Guangxi: accelerating the high-quality development of cultural tourism industry (full text)
In order to thoroughly implement the major decision-making arrangements of the CPC Central Committee and the State Council on promoting cultural construction and tourism development, accelerate the high-quality development of cultural tourism industry in our region, and build a strong cultural tourism area, we hereby put forward the following opinions.

I. General requirements

( 1)

Focusing on the overall goal and requirements of building a magnificent Guangxi and a dream of rejuvenation, we will unswervingly follow the road of quality development, deepen the structural reform of the supply side of cultural tourism as the main line, and strive to improve the development quality and overall level of the cultural tourism industry. Solidly promote the "three places, two belts and one center" in our region (namely Guilin International Tourism Resort, Beibu Gulf International Binhai Resort, Bama International Longevity and Health Resort, Sino-Vietnamese Border Customs Tourism Belt, Xijiang Eco-tourism Belt and Nanning Regional International Tourism Center City), promote the transformation of resource advantages into industrial development advantages, continuously improve the intensive, quality and international level of cultural tourism industry development, and strive to push the development of cultural tourism industry in our region to a new level in the new era.

(2) Basic principles

-Persist in reform and innovation. Firmly establish and implement new development concepts, break bottlenecks and establish new models and mechanisms for the development of cultural tourism industry in the new period.

-Adhere to quality and efficiency. Accelerate the structural reform of the supply side of cultural tourism, position it with an international perspective and commanding heights, and comprehensively improve the overall level and development quality of the cultural tourism industry.

-Adhere to brand characteristics. Adhere to the differentiated development strategy, form a new trend of cultural tourism development with distinctive characteristics and complementary advantages, and comprehensively enhance the new kinetic energy of cultural tourism industry development.

-Adhere to green development. Firmly establish the concept of green development and realize the mutual promotion and promotion of economic, social and ecological benefits.

(iii) Main objectives

By 2025, by giving full play to resource advantages, building big projects, building big brands and forming big industries, a high-quality development system of cultural tourism industry in the whole region will be formed, the regional tourism economy will develop in a balanced way, the industrial scale will grow rapidly, the overall level of the industry will be significantly improved, and the core competitiveness of the industry will be significantly enhanced. The total number of tourists and the total consumption have doubled, and the cultural tourism industry has become an important pillar industry of the national economy in our region. The main indicators of cultural tourism economy have entered the first phalanx in China, and the national cultural tourism industry has become an advanced province and an important destination of cultural tourism in the world. The construction of a strong cultural tourism area has achieved remarkable results.

Second, the main task

(A) to build a new pattern of cultural tourism industry development

Give full play to resource endowments and characteristic advantages, accelerate the creation of a new pattern of cultural tourism industry development of "three places, two belts and one center", promote regional coordinated development, and comprehensively enhance the competitiveness of cultural tourism industry.

1. Accelerate the transformation and upgrading of Guilin International Tourism Resort. Taking world-class as the development goal, we will focus on comprehensive policies in ecological environment protection, modern industrial system, urban and rural infrastructure, institutional mechanism innovation, and open cooperation in tourism, and accelerate the promotion of Guilin's international tourist attractions. Focus on the construction of major projects, promote the deep integration and development of cultural tourism and related industries, and constantly give birth to new formats of high-end cultural tourism. Accelerate the construction of national sustainable development agenda innovation demonstration zone, national tourism innovation development pioneer zone, national ecological civilization construction demonstration zone and national healthy tourism demonstration base. Give full play to the leading role of Guilin's international tourism and accelerate the construction of a world-class tourist destination.

2. Accelerate the transformation and upgrading of Beibu Gulf International Coastal Resort. Vigorously develop coastal holiday tourism, Hayes cultural tourism and marine leisure sports, and build a number of high-end coastal leisure facilities and holiday hotels. Actively develop new tourism formats such as cruise ships, yachts and water sports. Focus on the development and construction of Beihai Yintan, Weizhou Island, Qinzhou Sanniang Bay, Maoweihai, Fangchenggang Jiangshan Peninsula, Jingzu Jin Tan and other leisure and holiday scenic spots. Open up boutique routes for transnational cruise ships at sea, and build subtropical coastal resorts and marine sports and leisure resorts with international standards.

