Chapter I General Provisions
Article 1 In order to ensure the safety and health of workers in the production process and promote the development of the cause, these Measures are formulated in accordance with the Constitution of People's Republic of China (PRC) and the relevant provisions of the state on strengthening labor protection.
Article 2 These Measures shall apply to the whole people, collectives, individuals, township enterprises, institutions and the competent departments of higher-level enterprises within the jurisdiction of this Municipality, as well as foreign-funded, Sino-foreign joint ventures and Sino-foreign cooperative enterprises (hereinafter referred to as enterprises).
Article 3 The responsible persons of people's governments at all levels, economic management departments and enterprises shall, according to their respective management responsibilities, be responsible for the safety and health of workers in the process of labor. At the same time, they should do the following work:
1, conscientiously implement the national labor protection guidelines, policies and regulations;
2. While managing production, we must plan, arrange, check, summarize and evaluate the safety work at the same time. Measures should be taken to prevent and eliminate all kinds of accidents and occupational hazards.
3. Formulate long-term plans and annual plans for improving working conditions, and organize their implementation;
4, to carry out labor safety and health education and training for employees;
5. Organize the investigation and handling of casualty accidents.
Article 4 Enterprises must adhere to scientific management, safe production and civilized production, and establish and improve the responsibility system for safe production and post responsibility system. No illegal command and operation.
The main leaders of enterprises are responsible for the safety work of their own units. The chief engineer or technical director shall take technical responsibility for the safety work of the unit. The personnel of all functional departments of the enterprise are responsible for the safety work within their functions. The operation teams, team leaders and workers of each enterprise are responsible for the safety of their posts in this area.
Article 5 Funds for labor protection and safety production measures shall be drawn and used in accordance with state regulations. No unit or individual may use it for other purposes.
Chapter II Organization and Management
Article 6 The competent labor departments at all levels shall be responsible for supervising the implementation of these Measures within their respective administrative areas.
Seventh comprehensive economic management departments at all levels and the competent departments of enterprises in this Municipality shall set up safety and health management institutions, equipped with safety technicians, and perform the duties of safety production management. The functions and powers of safety technicians are:
1, check the implementation of this method and relevant labor protection regulations and standards;
2. Investigate and study the unsafe factors in production, put forward improvement suggestions, participate in reviewing the safety technical measures plan, and supervise and inspect the implementation;
3. Assist in formulating and supervising the implementation of safety education and safety technical training plan;
4. Participate in the design review, supervision and completion acceptance of relevant safety facilities;
5, stop illegal operations and illegal command, found that may cause casualties, have the right to immediately stop operations, evacuation, and report to the superior competent leadership;
6. Participate in the investigation and handling of casualty accidents;
7, timely reflect the violation of these measures and the relevant labor protection laws and regulations.
Eighth enterprise leaders should have knowledge of production safety, and the labor department is responsible for safety training and assessment.
Workshop directors, production managers and team leaders are trained and assessed by enterprises or superior departments.
New workers, special operators and job-changing operators should receive safety education and technical training, and only after passing the examination can they operate independently.
Article 9 Anyone who has made remarkable achievements in conscientiously implementing the relevant national labor protection laws and regulations and these Measures shall be commended and rewarded by the competent department of the enterprise. Outstanding achievements, can be reported to the people's government to give recognition and reward.
Chapter III New Construction, Reconstruction and Expansion Projects
Article 10 The site selection of a factory (field) shall conform to the relevant national regulations on labor safety, hygiene, fire prevention and explosion prevention.
Eleventh new construction, renovation, expansion and technological innovation, technological transformation projects, must be safe in production, fire prevention, explosion prevention and elimination of toxic and harmful factors facilities and the main project at the same time design, construction and put into use at the same time.
Article 12 The preliminary scheme design and the completion acceptance report must have a special chapter on occupational safety and health, explaining and evaluating the factors that endanger the safety and health of personnel, and attaching the test results of relevant legal units.
Thirteenth new construction, renovation, expansion and technical transformation, technical transformation project design review and completion acceptance, must be attended by labor, health, environmental protection, fire control departments and trade unions, otherwise construction and production are not allowed.
Article 14 When designing, manufacturing and introducing foreign new equipment, as well as adopting new technologies and new processes, there must be labor protection facilities that meet national standards.
Chapter IV Origin
Fifteenth workplace layout should be reasonable, clean and easy to operate. Pits and ditches set up for production should have covers and fences, mechanical equipment and working tables, and the stacking of raw materials, finished products, semi-finished products and wastes should not hinder safe operation, passage and loading and unloading.
