Legal analysis: According to the Opinions of the Ministry of Education and other four departments on Realizing the Effective Connection between Consolidating and Expanding the Achievements of Poverty Alleviation through Education and Rural Revitalization (J.F. [2021] No.4) and the Notice of the General Office of the Ministry of Education on Doing a Good Job in the Orientation Training of Excellent Teachers in Underdeveloped Central and Western Areas (Teacher Office [2021] No.3), the Ministry of Education has implemented the orientation of excellent teachers since 202655. Normal universities directly under the Ministry of Education and normal colleges at the undergraduate level in the province undertake the task of enrollment and training, and adopt the methods of free tuition, paying accommodation fees and subsidizing living expenses during their studies at school to train a group of outstanding teachers for primary and secondary schools such as contiguous poverty-stricken counties and national key poverty alleviation and development counties.

Legal basis: Article 17 of the Education Law of the People's Republic of China. The state implements a school education system of preschool education, primary education, secondary education and higher education. The state establishes a scientific education system. The establishment of schools and other educational institutions within the academic system, the form of running schools, the length of schooling, the enrollment targets and the training objectives shall be stipulated by the education administrative department authorized by the State Council or the State Council.
