If a publicly-funded agricultural student breaches the contract, except for personal reasons, or fails to obtain a diploma or degree certificate at the expiration of the training period, the relevant departments of the targeted employment county, city and district have the right to terminate the agreement with him, and the targeted student should return the free education funds he has enjoyed according to the regulations.

If the publicly-funded agricultural students fail to work in the targeted employment county as agreed after graduation, they will be refunded free education funds and pay 50% of the liquidated damages according to the regulations. If public-funded agricultural students have worked in targeted employment units for less than five years or have been disqualified by their work units, they will be refunded free education funds and pay liquidated damages according to their service years.