3. Accelerate the transformation and upgrading of Bama International Longevity and Health Resort. Taking Bama, Donglan and Fengshan as the core areas, we will dig deep into longevity culture, health preservation culture and national culture, cultivate distinctive functional areas of health tourism industry, and enlarge and strengthen the scale of health tourism industry. Develop longevity products with rich formats, hold the China-ASEAN International Forum on Traditional Medicine and Health Tourism (Bama Forum) regularly, and build an international tourist destination with international fame and influence.

4. Create a Sino-Vietnamese border tourism belt. Improve the tourism transportation system in border areas and strengthen the construction of scenic spots at border ports. Deepen the integrated development of border trade tourism and national culture, build a border trade tourism industrial park, and cultivate a border tourism industrial chain with strong driving force and wide benefits. Accelerate the construction of national scenic roads in border areas and create ethnic customs and characteristic tourist routes in border areas. Actively explore new measures to facilitate tourism customs clearance at Sino-Vietnamese border ports, improve the cross-border tourism management service system, and enhance the level of international cooperation in cross-border tourism.

5. Create Xijiang eco-tourism belt. Taking the national development strategy of the Pearl River-Xijiang Economic Belt as an opportunity, relying on the natural landscape, Lingnan culture, folk customs and other special resources of cities along the main stream of Xijiang River, we will enlarge and strengthen the Xijiang eco-tourism industrial cluster and build an eco-tourism belt connecting Guangdong-Hong Kong-Macao Greater Bay Area. Give full play to the unique advantages and climatic conditions of many elite tourism sectors in Xijiang River Basin, tap the diverse themes and distinctive brand values of Xijiang cultural tourism, build a green eco-tourism corridor, and strive to become a diversified, international and all-weather golden tourism belt and a typical demonstration of China's water tourism development.

6. Build Nanning into a regional international tourism center city. Fully implement the strategy of strengthening the city with capital, and rely on the brand of China-ASEAN Expo to strengthen Nanning's international tourism distribution function for ASEAN. Introduce and build a number of large-scale urban cultural tourism commercial complexes, vigorously develop business exhibitions, cultural entertainment, urban leisure and other formats, enlarge and strengthen the urban night economy, and build it into a regional international tourism center city featuring subtropical rich rural customs, with exhibition business and urban tourism as its main functions, adjacent to Greater Bay Area's Beibu Gulf core city, China-ASEAN cultural tourism cooperation and exchange center city, with healthy China and beautiful China leading the city.

(B) to speed up the construction of cultural tourism industry system

7. Optimize the characteristic product system of cultural tourism. Constantly adapt to the diversified market demand, focus on developing tourism products such as health and wellness, landscape sightseeing, leisure vacation, cross-border and national culture, and enhance the influence of characteristic tourism. Cultivate Guilin landscape culture experience tour, Bama longevity health leisure tour, Beibu Gulf leisure holiday tour, Sino-Vietnamese border customs tour, northwest Guangxi ethnic customs tour, northern Guangxi and the left and right rivers red experience tour, the historical and cultural ecological tour around Dayao Mountain, the scenic and cultural tour of Lingnan in eastern Guangxi, the cruise along the Maritime Silk Road, and the folk song culture tour of Liu Sanjie in central Guangxi. Build a national scenic road in Yunnan, Guangxi and Guangdong and a national scenic road in Xijiang.

8. Accelerate the development of the big health tourism industry. Relying on the rich healthy tourism resources and longevity ecological cluster in Guangxi, we will comprehensively develop a healthy tourism industry with leisure vacation and health care as the main body. Establish a platform for the development and promotion of medical tourism products, and develop traditional health tourism products that combine traditional Chinese medicine and Zhuang medicine. Explore and cultivate characteristic medical tourism projects, and build medical tourism towns and medical tourism destinations. Create a number of health tourism demonstration bases and health care and old-age holiday bases. Develop characteristic foods for longevity and health care, develop residential accommodation for the elderly, build characteristic health care brands, promote health tourism consumption, and accelerate the construction of a world health tourism destination.

