As early as September 2003, the newly established Shanghai State-owned Assets Supervision and Administration Commission made it clear that the state-owned assets will realize "three contractions and three concentrations": that is, the level, span and proportion of contraction will be concentrated in advantageous industries, leading basic public welfare industries and large enterprises. In the "slimming" plan of Shanghai Pharmaceutical Group, this kind of contraction and concentration is vividly called "focusing" strategy: determining the main core business, sub-core business and non-core business of the group, distinguishing "promising" and "not doing", and promoting the concentration of various resources to powerful enterprises.
