Article 2 These Regulations shall apply to the prevention and control of water pollution in Chaohu Lake Basin.

The Chaohu Lake Basin as mentioned in these Regulations includes all administrative regions of Chaohu City, Feixi County, Feidong County, Shucheng County, Luyang District, Yaohai District, Shushan District and Baohe District of Hefei City, and rivers, lakes and counties that have an impact on the water quality of Chaohu Lake in the administrative regions of Changfeng County, Lujiang County, hanshan county, Hexian County, Wuwei County, Yuexi County, Jiujiang District and Jinan District of Lu 'an City.

Article 3 The water environment in Chaohu Lake Basin shall be protected at three levels. Chaohu Lake, the coastline of Chaohu Lake extends inland 1000 meters, and the inland areas on both sides of the coast within 10000 meters and 200 meters are first-class protected areas; The coastline of Chaohu Lake extends inland from 1000 m to 3000 m, and the inland areas of 200 m to 1000 m on both sides of the 10,000-meter coastal river are secondary protected areas. Other areas are three-level protected areas.

The specific scope of the first, second and third level water environmental protection zones in Chaohu Lake Basin shall be determined and promulgated by the provincial people's government.

Article 4 The prevention and control of water pollution in Chaohu Lake Basin adheres to the principles of putting prevention first, combining prevention with control, unified planning and comprehensive management, implements strict environmental protection standards, adopts strict remediation measures, establishes a strict monitoring system, effectively prevents industrial pollution, domestic pollution and agricultural non-point source pollution, strengthens ecological management, reduces eutrophication in Chaohu Lake, and promotes the fundamental improvement of water quality in Chaohu Lake.

Fifth people's governments at or above the county level shall incorporate the prevention and control of water pollution in Chaohu Lake Basin into the national economic and social development plan and set up special funds for water pollution prevention and control.

The people's governments at or above the county level shall take economic and technical measures conducive to the prevention and control of water pollution, encourage and support scientific and technological research and industrial development of water pollution prevention and control, and encourage and guide social forces to participate in the prevention and control of water pollution in Chaohu Lake.

The people's governments at or above the county level shall establish a public service platform to disclose the public information on water pollution prevention and control in Chaohu Lake Basin, such as water environmental quality, water pollutant discharge, water pollution emergencies, target responsibility, assessment and evaluation.

People's governments at all levels shall carry out popular science education on environmental protection, publicize knowledge of water pollution prevention in Chaohu Lake, and raise public awareness of environmental protection.

Article 6 The provincial people's government shall establish a deliberation and coordination mechanism for the prevention and control of water pollution in Chaohu Lake Basin to coordinate and solve major problems in the prevention and control of water pollution in Chaohu Lake Basin.

Hefei Municipal People's Government is fully responsible for the water environment quality of Chaohu Lake Basin; According to the plan of water pollution prevention and control in Chaohu Lake Basin, formulate and organize the implementation of the action plan of water pollution prevention and control in Chaohu Lake Basin, and guide, coordinate and urge the people's governments at the county level within their jurisdiction to perform their duties of water pollution prevention and control.

The people's governments of Lu 'an, Anqing, Wuhu and Maanshan and the relevant people's governments at the county level are responsible for the water environment quality of Chaohu Lake Basin within their respective administrative areas; Ensure that the water quality of the out-of-bounds river section of Chaohu Lake basin meets the requirements of water environment quality, and implement the responsibility system for water quality handover between upstream and downstream administrative boundaries of cities and counties.

Township people's governments shall assist the people's governments at higher levels and relevant departments to strengthen comprehensive improvement such as sewage interception, dredging, cleaning and ecological restoration. , the implementation of agricultural and rural pollution control measures, such as the establishment of garbage and sewage collection and treatment system.

Seventh provincial people's government administrative department of environmental protection is responsible for the unified supervision and management of water pollution prevention and control in Chaohu Lake Basin. The competent administrative department of environmental protection of the people's governments at or above the county level shall exercise unified supervision and management over the prevention and control of water pollution within their respective administrative areas.

