I. Subsidy conditions
The following basic conditions must be met simultaneously:
1. Graduates from full-time ordinary colleges and universities (including studying abroad) with bachelor's degree or above (including graduates from Hong Kong, Macao and Taiwan who have obtained employment certificates in Nanjing) and graduates from full-time higher vocational colleges with professional qualification certificates of senior engineers or above. Full-time colleges and universities refer to schools that enter through the general college entrance examination, undergraduate education unified recruitment and full-time postgraduate examination.
2. Within two years after graduation, all kinds of enterprises in our city (including Ningbo and provincial enterprises) or state organs, institutions, private non-enterprise units, social organizations and other employers will be employed or start their own businesses, sign labor contracts with a term of 1 year or above, participate in the endowment insurance for enterprise employees in our city according to law (except flexible employees) or participate in the endowment insurance for enterprise employees in Jiangsu Social Insurance Fund Management Center, and participate in the unemployment insurance in our city.
3. I don't have my own house in Ning (or the only house in my family with my parents), so I rent a house to live in. Houses that are not delivered as agreed in the contract are also recognized as housing for families.
Second, the subsidy standard and duration
Doctor is 2000 yuan per month, master is in 800 yuan every month, and bachelor (including senior engineer and above) is in 600 yuan every month (if the actual rent is lower than the subsidy standard, it will be subsidized according to the actual rent). The cumulative subsidy period shall not exceed 36 months.
Third, the subsidy application
1. The applicant shall apply for housing rental subsidy within 2 years from the date of issuance of graduation certificate.
2. Apply for housing rental subsidies and apply online (Hong Kong, Macao and Taiwan personnel shall report in writing to the municipal human resources and social security department). Applicants log on to Nanjing Human Resources and Social Security Network (column-reporting channel for housing rental subsidies for college graduates), scan the QR code through my Nanjing mobile APP to complete identity authentication, fill in the application online or directly complete the application for rental subsidies in my Nanjing mobile APP- Wisdom Society-Rental Subsidies.
3. The applicant shall truthfully fill in the personal information, family members' names, ID card information and other declaration contents, and upload and submit the following materials clearly and completely:
(1) academic qualifications and degree certificates submitted by domestic full-time colleges; Full-time higher vocational colleges to submit academic qualifications, senior workers and above vocational qualification certificates; Foreign students submit the certificate of academic degree certification issued by the study abroad service center of the Ministry of Education.
(2) The leased house shall sign a house lease contract with the property owner or the house business unit, issue a house lease registration certificate or rent invoice, and indicate the monthly rent amount, lease term and other terms. Rental materials can choose to submit rental registration certificate or rental invoice (either one).
(3) In the Jiangsu Social Insurance Fund Management Center to participate in the old-age insurance for enterprise employees, submit the certificate of basic old-age insurance for provincial enterprises.
The above materials can be shared through the government information system, and will be obtained through the data platform, without the need for the applicant to upload.
4. If the application for housing rental subsidy is approved, there is no need to apply again during the renewal period. Meet the conditions of subsidies, monthly subsidies, quarterly payment.
During the renewal period, the applicant's employment and entrepreneurial unit remains the same, but if the lease contract is changed as follows, the relevant information shall be changed through the original declaration system in time, and the relevant lease materials submitted for the change shall be uploaded:
(1) Change the address of the rented house and sign a new house lease contract.
(2) When the lease contract expires, it will be renewed.
5. In any of the following circumstances, the applicant shall reapply for subsidies:
(1) Termination and rescission of the applicant's labor contract.
(2) The applicant's entrepreneurial entity goes bankrupt and is cancelled according to law.
(three) the applicant's application for housing rental subsidies has not passed the examination, or does not meet the subsidy conditions during the renewal period.
In the above situation, if the initial application is approved, the later application is equivalent to the change of materials, and the materials such as academic qualifications, degree certificates (or professional qualification certificates for senior workers and above) and academic degree certificates for going abroad (territory) will not be reviewed repeatedly.
Four. Acceptance and review
1. The Municipal Human Resources and Social Security Department is responsible for accepting the application for housing rental subsidies, and accepting the completed contents and uploaded materials.
2. Within 10 working days before each month, relevant municipal departments and district (park) human resources departments will review the relevant information of the applicants who newly applied for subsidies last month and intend to renew them. The audit results are published on the reporting platform.
3 municipal departments responsible for the following audit work:
(1) As the lead department, the municipal human resources and social security department will send the audit data to all audit departments through the audit system within the first working day at the beginning of each month, and send them to the human resources and social security departments of all districts for verification according to the tax division of the applicant's employment unit (non-enterprise units are divided according to the place of registration). At the same time, it is responsible for verifying the signing of labor contracts and the payment of endowment insurance for enterprise employees through the information system of the municipal people's social department; If the enterprise employee pension insurance is paid in Jiangsu Social Security Center, and the provinces and cities are not connected to the Internet, it is necessary to inquire about the payment of unemployment insurance in Nanjing to realize the data sharing of the enterprise employee pension insurance government information system in Jiangsu Province, and the data can be directly retrieved from the system.
(2) The municipal tax department is responsible for verifying the new application and the applicant who intends to renew the subsidy, providing the information of the applicant's lease invoice in the tax area of the start-up enterprise, and feeding back the audit results to the municipal social department within 3 working days.
