I. Guiding ideology

Guided by Scientific Outlook on Development, we will fully implement the spirit of the 18th National Congress of the Communist Party of China and the Third, Fourth and Fifth Plenary Sessions of the 18th National Congress, fully implement the Party's educational policy and the Management Standards for Compulsory Education Schools (Trial) promulgated by the Ministry of Education, persist in deepening reform, administering education according to law, promoting fairness, and continue to implement the plan of "slimming prestigious schools and keeping fit in weak schools" to ensure the right of school-age children (teenagers) to receive compulsory education according to law and promote education balance.

Second, the principle of enrollment

(a) adhere to the principle of "free, nearby or relatively nearby". In the stage of public compulsory education, schools enroll students by school district.

(two) adhere to the principle of "openness, fairness and justice". Fully implement the "sunshine enrollment" of schools in the compulsory education stage and consciously accept social supervision.

(3) Adhere to the principle of "facing everything and promoting students' all-round development". Ensure that school-age disabled children (teenagers) and children of other special groups receive compulsory education, so that they can live within their means and receive the same treatment in the same city.

Third, the enrollment target

Primary school: enrolling school-age children over 6 years old (born before August 3 1 20 10).

Junior high school: recruit 20 16 primary school graduates.

(1) school district students

1. School-age children (teenagers) and their parents (or other legal guardians, the same below) have permanent residence in this city and are consistent with their own houses. Non-residential real estate cannot be used as the basis for students to enter school.

2. The only place where school-age children (teenagers) and their parents live in urban areas (children's parents have no housing allocation, fund-raising houses, self-purchased houses, etc.). ) is their ancestor, living in the urban area with household registration.

3 school-age children (teenagers) with grandparents, grandparents or other legal guardians, meet one of the following conditions, you can rely on relevant certificates in the guardian's domicile in accordance with the law:

(1) Both parents are active servicemen (including armed police);

(2) Both parents are experts and technicians sent abroad;

(3) orphans.

4 school-age children (teenagers) and their parents' own houses were demolished due to the transformation of the old city, and the newly resettled houses have not yet been delivered. Determine its school district, subject to the newly resettled houses; Within 2 years from the date of signing the monetized resettlement agreement, the children of the expropriated person can still enter the public compulsory education schools in the original expropriated housing school district.

(2) coordinating students

1. Students and their guardians have permanent residence in urban areas, but they don't have their own houses.

2 Xinxiang National High-tech Industrial Development Zone, children of high-level innovative and entrepreneurial talents, children of compatriots in Taiwan Province Province, etc. , by the administrative department of education in accordance with the relevant provisions to be recruited.

3. The outstanding talents introduced from Xinxiang City shall go through the admission formalities in accordance with the relevant provisions of the Xinxiang Municipal Party Committee and Municipal Government's "Several Provisions on Further Attracting and Making Good Use of Outstanding Talents" (Xin Wen [2011] No.97).

4 migrant children:

(1) refers to non-urban household registration personnel who live and work in urban areas (Weibin District, Hongqi District, muye district, Fengquan District, High-tech Zone and Economic Development Zone).

(2) The following materials and copies are required for the children of migrant workers to enter school: ① the household registration book of students and guardians with the same household registration.

(2) proof of residence: those who rent a house must provide the residence permit issued by the public security department and the lease contract filed by the municipal housing lease management department (according to the Measures for the Administration of Housing Lease in Henan Province); Where the domicile is provided by the unit, the unit shall issue a certificate and provide the house ownership certificate; Self-owned housing needs to provide proof of property rights.

(3) Work certificate: the labor contract signed with the employer and the certificate of participating in social insurance in the urban area; Individual industrial and commercial households need to provide business licenses and tax registration certificates.

(4) the certificate of consent to study abroad issued by the township central school where the household registration is located.

Students who do not belong to the above categories will not be placed in principle.

Fourth, the enrollment rules

(1) Registration method

1. Primary school

(1) The guardians of the students in the school district are waiting for the primary school in the school district to register with the household registration book and the property certificate of their own house, as well as the baby birth certificate and vaccination certificate.

(2) The overall student guardian holds the household registration book and related materials, and registers at the site according to the principle of nearest or relatively nearest admission and the time of primary school admission. Registered schools will report the overall student information to the municipal and district education administrative departments. With the approval of the municipal and district education administrative departments, according to the registered school degree, make overall arrangements to attend public primary schools.

(3) School-age children who need to attend private primary schools should register directly in private primary schools.