Chaohu Provincial Administration Bureau is responsible for the supervision and management of water pollution prevention and control in the first-class water environmental protection zone, and performs other duties determined by the provincial people's government and entrusted by the Hefei Municipal People's government.

The maritime administrative agency shall supervise and manage the prevention and control of water pollution from ships.

The relevant departments of the people's governments at or above the county level, such as development and reform, economy and informatization, water administration, finance, land resources, transportation, housing and urban construction, agriculture, fisheries, forestry, health, industry and commerce, tourism, etc., shall, within their respective functions and duties, supervise and manage the prevention and control of water pollution in Chaohu Lake Basin.

Article 8 All units and individuals have the obligation to protect the water environment in Chaohu Lake Basin, and have the right to report acts of pollution damage to the water environment. Ninth people's governments at or above the county level shall organize the implementation of the national water pollution prevention and control plan in Chaohu Lake Basin. Chaohu Bureau shall, according to the plan and action plan of water pollution prevention and control in Chaohu Basin, organize the implementation of water pollution prevention and control measures in the first-class water environmental protection zone.

The formulation of economic and social development plans and various development and construction activities shall conform to the national and local plans for the prevention and control of water pollution in Chaohu Lake Basin.

Tenth Provincial People's Government shall, according to the needs of water pollution prevention and control in Chaohu Lake Basin, combine the carrying capacity of water environment in Chaohu Lake Basin, and formulate local water pollutant discharge standards that are stricter than the national standards.

Article 11 The competent administrative department of environmental protection of the provincial people's government shall, jointly with the relevant departments and the Chaohu Management Bureau of the province, draw up the total discharge control indicators of key water pollutants in the basin and the needs of water environmental quality and water pollution prevention and control work according to the requirements of the total discharge of key pollutants in the province and the total pollution control of water functional areas approved by the state, and decompose them step by step to the people's governments of cities and counties in the Chaohu Basin after the approval of the provincial people's government.

The competent administrative department of environmental protection of the provincial people's government shall regularly announce the completion of the total amount control indicators of key water pollutants discharged by cities and counties in Chaohu Lake Basin.

In areas exceeding the control index of total discharge of key water pollutants, the competent administrative department of environmental protection of the relevant people's government shall suspend the examination and approval of environmental impact assessment documents of construction projects with new total discharge of key water pollutants.

Article 12 In the preparation of land use planning, river basin development and utilization planning and related special plans for industry, agriculture, fishery, animal husbandry, forestry, energy, water conservancy, transportation, urban construction, tourism and natural resources development, environmental impact assessment shall be conducted and environmental impact chapters or explanations shall be prepared. The examination and approval authority shall not approve a draft plan without an environmental impact chapter or explanation.

New construction, expansion and reconstruction of construction projects and other water facilities that directly or indirectly discharge pollutants into water bodies shall be accompanied by environmental impact assessment documents. Without an environmental impact assessment document, the examination and approval authority shall not approve it.

Thirteenth water pollution prevention and control facilities of construction projects should be designed, constructed and put into use at the same time as the main project. Water pollution prevention and control facilities shall be accepted by the competent administrative department of environmental protection. If the acceptance is unqualified, the construction project shall not be put into production or use.

Water pollutant treatment facilities should be kept in normal use; Dismantling or leaving idle water pollutant treatment facilities shall be reported to the competent administrative department of environmental protection of the people's government at or above the county level for approval in advance.

Article 14 The competent administrative department of environmental protection of the people's government at or above the county level shall be responsible for monitoring the quality of water environment. Water quality monitoring of water functional areas shall be undertaken by the water administrative department of the people's government at or above the county level.

The competent administrative department of environmental protection of the provincial people's government shall plan and set up water environmental quality monitoring points, and set up automatic water quality monitoring systems at Chaohu Lake, rivers entering and leaving Chaohu Lake and municipal administrative junctions across districts.

