized behavior.

Township people's governments and sub-district offices shall, in accordance with the requirements of the people's governments at higher levels and the guidance institutions for spiritual civilization construction, do a good job in promoting civilized behavior within their respective jurisdictions.

Villagers' committees and residents' committees shall assist in advocating civilized behavior. Seventh state organs, enterprises and institutions, social organizations and social organizations should actively participate in the propaganda of civilized behavior.

Civilized villages and towns, civilized units, civilized campuses, civilized communities and civilized families at all levels should play an exemplary role in advocating civilized behavior. Article 8 Citizens should consciously fulfill their legal obligations, social responsibilities and family responsibilities, consciously abide by laws and regulations, conventions on civic civilization, village (residential) regulations, management regulations, student codes and other civilized behavior norms, follow public order and good customs, inherit red genes, carry forward traditional virtues, and develop good civilized behavior habits.

Citizens should practice civilized behavior according to law, actively participate in the activities of creating spiritual civilization, and have the right to dissuade, stop, complain or report uncivilized behavior.

State functionaries, educators, deputies to the National People's Congress, CPPCC members, public figures and advanced models should take the lead in practicing civilized behavior and play an exemplary role. Article 9 Radio, television, newspapers and online media should actively publicize civilized behaviors and their promotion, publish public service advertisements, spread virtues and good deeds, expose uncivilized behaviors, and create an atmosphere for the whole society to promote social civilization. Chapter II Advocating and Promoting Article 10 Advocating citizens to consciously abide by the following civilized codes of conduct:

(1) Dress neatly and behave appropriately, and use polite expressions in public places;

(two) not in hospitals, libraries, museums, theaters and other public places to answer the phone loudly;

(3) Wait for the service in turn, take the elevator first and then go out, and go up and down by the stairs on the right;

(four) to watch cultural performances and sports competitions, obey the on-site management, pay attention to etiquette, and take away garbage and sundries at the end of the party;

(five) civilized toilet, flush after defecation, keep the public toilet clean;

(6) Keeping pets will not interfere with the normal life of others. Do not take pets to public places where pets are prohibited. Take necessary safety and health measures when taking pets out of the house and consciously clean up the outdoor feces of pets. When you take a dog out, adults will use a dog chain to pull it;

(seven) take public transport, orderly up and down, do not grab seats, take the initiative to give up seats for passengers who are old, weak, sick, disabled, pregnant and carrying babies;

(eight) care for the disabled, empty nesters, left-behind children and minor children of migrant workers and other special groups;

(nine) civilized holidays, frugal arrangements for weddings, funerals and celebrations;

(10) Practice a low-carbon, environment-friendly and green lifestyle, give priority to the development of public transport, and actively reduce the environmental damage caused by daily domestic garbage;

(eleven) save water, electricity, fuel, gas and other resources, and encourage the use of energy-saving, water-saving, waste recycling and other products that are conducive to environmental and resource protection;

(twelve) pay attention to the construction of family civilization, pay attention to family education, abide by family rules and family training, and cultivate a good family style of respecting the elderly and caring for the young, equality between men and women, and managing the family diligently;

(thirteen) treat neighbors sincerely, be kind to neighbors, help each other, and build a harmonious neighborhood relationship;

(14) Other norms of civilized behavior stipulated in civilized conventions.