9. Promote the transformation and upgrading of traditional cultural industries. Accelerate the digitization of excellent traditional cultural resources, promote the application of high and new technologies in traditional cultural industries such as performing arts and entertainment, arts and crafts, games and entertainment, and guide the transformation and upgrading of traditional cultural industries. Support excellent original animation, music art, film and television creation, and launch a number of cultural performing arts products. Strengthen cultural and scientific innovation, develop creative design, promote new cultural formats, build a number of characteristic arts and crafts industrial bases, cultivate a number of cultural tourism industry demonstration bases, and build a number of cultural tourism creative industrial clusters.

10. Cultivate new formats of cultural tourism industry. Promote the integration of cultural tourism with agriculture, forestry, water conservancy, industry, transportation, housing, medical care, old-age care and sports. Relying on characteristic agricultural resources and rural cultural resources, we will vigorously develop sightseeing and leisure agriculture and build an idyllic complex. Support the development of forest vacation and water conservancy tourism, and build forest parks, forest towns and water conservancy scenic spots. Relying on cultural and natural heritage, geology and mineral resources, patriotism education base, science and technology projects and science and technology venues, we will develop research tourism products and build research tourism destinations. Cultivate international excellent sports tourism events and build a number of sports tourism complexes, sports tourism demonstration bases and sports tourism routes. Combined with the construction of general airport, Beibu Gulf cruise home port and global high-speed high-speed rail, we will actively cultivate new tourism formats such as low-altitude tourism, cruise tourism and high-speed rail tourism. Promote the integration and development of cultural tourism industry and related industries, and form a multi-production integration development trend.

(3) Accelerate the construction of high-quality cultural tourism development projects.

1 1. Build a number of core cultural tourism projects. Focusing on the new pattern of cultural tourism development, we will strengthen the guidance, complement the chain and gather groups to create the core projects of cultural tourism. Focus on the construction of a number of new core projects, such as Nanning Wan You International Tourism Resort, Guilin Rongchuang Wanda Cultural Tourism City, Beihai Yin Ji International Medical and Health Tourism Industry New City, World Intellectual Sports City and World Real-life Performing Arts Capital. Accelerate the construction of a number of large-scale projects with large investment scale, advanced planning and construction concept and strong market radiation driving ability, such as Rong Sheng Tianhe Haiyue City Cultural Tourism Project in Nanning, Yanshan Republic-style tourist town in Guilin, Lemandi Cultural Tourism Rehabilitation Complex Project in Guilin, Huangyao Ancient Town Cultural Tourism Industry Demonstration Zone in Hezhou, Shenzhen Bama Great Health Cooperation Special Experimental Zone, Liuzhou Snail Powder Characteristic Town, Fangchenggang Bailangtan Hangyangli and so on.

12. build a number of cultural tourism boutique scenic spots. Strengthen the cultivation and creation, promote the upgrading of existing A-level scenic spots, tourist resorts and eco-tourism demonstration areas, and promote the deep integration and development of cultural tourism. Focus on Daxin Shiming Garden, Fangchenggang Jiangshan Peninsula, Bama Cifu Lake, Beihai Weizhou Island, Guiping Datengxia and other national tourist resorts. Accelerate the establishment of national AAAAA-level scenic spots such as Ningming Huashan Scenic Area, the baise uprising Memorial Park, Weizhou Island Crocodile Mountain, Guilin Rongchuang Wanda Cultural Tourism City, Longsheng Longji Terrace Scenic Area, Sanjiang Chengyang Bazhai Scenic Area, Hezhou Huangyao Ancient Town, Nanning Baili Xiumei Yongjiang International Garden Expo Park Scenic Area and Pingxiang Friendship Pass Scenic Area. Vigorously promote the construction of a number of red tourism projects represented by the Long March theme national cultural park of the Red Army in northern Guangxi and the red theme national cultural park of the Youjiang River, and create a red tourist scenic spot for the Xiangjiang Campaign.