(3) The municipal public security department is responsible for verifying the household registration of the new application and the applicant who intends to renew the subsidy, classifying the household registration of the applicant according to the household registration of the city and the non-household registration of the city, and feeding back the audit results to the municipal people's social department within 3 working days.
(4) the municipal real estate department is responsible for verifying the new application and the proposed renewal of subsidy applicants' real estate transaction record in Ning and their enjoyment of talent housing policy and housing security policy, and feeding back the audit results to the municipal human resources and social security department within 5 working days; Responsible for the registration of house lease, and feedback the record results to the municipal human society department within 5 working days.
(5) The municipal planning and natural resources department is responsible for verifying the real estate registration of applicants who apply for and intend to renew subsidies in Nanjing, and feeding back the audit results to the municipal human resources department within 5 working days.
(6) The municipal big data department is responsible for the data sharing of the government information systems of all departments of the "My Nanjing" app application platform, providing real and effective application information collected by all departments every month, ensuring the normal operation of the application system and optimizing the functions in time as needed. At the same time, according to the comprehensive transaction registration platform provided by the municipal planning and natural resources department and the municipal real estate department, the comparison between the applicant's real estate transaction filing and real estate registration results is realized.
4 district (Park) human society department is responsible for the following audit work:
The people's social department of the district (park) is responsible for verifying the materials uploaded by the new local application and the proposed renewal subsidy applicant provided by the municipal people's social department, and feeding back the audit results to the municipal people's social department within 5 working days. Specific audit contents:
(1) Check the applicant's academic qualifications, degree certificates (or professional qualification certificates of senior workers and above) and overseas academic degree certificates of overseas students at the time of initial application, and see whether it meets the recipients and application period.
(2) Check the house rent invoice and verify the time and amount of subsidy.
(3) Check the basic endowment insurance certificate of provincial enterprises.
(4) Review whether the renewal is qualified.
The verification of the uploaded certificate materials relies on China Higher Education Student Information Network (Xuexin.com), China Academic Degree and Postgraduate Education Information Network (Degree Network), the overseas academic degree certification system of the Study Abroad Service Center of the Ministry of Education, the national vocational qualification certificate online inquiry system, and the Jiangsu Vocational Skills Appraisal Service Network. If the relevant information of the above website is not updated in time, or the materials uploaded by the applicant are unclear, the applicant shall be informed in time to submit relevant original materials or valid certification materials to the designated place for review during the review period; If the applicant fails to submit the relevant materials within the time limit or the submitted materials do not meet the requirements, it will not pass the examination.
5. Realize the data sharing of government information system, obtain it through the data platform, and complete the audit within the specified time as required, so as to check the safety and effectiveness of the audit results well. At the same time, each audit department needs to set up a special post to provide data docking and consulting services.
6. The municipal human resources and social security department systematically summarizes the audit results of various departments and districts (parks), and in the first month of each quarter, timely publicizes the list of personnel, subsidy month and subsidy amount approved in the last quarter in Nanjing Human Resources and Social Security Network for 5 days, and all districts (parks) have no objection to feedback into the scope of subsidy payment.

1. The housing rental subsidy will be calculated and paid in the month when the application is approved, and will be paid monthly and quarterly. Receive subsidies within 5 years from the date of application, and the cumulative payment shall not exceed 36 months.
2. After the housing rental subsidy is publicized, all districts (parks) shall pay the eligible subsidies of the previous quarter to the applicant's social security card financial account before the end of the first month of each quarter (in case of national legal holidays, it can be postponed to next month). If the applicant's social security card financial account fails to be opened in time, the card issuance time may be postponed.
3. The rental subsidy shall be borne by the municipal and district (park) * * *, of which Jiangning, Pukou, Liuhe, Lishui and Gaochun districts shall be borne by the municipal finance for 30% and the district finance for 70%; Other districts (parks) shall bear 50% by the municipal finance and 50% by the district (park) finance. 2 The housing rental subsidy shall not be enjoyed at the same time as the housing policy and housing security policy of other talents in this Municipality. If you voluntarily give up receiving housing rental subsidies for college graduates because you do not meet the subsidy conditions, you should submit a written application to the human resources department of the distribution place (park) or terminate the application operation on the application platform; Do not meet the policy requirements, the need to return the housing rental subsidies for college graduates, according to the provisions of the return of the distribution area (Park) designated bank account of the human resources department.
3. All districts (parks) should establish a regular inspection mechanism to conduct spot checks on whether the data uploaded by applicants who have paid housing rental subsidies are wrong, whether the rental behavior is true, and whether there is any fraudulent financial funds. Those who practise fraud or make false reports shall be disqualified, dealt with according to relevant regulations and incorporated into the personal credit information system according to law. Once found, the people's social department of the district (park) shall immediately notify the applicant to return it in full. Those who fail to return it according to the regulations will be included in the personal credit information system and announced to the public, and will be dealt with seriously in accordance with relevant laws and regulations.
4. These Measures shall be interpreted by the municipal people's society, public security, finance, planning and natural resources, real estate, big data management and taxation departments and the people's social departments of all districts (parks) according to their duties and contents.
5. These Measures shall come into force as of the date of promulgation.