The Chaohu Administration of the province undertakes the monitoring of the water environment quality of the Chaohu water body and the entry-exit section of Chaohu Lake, and the monitoring results shall be submitted to the competent administrative department of environmental protection of the provincial people's government; The competent administrative department of environmental protection of the provincial people's government will inform the competent administrative department of environmental protection of the relevant municipal and county people's governments of the monitoring results and issue them uniformly.

Fifteenth Chaohu Lake water pollution prevention and control, the implementation of river (section) long responsibility system. The person in charge of the city, county (district), township and sub-district office shall be the river chief (section) who enters and exits the Chaohu Lake within their respective administrative areas, organize and carry out inspection on the prevention and control of river water pollution, and supervise and inspect the implementation of the river water pollution prevention and control plan.

Sixteenth Chaohu Lake Basin water environmental protection to implement the target responsibility system and assessment system, the completion of water environmental protection targets as the assessment content of people's governments at all levels and their responsible persons. The evaluation results shall be announced to the public.

The people's governments at or above the county level shall regularly report to the people's government at the next higher level and the Standing Committee of the people's congress at the same level on the prevention and control of water pollution in Chaohu Lake Basin. Seventeenth Chaohu Lake Basin water quality applicable to the "surface water environmental quality standards". The water quality of Chaohu Lake, Fengle River, Hangbu River, Baishi Tianhe River, Zhaohe River, Gaozhe River and Yuxi River shall be protected according to Class III water standards, while the water quality of Nanfeihe River, Shiwuli River and Paihe River shall be protected according to Class IV water standards.

Article 18 The relevant departments of development and reform, economy and informatization of the provincial people's government shall, jointly with the competent administrative department of environmental protection, compile the catalogue of industries and products prohibited or restricted in Chaohu Lake Basin, and submit it to the provincial people's government for approval before implementation.

Eliminate backward technologies and equipment that pollute the water environment in Chaohu Lake basin within a time limit.

Nineteenth water environmental protection zones two or three prohibit the following acts:

(a) New chemical pulp and paper enterprises;

(two) new small projects such as tanning, chemical industry, printing and dyeing, electroplating, brewing, cement, asbestos, glass and other projects that seriously pollute the water body;

(3) Selling and using phosphorus-containing detergents;

(four) other acts prohibited by laws and regulations.

Strictly restrict the construction of large and medium-sized projects with serious water pollution such as tanning, chemical industry, printing and dyeing, electroplating, brewing, cement, asbestos and glass. , in the third class water environmental protection zone; If it is really necessary to build such projects, it shall be reported to the competent administrative department of environmental protection of the provincial people's government for approval in advance.

Twentieth water environmental protection zones, in addition to the implementation of the provisions of the first paragraph of Article nineteenth of these regulations, the following acts are also prohibited:

(a) the construction and expansion of tannery, chemical industry, printing and dyeing, electroplating, brewing, cement, asbestos, glass and other projects that seriously pollute water bodies;

(two) new construction and expansion of sewage outlets outside the centralized sewage treatment facilities.

Twenty-first water environmental protection zones in addition to the implementation of the provisions of the first paragraph of article nineteenth, twentieth, but also prohibit the following acts:

(a) new construction and expansion of construction projects that discharge water pollutants;

(2) transporting highly toxic chemicals and other dangerous chemicals prohibited by the state;

(3) Setting up storage and transportation facilities for toxic substances and dangerous chemicals;

(four) engaged in net enclosure and cage culture;

(five) the use of mechanical snail suction, bottom trawling and other fishing operations;

(six) the establishment of livestock and poultry farms.

Hefei Municipal People's Government shall take measures to remove and dismantle the existing production projects that discharge water pollutants in the first-class water environmental protection zone within a time limit.

Twenty-second discharge of water pollutants shall not exceed the national or local water pollutant discharge standards and the total control index of key water pollutants.

Sewage units shall, in accordance with the relevant provisions of the state and the province, build standardized sewage outlets, set up signs indicating the name of the unit and the types, concentrations and quantities of pollutants discharged, and set up sewage sampling ports at the sewage outlets inside and outside the factory boundary respectively.