13. Build a number of cultural tourism demonstration projects. Guide the construction of a number of cultural tourism industry demonstration bases with distinctive themes, perfect functions and suitable for tourism and industry, and encourage all localities to build cultural and creative industrial parks and cultural and creative blocks. Focus on building and upgrading a number of creative industrial parks (blocks) such as China-ASEAN network audio-visual industrial base, China-ASEAN digital cultural creative park, Wuzhou arcade cultural tourism industry integration development demonstration zone, Nanning "three streets and two lanes" historical and cultural block, Guilin East-West Lane block, Guilin Wu Tong farmer painting industrial park. Efforts will be made to build a number of characteristic cultural tourism towns with high brand value, outstanding theme characteristics, remarkable demonstration effect and industrial agglomeration, focusing on building a number of characteristic cultural tourism towns such as Xingping Ancient Town in Yangshuo, Xiuqiu Town in Jingxi, Yuebing Town in Hepu, Liubao Tea Town in Cangwu and Dahua Judas Town.

14. Build a number of cultural heritage tourism projects. Strengthen the protection and utilization of cultural heritage, speed up the construction of Huashan rock painting scenic spot, promote the maritime Silk Road, Beihai historical site, Xing 'an Lingqu, Sanjiang Dong village to declare world cultural heritage, and build the Zuojiang River basin yue zhuang culture (Chongzuo) ecological protection zone. Strengthen the protection, development and utilization of historical cultural relics, revolutionary cultural relics, national cultural relics, large sites and traditional villages, and build a number of sites parks, sites museums and historical and cultural towns and villages. Explore the integration of folk songs, folk rap, music and dance, folk customs, national skills, national costumes, national catering and other cultural elements into the development of tourism products, and promote the protection and utilization of intangible cultural heritage.

(4) Implementing key projects for the high-quality development of cultural tourism.

15. Cultural tourism demonstration project. Make every effort to build national brands such as National Tourism Demonstration Zone, National Cultural Industry Park, National Cultural Industry Demonstration Base, National Cultural Industry and Tourism Industry Integration Development Demonstration Zone, National Healthy Tourism Demonstration Base, National Traditional Chinese Medicine Healthy Tourism Demonstration Zone (base, project), National Forest Rehabilitation Base and National Sports Tourism Demonstration Zone. Focus on promoting the construction of Fangchenggang National Border Tourism Experimental Zone, China-Vietnam Detian-Bagnaud Waterfall Cross-border Tourism Cooperation Zone, China Dongxing-Vietnam Mangjie Cross-border Tourism Cooperation Zone, and China-Vietnam Red Tourism International Cooperation Creation Zone (Longzhou). Do a good job in the creation and promotion of brands such as regional tourism demonstration zones and famous tourist counties in the autonomous region.

16. Cultural tourism brand building project. Improve the all-media information dissemination mechanism combining traditional media and new media channels, and realize the all-media promotion of informationization, big data and precision. Build Guilin landscape tourism brand with landscape tourism as the main feature, Beibu Gulf coastal resort brand with coastal leisure as the main feature, world longevity health care brand with Shou Kang health care as the main feature, Sino-Vietnamese border customs tourism brand with exotic customs as the main feature, and Liu Sanjie national cultural brand with folk songs as the main feature, and strive to strengthen the five major cultural tourism brands in Guangxi and enhance the attraction and appeal of cultural tourism in Guangxi. Fully tap local resources and characteristic advantages, build characteristic festival brands, performing arts brands, food brands, geographical indications brands and characteristic commodity brands, and enhance the market competitiveness of cultural tourism products.