Article 16 There is sufficient light at the production site, and the lighting for local work meets the operation requirements and safety and health standards.

Nineteenth metal smelting, casting, rolling, cement, chemical production and other workshops, the housing area should be demolished regularly, and the roof that is easy to tread must be provided with dust removal access roads.
Twentieth high temperature and low temperature workplaces, should take necessary measures to prevent heatstroke and prevent freezing.
Twenty-first due to strong winds, heavy snow, heavy rain, fog directly affected, should stop driving. Special measures should be taken to ensure safety when operations are required under special circumstances.
Chapter V Machinery, Electric Power and Equipment
Twenty-second all kinds of mechanical equipment design, manufacture, installation and maintenance must meet the safety requirements. Units that design, manufacture, install and repair dangerous equipment must hold safety and health certificates issued by the labor department. Dangerous equipment must have a certificate issued by the safety and health inspection department before it can be put into use.
All kinds of machinery should have reliable safety protection devices in dangerous parts of human body, and establish a system of use, inspection, repair and maintenance. Overtemperature, overpressure, overload or sick operation are not allowed.
Twenty-third all kinds of mechanical equipment must establish equipment technical files, factory instructions and drawings. Operation, maintenance and use shall be recorded in the technical archives of the equipment.
Twenty-fourth shall not arbitrarily change the scope of use and performance of all kinds of dangerous equipment. Control instruments and safety protection devices must always be sensitive and effective.
Twenty-fifth equipment and equipment distance, must comply with the relevant provisions. Mobile mechanical equipment, cranes and cranes should keep a safe distance from overhead transmission lines.
Article 26 Power supply systems and equipment produced by enterprises and lighting power supply systems must have reliable leakage protection, overload and short circuit protection, grounding (neutral connection) protection devices and lightning protection devices. Explosion-proof electricity must be used where there is explosion and burning gas.
Safe voltage of power supply lines, power tools, lighting and isolated power supply may cause electric shock danger.
The safe distance between overhead transmission lines, bare electrified bodies, electrical equipment and buildings shall comply with relevant state regulations and standards.
Chapter VI Fire Prevention, Explosion Prevention and Dangerous Goods Management
Twenty-seventh enterprises must implement fire control laws and regulations, establish full-time or part-time fire control organizations, equip full-time or part-time firefighters, establish a fire prevention system, and seriously rectify and eliminate fire hazards.
Twenty-eighth gas stations, oxygen stations, acetylene stations and other flammable and explosive places, fireworks are strictly prohibited within a safe distance. When it is necessary to use naked flame to repair equipment, appropriate protective measures must be taken and approved by relevant leaders under the supervision of special personnel. When using fire in forest areas or other areas with fire danger, users are not allowed to leave the scene before the fire is completely extinguished.
Twenty-ninth areas with flammable, explosive, toxic and other dangerous goods must be set up with eye-catching warning signs that can distinguish the categories, and a strict safety management system must be established. Units that use gas as fuel must establish gas protection stations or be equipped with protective personnel in accordance with regulations. When hot work is carried out in an area where hot work is not allowed, hot work can only be carried out after the relevant departments have issued a hot work permit, taken safety measures and supervised by a special person.
Thirtieth enterprises must strengthen the management of flammable, explosive and toxic gases. The allowable concentration of these objects in the air shall not exceed the national standard.
Thirty-first flammable components, flammable substances and places where open flames and sparks are emitted, factories, workshops and warehouses of flammable substances and surrounding buildings, structures, warehouses and warehouses shall keep a prescribed safe fire-proof distance.
In the past, due to conditions, building facilities failed to meet the required standards, and other safety and fire prevention measures should be actively taken to ensure safety.
Article 32 The packages of dangerous drugs, raw materials, semi-finished products and finished products must be sealed. It is forbidden to mix and store articles with conflicting chemical properties or different fire and explosion prevention methods. The storage, transportation and management of detonators and explosives shall be carried out in accordance with the relevant provisions of the Regulations of People's Republic of China (PRC) Municipality on the Administration of Civil Explosives.
Thirty-third production, use, storage and transportation of inflammable, explosive, toxic and other dangerous goods, must keep the equipment, containers and pipelines in good condition. And take anti-static and electric spark measures to prevent accidents such as burning, explosion, poisoning, running, running, dripping and leaking.