Pollutant discharge units that intermittently discharge water pollutants shall discharge them according to the time approved by the competent administrative department of environmental protection. The time for discharging water pollutants shall be announced to the public.

New construction, renovation and expansion of sewage outlets shall be approved by the water administrative department according to law, and the environmental protection administrative department shall examine and approve the environmental impact report of its construction projects.

Twenty-third prohibit the following discharge of water pollutants:

(1) Set pipe drainage;

(2) diluting the wastewater and discharging it;

(3) After the rainwater and sewage pipes are separated, the rainwater pipes are used for discharge;

(four) the waste water is transferred from the factory and illegally dumped by means of transport or containers such as tank cars and water storage tanks;

(five) to change the sewage treatment method without authorization, and to discharge sewage from unapproved sewage outlets.

Article 24 Urban sewage shall be treated centrally.

The people's governments at or above the county level shall organize the departments of housing and urban construction, development and reform, environmental protection, water administration and other departments to prepare the construction plan of sewage treatment facilities in their respective administrative areas.

The construction administrative department of the people's government at or above the county level shall, according to the construction plan of sewage treatment facilities, organize the construction of centralized sewage treatment facilities and supporting pipe networks, and strengthen the supervision and management of the operating units of centralized sewage treatment facilities.

Newly-built urban centralized sewage treatment facilities should simultaneously build phosphorus and nitrogen removal facilities; The existing centralized treatment facilities for urban sewage without phosphorus and nitrogen removal facilities shall be added within a time limit, and the specific time limit shall be determined by the competent administrative department of environmental protection of the provincial people's government.

All kinds of industrial parks in Hefei City are not equipped with centralized sewage treatment facilities in the park, and the competent administrative department of environmental protection shall not approve the environmental impact assessment document of the park construction project, and the construction unit shall not start construction.

Twenty-fifth Hefei city public drainage facilities coverage area, drainage households should be discharged into the public rainwater, sewage pipe network and ancillary facilities; In addition to the roof rainwater drainage system, the drainage pipes of balconies and terraces should be connected to the sewage pipe network.

In areas not covered by public drainage facilities, drainage households should build their own sewage treatment facilities or self-built drainage pipe network to access public drainage facilities.

The existing drainage facilities have not implemented the rain and sewage diversion, and the diversion transformation shall be carried out in accordance with the time limit and requirements stipulated by the drainage management institution; Connecting pipes between self-use drainage facilities and public drainage facilities shall be built by drainage households.

Twenty-sixth urban centralized sewage treatment facilities operating units in accordance with the provisions of the state to provide paid services for sewage treatment, sewage treatment fees charged to ensure the normal operation of centralized sewage treatment facilities. Where the funds for the normal operation of centralized sewage treatment facilities are insufficient, the local municipal and county people's governments shall make overall arrangements.

Sewage units and individuals pay sewage treatment fees in accordance with the provisions of the state and the province. Sewage treatment fees should be earmarked.

Twenty-seventh sewage discharged into urban centralized sewage treatment facilities shall conform to the national and local standards for the discharge of water pollutants and the standards for the quality of sewage discharged into urban sewers.

When the operating unit of centralized sewage treatment facilities conducts sampling inspection on the drainage of sewage units in the catchment area, the relevant sewage units shall provide convenient conditions. If the operating unit of centralized sewage treatment facilities finds that the drainage quality exceeds the discharge standard, it shall promptly inform the sewage discharging unit and report to the local environmental protection administrative department.

Twenty-eighth city life garbage should be classified collection, storage, removal, centralized harmless treatment.

When building a domestic waste landfill, measures such as leakage prevention shall be taken in accordance with the technical specifications stipulated by the state. The leachate of domestic waste landfill should meet the discharge standard.

Twenty-ninth people's governments at or above the county level and their relevant departments should strengthen the comprehensive improvement of rural environment and promote the recycling and harmless treatment of waste; Gradually build rural domestic garbage and sewage collection and treatment facilities, and implement centralized collection and classified treatment.