17. Cultural tourism integration boutique building project. Strengthen the production planning of literary and artistic creation, promote the deep integration of literature and tourism, and encourage the creation of literature, drama, music, fine arts, film and television dramas, radio and television, network audio-visual and variety shows with the theme of Guangxi's characteristic cultural tourism resources. Apply to hold the China-ASEAN Culture and Art Festival, and continue to hold brand art activities such as Guangxi Drama Exhibition, Guangxi Music and Dance Competition and Guangxi Acrobatic Magic Exhibition. We will build a number of film and television, literature, drama, calligraphy and painting, and music creation bases, and build a number of cultural and leisure studios for literary and artistic creation, cultural and sports collection and display. Encourage all kinds of tourism performing arts business entities to develop themed, characteristic and customized cultural tourism performing arts projects in tourist cities or relying on core tourist attractions. Cultivate a number of cultural tourism performing arts projects with international influence. Select and reward a number of cultural and artistic quality projects every year.

18. Cultural tourism public service improvement project. Accelerate the construction of tourism distribution centers and tourism consulting service centers, and form a well-defined and extensive tourism distribution and service system. Establish a safe and convenient cultural tourism transportation system, focus on building roads leading to scenic spots, and improve the safety supervision system for operating vehicles in the tourism industry. Accelerate the construction of tourism transportation service facilities system, comprehensively improve the tourism service function of transportation facilities, and improve the construction of tourism transportation marking system, self-driving service system and scenic road greenway system. Continue to further promote the "toilet revolution", improve the quality and standards of tourist toilets, and improve the management and service level of tourist toilets. Strengthen the scenic construction of cultural facilities, focus on the construction of Guangxi National Theatre, rebuild and expand Guangxi Museum, and promote the construction of cultural facilities in a number of autonomous regions such as Guangxi Natural Museum and Guangxi Intangible Cultural Heritage Exhibition Center. Combined with promoting the construction of comprehensive cultural service centers at the grass-roots level, we will improve the tourism service functions of cultural facilities such as public libraries, cultural centers and museums in cities and counties. Planning and construction of public tourism service places such as radio and television facilities with tourism conditions.

19. Cultural tourism market main body expansion project. Deepen the reform of state-owned cultural tourism enterprises and develop and expand a number of state-owned cultural tourism enterprises with core competitiveness. Create a group of powerful and competitive backbone enterprises, introduce strategic investors in the cultural tourism industry, and promote the formation of a development pattern of common development of cultural tourism enterprises with different ownership, mutual promotion of large, medium and small cultural tourism enterprises, and openness and pluralism. Encourage and cultivate cultural tourism creative enterprises to list on the main board, small and medium-sized board, growth enterprise market, new third board and other channels.

20. Cultural tourism intelligent service upgrade project. Build Guangxi cultural tourism big data industry and build Guangxi cultural tourism data center. Accelerate the construction of smart tourist cities, smart scenic spots, smart hotels and smart tourist villages. Build smart tourism platforms such as "through train to Guangxi" and "one mobile phone to Guangxi" to comprehensively improve the level of tourism informatization. Strengthen the construction of public cultural digital platform and greatly improve the service level of "digital tourism" in Guangxi. Make full use of the advantages of radio and television in program production, network transmission, big data cloud computing and other resources, build a cultural tourism cloud platform in Guangxi, enrich the audio-visual content of characteristic cultural tourism, and provide one-stop service for smart tourism audio and video.

2 1. Cultural tourism benefiting the people and enriching the people project. Focusing on the strategy of rural revitalization, we will vigorously implement boosting plans such as cultural tourism facilities, rural traditional crafts revitalization, rural cultural industry development, and rural cultural talent training, and form a new pattern of cultural tourism industry benefiting the people and enriching the people. Implement the cultural tourism project to facilitate and benefit the people, promote the construction of cultural tourism volunteer service stations, promote cultural Huimin cards, and meet the diverse spiritual and cultural needs of the people; Promote key scenic spots to moderately reduce ticket prices, and encourage public * * * resource-based tourist attractions to open for free; Encourage the implementation of free open days in scenic spots, tourist cards, electronic coupons, tourist year cards and other measures, so that the people can enjoy the benefits.

Third, safeguard measures.

