All enterprises, institutions, social organizations and individuals that carry out health qigong activities for the society shall abide by these measures. Article 3 The State Sports Commission (hereinafter referred to as the State Sports Commission) manages the national health qigong activities, and the Wushu Sports Management Center of the State Sports Commission is responsible for the specific work. Its duties are:
(a) to formulate the development plan and rules and regulations of national fitness Qigong;
(two) to formulate the technical grade system of health qigong teaching and guidance personnel;
(three) business management of enterprises, institutions, social organizations and individuals that carry out health qigong activities for the society;
(four) the examination and approval of national and regional (including more than two provinces and autonomous regions. Municipalities directly under the central government) and foreign-related health qigong activities;
(five) to organize the technical training, qualification examination, rating and annual inspection of senior health qigong masters;
(6) Examination and approval of Qigong exercise;
(seven) take the lead in coordinating the management of health qigong by the relevant administrative departments of the state. Article 4 The sports administrative department of the local people's government at or above the county level or the institution authorized by the people's government at the corresponding level (hereinafter referred to as the sports administrative department) shall be responsible for the management of fitness qigong activities within its jurisdiction. Its duties are:
(a) to formulate the development plan and rules and regulations of health qigong in this region;
(two) to carry out business management of enterprises, institutions, social organizations and individuals that carry out health qigong within their respective jurisdictions;
(three) examination and approval, inspection of local health qigong activities;
(four) to organize the technical training, qualification examination, grade evaluation and annual inspection of the corresponding level of health qigong masters in the region, and to be entrusted with the daily management of the higher-level health qigong masters stationed in the region;
(five) to take the lead in coordinating the management of fitness qigong by the relevant administrative departments in this area. Fifth civil affairs, industry and commerce, public security and other relevant administrative departments shall, within the scope of their respective duties, implement the management of health qigong activities. Article 6 The technical grade evaluation system for fitness qigong masters shall be tried out, and shall be organized and implemented by the Wushu Sports Management Center of the State Sports Commission. Seventh enterprises and institutions engaged in health qigong activities for the society. Social organizations and individuals must apply to the local sports administrative department.
To hold national or regional health qigong activities (including more than two provinces, autonomous regions and municipalities directly under the Central Government), an application must be submitted to the Wushu Sports Management Center of the State Sports Commission.
To engage in health qigong activities in different places, you must apply to the local sports administrative department with relevant certificates from the local sports administrative department. Article 8 The establishment of a social organization with health qigong as its business scope must be examined and approved by the local sports administrative department before it can be registered in the civil affairs department. Ninth organizations and individuals engaged in the business of health qigong activities, must first be approved by the local sports administrative department, can apply for a business license to the administrative department for Industry and commerce. Article 10 The establishment of fitness qigong training and teaching units must be approved by the local sports administrative department before applying to the education administrative department. Eleventh to carry out foreign-related health qigong activities, must be reported to the State Sports Commission Wushu Sports Management Center for examination and approval, and go through the relevant formalities in accordance with the provisions of foreign affairs activities. Twelfth enterprises, institutions and social organizations engaged in health qigong activities, should be submitted to the sports administrative department signed by the main person in charge of enterprises, institutions and social organizations and the main agent of the application, and issue the certificate of the unit and organization.
The contents of the application shall include:
(1) Names of enterprises, institutions and social organizations;
(two) the activities of the project, time, way (training, lectures, running schools, performances. Communication, etc. ), nature (operating or non-operating) and scale;
(3) The address and place of the activity;
(four) the organization and main personnel of the event;
(five) the name, age, education, occupation, resume, technical level, name and place of origin of the Qigong master, with relevant certificates;
(6) Safety measures;
(seven) preparation funds and activity standards;
(8) advertising content. Thirteenth sports administrative departments shall complete the examination within 30 days after accepting the application, and give a written reply of approval or disapproval. Fourteenth enterprises, institutions, social organizations and individuals engaged in health qigong activities must abide by the following codes of conduct:
(a) support the leadership of the China * * * production party, love the socialist motherland, abide by state laws and social ethics, and be enthusiastic about the cause of health qigong;
(2) fraud and feudal superstitious activities shall not be carried out in the name of qigong;
(three) shall not illegally publish and operate qigong books, audio-visual products and information materials;
(four) without the approval of the sports administrative department, it shall not be published, broadcast, posted or mailed through various media;
(5) Not disturbing public order.