Article 30 The people's governments at or above the county level shall popularize advanced and applicable agricultural production technologies such as soil testing, formula fertilization, precision fertilization, slow-release fertilizer and biological pest control, organize and popularize the use of pesticides with high efficiency, low toxicity and low residue, guide the scientific use of chemical fertilizers and pesticides, adjust the agricultural industrial structure, develop green ecological agriculture, carry out the construction of clean small watersheds, protect aquatic organisms and benthic organisms beneficial to the water ecological environment, and effectively control agricultural non-point source pollution.

Article 31 The competent administrative department of environmental protection of the people's government at or above the county level shall, jointly with the agricultural department, prepare a plan for the prevention and control of livestock and poultry breeding pollution, and define the objectives and tasks for the prevention and control of livestock and poultry breeding pollution; Support livestock and poultry farms and breeding communities to carry out standardized transformation and the construction and transformation of pollution prevention facilities.

Livestock and poultry farms and farming communities shall, according to the needs of breeding scale and pollution prevention and control, build corresponding livestock and poultry manure, sewage and rainwater diversion facilities, livestock and poultry manure and sewage storage facilities, organic fertilizer processing, biogas production, sewage treatment and other comprehensive utilization and harmless treatment facilities; Or entrust others to carry out comprehensive utilization and harmless treatment of livestock and poultry breeding waste on their behalf, so as to realize the standard discharge of sewage.

Article 32 The relevant departments of the people's governments at or above the county level shall rationally plan, develop and utilize aquatic resources, popularize standardized aquaculture techniques, scientifically determine the scope, scale, variety, density and mode of aquaculture in the basin, and prevent and reduce the pollution of aquaculture to the water environment.

Units and individuals engaged in aquaculture should rationally use bait and drugs to prevent water environmental pollution and ecological damage.

Thirty-third in Chaohu Lake to carry out water tourism, water sports, water management and other development and utilization activities, shall not pollute the water quality. Before the examination and approval, the relevant administrative departments shall solicit the opinions of the Chaohu Municipal Administrative Office.

Ports and docks shall be equipped with sewage collection, transfer and treatment devices.

Ships entering the lake shall be equipped with sewage and sewage storage devices, oil collection or oil-water separation devices, and shall not dump ship garbage into the water body or discharge ship residual oil or waste oil.

Thirty-fourth schools, scientific research institutes, medical institutions and other units of the laboratory, laboratory, laboratory generated hazardous waste liquid, should be collected in accordance with the relevant provisions of the state and province, safe disposal.

Article 35 Units that store liquid chemical raw materials, oil and other underground engineering facilities shall take effective measures to prevent leakage.

When conducting underground exploration, mining, engineering drainage, development and utilization of underground space and underground hot water resources and other activities that may interfere with underground aquifers, protective measures should be taken to prevent groundwater pollution. Thirty-sixth people's governments at or above the county level shall strengthen the protection and restoration of the ecological functions of river basins, strengthen soil and water conservation, and build ecological protection zones and isolation zones. Adopt ecological treatment methods such as forest and wetland construction, ecological dredging and pond closure to reduce the total amount of pollutants such as nitrogen and phosphorus entering the lake.

River basin water resources scheduling should maintain the reasonable flow of surface water and the natural purification capacity and ecological function of water bodies.

Thirty-seventh provincial people's government should scientifically plan and build water diversion projects, accelerate the exchange of water bodies in Chaohu Lake, and improve the water environment in Chaohu Lake.

Thirty-eighth people's governments at or above the county level shall organize relevant departments to formulate and implement wetland protection plans, strengthen the construction and protection of wetland ecosystems, and enhance the ability of wetlands to conserve water and purify water.

The use of wetland resources to engage in production and operation or eco-tourism activities shall conform to the wetland protection plan and protect the sustainable utilization of wetland resources.

Hefei Municipal People's Government shall make overall planning, determine the layout of ecological construction around Chaohu Lake, build ecological wetland around Chaohu Lake according to local conditions, and build lakeside buffer zone.

