You're talking about the leveling tower, whose full name is Sheila Wesenta. You turn left from Aisha Island in the new town to Elsa Island, then turn right from Elsa Island and shop in Mabel (I can't remember the name a bit). There is a national club in (90.99), where there is a place for nurses to add blood to punch in. The box on the upper left is where things are sold, and the transfer stone next to it enters the Sherawesen Tower.
