When the upper limit of blood sugar is high and lactose is low,
Lactose cannot be utilized, because the decomposition of glucose leads to the decrease of cAMP content in cells, the promoter releases cAMP-CAP protein, and RNA polymerase cannot combine with the promoter gene of lactose, so transcription cannot occur. Before glucose is exhausted, the lactose operon will be transcribed to form an enzyme that uses lactose. This phenomenon is called the glucose effect.