Thirty-ninth construction projects in the first-class water environmental protection zone shall not reduce the water area or beach area. Because of the construction of flood control, drought resistance, water supply, ecological restoration of water environment and other projects that really need to be occupied, it should be scientifically demonstrated, approved by the water administrative department of the provincial people's government, and submitted to the provincial people's government for approval. At the same time, it should build equivalent alternative projects or take other functional remedial measures.

Construction of wetland around the lake, landscape forest belt around the lake, pollution control project, etc. In the first-class protection zone of water environment, it shall be examined by the Chaohu Administration Bureau of the province, and the relevant formalities shall be handled according to law.

Article 40 People's governments at or above the county level shall formulate relevant policies, encourage and support scientific and technological research on water pollution prevention and control, popularize advanced and applicable water pollution prevention and control technologies, actively develop and apply blue-green algae prevention and control technologies, and promote the application of scientific and technological achievements in water ecological environment protection in Chaohu Lake Basin.

Forty-first Chaohu Lake Management Bureau shall strengthen the monitoring of cyanobacteria in Chaohu Lake and report the monitoring results to the competent administrative department of environmental protection of the provincial people's government.

The competent administrative department of environmental protection of the provincial people's government is responsible for the early warning and forecasting of cyanobacteria in Chaohu Lake; If any abnormality is found, it shall promptly report to the provincial people's government and notify the relevant local people's government. The local people's government shall timely organize the salvage of cyanobacteria in Chaohu Lake and carry out harmless treatment to reduce the impact of cyanobacteria on the water environment quality of Chaohu Lake.

Article 42 People's governments at or above the county level shall, in accordance with state regulations, implement compulsory liability insurance for environmental pollution and trading of emission rights, implement preferential policies for sewage treatment, sludge harmless treatment and garbage collection and disposal, and implement economic policies conducive to environmental protection. Article 43 If the people's governments at or above the county level, the competent administrative department of environmental protection and other departments and institutions responsible for the supervision and administration of environmental protection violate the provisions of these Regulations and commit any of the following acts, the directly responsible person in charge and other directly responsible personnel shall be given demerit, gross demerit or demotion; If it causes serious consequences, it shall be dismissed or expelled, and the main person in charge shall take the blame and resign; If the case constitutes a crime, criminal responsibility shall be investigated according to law:

(a) did not complete the key water pollutant emission control indicators;

(2) Failing to examine and approve the environmental impact assessment documents according to law;

(three) the water environmental quality monitoring point is not planned;

(four) failing to publish water environmental quality information in accordance with the provisions;

(five) enterprises and institutions that seriously pollute the water environment are not ordered to treat within a time limit according to law, or are not closed down or stopped production according to regulations;

(six) after receiving the report of water pollution violations, it is not handled in time according to law;

(seven) the illegal implementation of administrative punishment or other administrative measures;

(eight) other acts of abuse of power, dereliction of duty and favoritism.

Article 44 Whoever, in violation of the provisions of the second paragraph of Article 13 of these regulations, uses water pollutant treatment facilities abnormally, or dismantles or leaves water pollutant treatment facilities idle without the approval of the competent administrative department of environmental protection, shall be ordered by the competent administrative department of environmental protection of the people's government at or above the county level to make corrections within a time limit and be fined three times the amount of sewage charges payable; Refuses to correct, can be ordered to correct the next day, according to the original penalty amount of daily continuous punishment.

Forty-fifth one of the following acts, the people's governments at or above the county level shall be ordered to dismantle or close:

(a) in violation of the provisions of the first paragraph (1) and (2) of Article 19 of these regulations, new chemical pulp and paper enterprises are built in the first, second and third class protected areas of water environment, or new small-scale projects with serious water pollution such as tanning, chemicals, printing and dyeing, electroplating, brewing, cement, asbestos and glass are built in the third class protected areas of water environment;

(two) in violation of the provisions of the second paragraph of Article 19 of these regulations, without approval, new large and medium-sized projects such as tanning, chemical industry, printing and dyeing, electroplating, brewing, cement, asbestos, glass and other serious water pollution are built in the third-class water environmental protection zone;

(three) in violation of the provisions of the first paragraph of Article 20 of these regulations, the construction and expansion of tannery, chemical industry, printing and dyeing, electroplating, brewing, cement, asbestos, glass and other projects with serious water pollution in the first and second protected areas of water environment.

