The responsibilities of the municipal government are:
1, implement the resolutions of the people's congress at the corresponding level and its Standing Committee, as well as the decisions and orders of the state administrative organs at higher levels, and stipulate administrative measures;
2, leading the work of subordinate departments and people's governments at lower levels;
3. Change or cancel inappropriate instructions of subordinate departments and inappropriate decisions of people's governments at lower levels;
4. Appoint, remove, train, assess, reward and punish the staff of state administrative organs according to law;
5, the implementation of national economic and social development plan, budget, management of the administrative area of economy, education, science, culture, health, sports, environmental and resource protection, urban and rural construction and finance, civil affairs, public security, ethnic affairs, judicial administration, supervision, family planning and other administrative work;
6. Protect the socialist property owned by the whole people and the property collectively owned by the working people, protect the legitimate property privately owned by citizens, maintain social order and safeguard citizens' personal rights, democratic rights and other rights;
7, protect the legitimate rights and interests of various economic organizations;
8. Safeguard the rights of ethnic minorities, respect their customs and habits, help the areas where ethnic minorities live in concentrated communities in their respective administrative areas to exercise regional autonomy in accordance with the Constitution and laws, and help ethnic minorities develop their political, economic and cultural undertakings;
9. Guarantee women's rights such as equality between men and women, equal pay for equal work and freedom of marriage, which are endowed by the Constitution and laws;
10, handle other matters assigned by the state administrative organs at higher levels.
Legal basis: Article 65 of the Legislative Law of People's Republic of China (PRC).
The State Council formulates administrative regulations in accordance with the Constitution and laws.
An administrative regulation may stipulate the following matters:
(1) Matters requiring the formulation of administrative regulations in order to implement legal provisions;
(two) the administrative functions and powers of the State Council as stipulated in Article 89 of the Constitution.
For matters that should be formulated by the National People's Congress and its Standing Committee, the State Council decided to formulate administrative regulations first according to the authorization of the National People's Congress and its Standing Committee. After practice, when the legislative conditions are ripe, the State Council should promptly submit it to the National People's Congress and its Standing Committee for legislation.
