First, for the fees that are expressly stipulated by the state or the central competent department, we should study and improve the original regulations according to the spirit of reducing the social burden on enterprises, and some should formulate unified measures.

1. Property insurance. Property insurance should adhere to the principle of voluntariness, and it is not allowed to engage in disguised compulsory insurance. Under the current financial difficulties of the country, insurance companies should pay attention to controlling the accumulation of insurance funds and appropriately reduce the insurance premium rate of enterprise property insurance to reduce the economic burden of enterprises.

The problem of sewage charges. The State Council has officially approved the charging methods and standards drawn up by the former the State Council Environmental Protection Office and the Ministry of Finance, and all localities should gradually implement them according to the new unified method. Most of the sewage charges collected shall be returned to enterprises for pollution control according to regulations, and a small part shall be used for comprehensive control projects and shall not be used for other purposes.

3. Highway maintenance fee. All localities should follow the "Report on Rectifying the Collection Standards of Highway Maintenance Fees" approved by the State Council (Guo Fa [1978] 158) and the two joint notices of the State Planning Commission, the Ministry of Communications, the Ministry of Finance and the People's Bank of China 1979 and198/KLOC-0. If it is necessary to raise the charging standard in the future, it must be reported to the State Planning Commission, the Ministry of Finance and the Ministry of Communications for strict examination and approval. All localities should strengthen the management of the use of highway maintenance fees, strictly control the scope of use, prevent misappropriation and waste, and ensure the needs of highway maintenance. In addition to the implementation of the above provisions, the transportation department will waive the road maintenance fee for cars that do not leave the factory area. Vehicles driving on expressway without paying road maintenance fees will be fined.

4. Cost of civil air defense works. At present, the construction of civil air defense projects is mainly based on excavation maintenance, and new projects are not allowed in principle. The maintenance of civil air defense public works shall, in principle, mobilize urban workers to participate in voluntary labor, and be controlled according to 1-2% of the total number of urban workers. Four expenses, such as wages, welfare, labor supplies and sporadic tools, are allocated by the enterprise to participate in civil air defense construction, and the original unit is responsible for it. However, the civil air defense department shall not charge OEM fees or apportion funds to enterprises in any name. 5. Handling fee of China People's Bank. In view of the enterprises operated by the People's Bank of China, a handling fee was charged for the settlement business from 198 1 year. In order to reduce the burden on enterprises, banks can appropriately reduce the interest rate of settlement loans.

6. The problem of education funds. In primary and secondary schools run by enterprises, in addition to strengthening the leadership of enterprises, the education departments of governments at all levels should strengthen unified leadership and management, improve the education level and the quality of education and teaching, and make students develop morally, intellectually and physically in an all-round way. Because the problem of apportioning education funds to enterprises is complicated, the Ministry of Education and relevant departments will quickly investigate and propose solutions. Before the settlement, the school shall not take various forms to refuse the children of employees to enter school. Second, the state arranges special funds for urban maintenance and construction, including national budget allocation, industrial and commercial tax surcharge, public utility surcharge and 84 cities (approved in 1982 10) to set aside 5% of industrial and commercial profits as urban maintenance and construction funds on a trial basis. Local financial departments and urban construction departments should effectively use and manage the existing urban maintenance and construction funds in accordance with the provisions of the central government and the State Council, give full play to the role of existing funds, and are not allowed to use them for other purposes. Unreasonable apportionment should be corrected and cancelled. In order to solve the problem of long-term arrears, in addition to the planned arrangements of the state, some of the capital construction investment and mobile financial resources of provinces, municipalities and autonomous regions should be planned for urban construction.

For supporting projects in urban residential construction areas, the State Planning Commission and the Ministry of Urban and Rural Construction and Environmental Protection will study specific measures, further stipulate a reasonable unified allocation standard, and report it to the State Council for approval, so as to ensure that new urban residential buildings can be delivered in time and give play to investment benefits.

The pricing of land occupied by enterprises should be strictly implemented in accordance with the unified provisions of the state. Do not raise prices at will and ask for property. 3. Unreasonable apportionment of kickbacks collected from enterprises should be abolished.

Notice of the State Council on Stopping Unhealthy Trends in Commodity Circulation (Guo Fa [1981]14) has clearly stipulated that "all socialist enterprises, institutions and economic units are prohibited from taking kickbacks". All localities and departments should conscientiously comply with the implementation. The charges for transit materials shall be subject to the provisions of Document No.73 of the State Planning Commission and Document No.81103 of the State Price Bureau. If there is any adjustment, it must be submitted for approval according to regulations.

4. Unreasonable apportionment made by the department in charge of the enterprise and other departments without the approval of the financial department, such as conference fees, overseas investigation and visit fees, newspaper running fees, special fund extraction fees for enterprises, long-term secondment of enterprise personnel, free use of enterprise materials, and apportionment of building cultural and health institutions, as well as unreasonable fees charged by societies and associations and handling fees of public security departments, should be cancelled.

13. When it is necessary to set up commercial outlets within the enterprise, the enterprise shall not apportion funds (subsidies), personnel and means of transportation, unless the house is settled through consultation between the enterprise and the commercial department. Four, in order to reduce and control the social burden of enterprises, all localities and departments should combine the rectification work of enterprises, this year, the various fees and charges undertaken by enterprises to carry out a serious rectification. All provinces, municipalities and autonomous regions are mainly economic commissions and financial departments (bureaus), and the competent departments of the industry actively cooperate with this work. In addition to the fees mentioned in this article, other fees should also be rectified. The fees prescribed by the people's governments of the country or provinces, municipalities and autonomous regions shall be charged in strict accordance with the provisions, and the fees shall not be raised at will; For the charging items that cannot be cancelled for a while, we should study proper ways to improve them and gradually solve them in one or two years; All unreasonable charges should be abolished. When there is disagreement or dispute between departments, they should report to the provincial, municipal and autonomous regional economic commissions and financial departments (bureaus), propose solutions through consultation, and report to the people's government for ruling. In the future, people's governments at all levels should regularly check and strictly manage the problem of excessive burden on enterprises.