Article 46 Whoever, in violation of the provisions of Item (3) of the first paragraph of Article 19 of these regulations, sells phosphorus-containing washing products in the first, second and third class protected areas of water environment shall be ordered by the administrative department for industry and commerce of the people's government at or above the county level to make corrections within a time limit and be fined 20,000 yuan.

Article 47 Whoever, in violation of the provisions of the first paragraph of Article 21 of these regulations, builds or expands a construction project that discharges water pollutants in the first-class water environmental protection zone shall be ordered by the Chaohu Provincial Administration to stop the illegal act and be fined 500,000 yuan; And report to the people's government with the right of approval and order it to be dismantled or closed.

Whoever, in violation of the provisions of Item 4 and Item 5 of Article 21 of these regulations, engages in net enclosure and cage culture in the first-class protected area of water environment, or uses mechanical snail suction and bottom trawling, shall be ordered by the Chaohu Management Bureau of the province to stop the illegal act, take control measures within a time limit, eliminate pollution and impose a fine of not less than 20,000 yuan but not more than 100,000 yuan.

In violation of the provisions of the sixth paragraph of article twenty-first, the people's governments at or above the county level shall order the establishment of livestock and poultry farms in the first-class protected areas of water environment.

Article 48 If, in violation of the provisions of the first paragraph of Article 22 of these regulations, the discharged water pollutants exceed the national or local water pollutant discharge standards, or exceed the total discharge control targets of key water pollutants, the competent administrative department of environmental protection of the people's government at or above the county level shall, according to the authority, order it to make corrections within a time limit and impose a fine of five times the amount of sewage charges payable; If it is not treated within the time limit, the people's government with the right of approval shall order it to suspend business or close down.

Forty-ninth any of the following acts shall be ordered by the competent administrative department of environmental protection of the people's government at or above the county level to make corrections within a time limit; Overdue correction, punishable by a fine of one hundred thousand yuan:

(a) in violation of the provisions of the second paragraph of article twenty-second, the sewage disposal unit fails to build the sewage outlet according to the provisions;

(two) in violation of the provisions of the third paragraph of article twenty-second, the pollutant discharge unit that intermittently discharges water pollutants fails to discharge water pollutants within the specified time.

In violation of the provisions of the fourth paragraph of Article 22 of these regulations, without the consent of the water administrative department, the water administrative department of the people's government at or above the county level shall order it to stop the illegal act, make restitution within a time limit and impose a fine of100000 yuan; Those who fail to make restitution within the time limit shall be forced to make restitution, and the expenses required shall be borne by the violator and a fine of 500,000 yuan shall be imposed.

Article 50 Whoever discharges water pollutants in violation of the provisions of Article 23 of these regulations shall be ordered by the competent administrative department of environmental protection of the people's government at or above the county level to make rectification within a time limit or suspend production for rectification, and shall also be fined100000 yuan; Overdue rectification, approved by the people's government at the same level, shall be ordered to close.

Article 51 In violation of the provisions of Article 34 of these regulations, the hazardous waste liquid generated by laboratories, inspection rooms and laboratories is not classified, collected and safely disposed of in accordance with the relevant provisions of the state and province, and the competent administrative department of environmental protection of the people's government at or above the county level shall order it to stop the illegal act, take control measures within a time limit, eliminate pollution and impose a fine of100000 yuan; If no control measures are taken within the time limit, the competent administrative department of environmental protection may designate a unit with the ability to control it on its behalf, and the expenses required shall be borne by the offender. Article 52 These Regulations shall come into force as of 20 14 12 1.