(1) Strengthen organizational leadership. Party committees and governments at all levels in the region should fully understand the great significance of promoting the high-quality development of cultural tourism industry, strengthen leadership over cultural tourism work, implement relevant industrial support policies of the central and autonomous regions, and study and formulate policies and measures to promote the high-quality development of local cultural tourism industry. Establish and improve the leadership and coordination mechanism for the high-quality development of cultural tourism, and form a good situation of autonomous region planning, key cities and counties, and departmental linkage. The autonomous region holds the 1 Guangxi Cultural Tourism Development Conference every year, and all districts and cities compete to bid for it, giving key support to the cultural tourism development industry in the place where the conference is held.

(2) Strengthen planning guidance. Do a good job in the top-level design of the high-quality development of cultural tourism industry, and work out the overall plan for the development of cultural tourism in the whole region and various special plans for the development of cultural tourism at a high level. Establish a planning co-ordination mechanism and a "multi-regulation integration" mechanism, strengthen the connection between cultural tourism planning and economic and social development, land space, urban and rural construction, ecological environment protection and other planning, and give play to the comprehensive linkage benefits. Adhere to planning before construction, implement planning evaluation, and improve planning execution. Incorporate the key tasks identified in the Plan into the work arrangements of governments at all levels, strengthen inspection and assessment, and promote the implementation of the Plan.

(3) Strengthen support and guidance. Give play to the guiding and promoting role of financial funds and raise special funds for the development of cultural tourism through multiple channels. Appropriately expand the supply of land for cultural tourism industry, and give priority to ensuring land for key cultural tourism projects and rural tourism projects. Vigorously develop foreign cultural tourism service trade and support the export of cultural tourism products and services with Guangxi characteristics. Coordinate the use of special funds for tourism development in the autonomous region to develop and expand the cultural tourism industry. Innovate investment and financing mechanisms and encourage social capital to set up cultural tourism development funds. Give full play to the guiding role of government funds and preferential policies at all levels, take the market as the guide, increase investment attraction, introduce social capital, and promote the accelerated development of cultural tourism industry.

(4) Strengthen personnel training. Formulate the development plan of cultural tourism talents in the whole region, focus on the construction of talent teams in management, management, creativity and service, promote the reform of professional titles in the field of cultural tourism, and further improve the incentive mechanism for cultural tourism talents. Incorporate the cultivation of cultural tourism talents into the employment training and vocational education plan of human resources and social security departments in the whole region, and build a number of demonstration cultural tourism training bases relying on key universities, leading enterprises and social institutions to further improve the specialization and professionalism of cultural tourism professionals. Promote the establishment of new cultural tourism think tanks and cultural entrepreneurship research institutions, and strengthen the construction of platforms such as cultural tourism postdoctoral innovation practice bases. Support cultural tourism enterprises to deepen the integration of production and education with universities and vocational colleges in the region, promote school-enterprise cooperation, and support the development of vocational and technical social education. Explore regional talent training cooperation with Guangdong, Hong Kong and Macao and ASEAN countries.

(5) Strengthen market supervision. Improve the supervision mechanism of cultural tourism market and promote the construction of credit system for cultural tourism market supervision. Further deepen the reform of comprehensive law enforcement in the cultural tourism market and promote the standardization of comprehensive law enforcement agencies and teams in the cultural tourism market. Strengthen the joint law enforcement inspection of cultural tourism departments, implement the joint "double random and double open" supervision of departments, and continue to carry out the rectification of the cultural tourism market order in the whole region. Strengthen the construction of industry standards and improve the service quality of cultural tourism. Strengthen the comprehensive management of cultural tourism market safety, and ensure the safety of key links such as transportation, food, health and the operation safety of tourism equipment and facilities.

(6) Strengthen supervision and evaluation. Establish and improve the evaluation system of high-quality development of cultural tourism, scientifically evaluate the high-quality development effect of cultural tourism industry, and take evaluation as an important reference for evaluating the performance of leading bodies and selecting and appointing cadres. Conduct supervision and inspection in a timely manner, and inform all localities about promoting the high-quality development of the cultural tourism industry.
