In September, 2020, the five ministries and commissions jointly issued the Notice on Developing the Demonstration and Application of Fuel Cell Vehicles, proposing that the demonstration and application of fuel cell vehicles will be carried out in China. Finally, five ministries and commissions approved three major urban agglomerations, namely, Daxing District, Haidian District and Changping District in Beijing, and Tianjin Binhai New Area, Baoding City in Hebei Province, Tangshan City, Binzhou City in Shandong Province and Zibo City 12 cities. Shanghai took the lead in establishing "1+6" Shanghai urban agglomeration with six cities (regions) including Suzhou, Nantong, Jiaxing, Zhejiang, Zibo, Ningdong Energy and Chemical Industry Base and Erdos, Inner Mongolia Autonomous Region. Foshan City, Guangdong Province takes the lead, and unites Guangzhou, Shenzhen, Zhuhai, Dongguan, Zhongshan, Yangjiang and Yunfu in the province, as well as Fuzhou City in Fujian Province, Zibo City in Inner Mongolia Autonomous Region, Baotou City and Lu 'an City to form the Guangdong urban agglomeration.
According to the Notice on Starting the Demonstration and Application of Fuel Cell Vehicles, the incentive funds will be used for the industrialization of key core technologies of fuel cell vehicles, talent introduction and team building, as well as the demonstration and application of new models and technologies. And "investment projects that are not used for vehicle production and hydrogenation infrastructure construction". Obviously, the focus of encouragement is to upgrade the core technology of the fuel cell industry and put an end to blind production of vehicles and blind construction of hydrogenation infrastructure.
From the list of enterprises participating in the demonstration application of the three major urban agglomerations, there are many core component enterprises, involving fuel cell core components such as stack, membrane electrode, bipolar plate, proton exchange membrane, catalyst, carbon paper, air compressor and hydrogen circulation system.
In terms of planning, Beijing plans to take the opportunity of the Winter Olympics and Paralympics to study and introduce financial subsidy policies, focusing on guiding the application and batch demonstration of hydrogen fuel cell vehicles in urban construction logistics, long-distance transportation, passenger transport in outer suburbs and other scenarios. Guangdong Province focuses on heavy trucks, medium and long-distance logistics vehicles, engineering vehicles and port operation vehicles, and accelerates the popularization and application of hydrogen fuel cell commercial vehicles and special vehicles. At the same time, encourage vehicle companies to cooperate with logistics companies to promote the large-scale application of fuel cell logistics vehicles. Shanghai plans to promote 5,000 fuel cell vehicles in the whole urban agglomeration through four years of demonstration and application, including 3,400 trucks, 65,438 buses+0.4 million buses and 200 buses. Support the construction of 73 hydrogen refueling stations and strengthen coordination among urban agglomerations.
Obviously, commercial vehicles will be the main force in the demonstration and promotion of fuel cell vehicles. The documents issued by the five ministries and commissions also propose to focus on promoting the demonstration application of medium and heavy commercial vehicles as a useful supplement to pure electric vehicles.
