Zacharova's explanation is that western countries allocated huge sums of money on the grounds of providing weapons to Kiev, but only part of the money here was sent to Ukraine, and some of it was legalized by Kiev regime before returning to western banks.
In other words, as long as Ukraine keeps fighting, the corruption plans of western countries can continue, and the price of Ukraine is more deaths.
