The development and construction of Changxing Island should be in accordance with the requirements of the overall planning of national and municipal economic and social development and the overall planning of Shanghai, implement the principle of coordinated development of key industries, infrastructure, urban construction, social support and ecological protection, and aim at building a world-advanced marine equipment island, an ecological water source island in Shanghai and a unique landscape tourism island. Article 3 (Administrative Organs)
The municipal government established the Shanghai Changxing Island Development and Construction Management Committee (hereinafter referred to as the "Management Committee") and the Management Committee Office (hereinafter referred to as the "Development Office").
The CMC is responsible for the overall study of important issues and major issues in the development and construction of Changxing Island, and coordinating and organizing relevant departments and units to implement the development and construction of Changxing Island.
The Development Office undertakes the daily work of the CMC and exercises the following duties in accordance with the provisions of these Measures:
(a) to organize the implementation of Changxing Island development strategy, development planning and development and construction plan;
(two) to formulate the overall land use planning and land reserve plan and scheme of Changxing Island;
(three) entrusted by the relevant administrative departments, responsible for the approval of investment, development and construction projects in Changxing Island;
(4) Coordinating the use and management of funds for the development and construction of Changxing Island;
(five) to coordinate the administrative work of the relevant administrative departments on the development and construction of Changxing Island.
Chongming County Government shall assist the Development Office in the development and construction of Changxing Island, and be responsible for the public affairs management of Changxing Island.
The relevant departments of the municipal government shall, in accordance with their respective responsibilities, cooperate with the development and construction of Changxing Island. Article 4 (Working Mechanism)
The city has established the following working mechanisms to promote the development and construction of Changxing Island:
(a) an important communication and consultation mechanism, led by the Development Office, with the participation of the Chongming county government, relevant departments of the municipal government and relevant enterprises, to communicate and negotiate the important situation in the development and construction of Changxing Island on a regular basis, and to clarify the problems to be solved and the responsibilities of all parties;
(2) Important examination and approval reminder and supervision mechanism. Chongming county government and relevant departments of the municipal government handle important administrative examination and approval items for development and construction, and the Development Office is responsible for urging and supervising;
(3) Notification mechanism for major issues. The Development Office can inform the major issues affecting the development and construction of Changxing Island within the corresponding scope. Article 5 (Development and Construction Fund)
The funds needed for the development and construction of Changxing Island shall be studied and put forward by the Municipal Development and Reform Commission and the Municipal Finance Bureau jointly with the Development Office, reported to the municipal government for approval, and corresponding measures for the management of the use of funds shall be formulated. Article 6 (Protection of Ecological Water Sources)
The development and construction of Changxing Island should strictly control industrial pollution and urban life pollution, prevent agricultural non-point source pollution, prevent, control and reduce water environmental pollution, and effectively protect the ecology and drinking water source safety of Changxing Island. Article 7 (Planning)
The overall planning of Changxing Island should be compiled according to the overall planning of national economic and social development and the overall planning of the city, reflecting the development direction and functional characteristics of Changxing Island. The overall planning of Changxing Island is organized by the Municipal Planning Bureau in conjunction with the Development Office and Chongming County Government, and implemented after being approved by the municipal government.
The Development Office shall, according to the overall planning of the city's economic and social development and the overall planning of Changxing Island approved by the municipal government, organize the preparation of the regulatory detailed planning of Changxing Island in conjunction with the Chongming County Government, and report it to the municipal government for approval after comprehensive balance by the Municipal Planning Bureau.
The special planning of Changxing Island is organized by the Development Office in conjunction with the relevant departments of Chongming County Government and the municipal government, and submitted to the Municipal Planning Bureau for approval after comprehensive balance.
The township planning and village planning of Changxing Island are organized by Changxing Township Government in conjunction with Chongming County Planning Bureau and implemented after being approved by Chongming County Government. Chongming county government should consult the development office in the process of planning approval. Article 8 (Land Reserve and Early Development)
The Development Office shall, according to the overall planning of Changxing Island, the overall planning of land use and the detailed planning of control, put forward the land reserve plan and scheme, and submit them for approval in accordance with the relevant provisions of the state and this Municipality.
The Development Office is responsible for the land reserve of Changxing Island, and the units entrusted by it undertake the organization of the pre-development of the reserved land and infrastructure construction. The implementation unit of pre-development projects and infrastructure construction shall be determined through public bidding.
For the land included in the development and construction plan, the Chongming County Government shall assist in the formalities of converting agricultural land into construction land, and do a good job in the demolition management in accordance with the provisions of the state and this Municipality on house demolition. Article 9 (Construction Project Management)
The bidding, completion and filing of Changxing Island construction project are managed by the Development Office. Article 10 (Entrustment and Implementation of Administrative Licensing and Filing)
Entrusted by the relevant departments of the municipal government, the Development Office implements the following administrative licensing and filing management matters in Changxing Island:
(1) Examination and approval of the establishment of foreign-invested enterprises entrusted by the foreign-funded authorities;
(2) Management of approval and filing of investment projects of domestic and foreign-funded enterprises entrusted by the enterprise investment project approval department;
(three) the construction project site selection opinions, construction land planning permit, construction project planning and design scheme, construction project planning permit approval and construction project completion planning acceptance entrusted by the planning management department;
(four) in addition to the expropriation of farmers' collective land, agricultural land into construction land, construction projects occupy unused land, land management departments entrusted the allocation, transfer of state-owned land use rights and other construction projects for land pre-examination;
(five) the construction project, the preliminary design of the construction project and the examination and approval opinions of the construction permit of the construction project submitted by the construction management department;
(six) the examination and approval of tree felling within the scope of highway land entrusted by the municipal engineering management department;
(seven) to approve the relocation, felling of trees and temporary use of public green space entrusted by the greening management department;
(eight) the forestry management department shall, within the approved regulatory detailed planning scope, examine and approve the occupation of economic forests in accordance with the requirements of the quota management of requisition and occupation of forest land;
(nine) to examine and approve the construction projects and water supply and drainage within the scope of river management entrusted by the water management department;
(ten) the examination and approval of the delivery of new residential buildings entrusted by the housing management department;
(eleven) the examination and approval of the civil air defense basement entrusted by the civil air defense management department.
For the entrustment of administrative licensing matters and filing management mentioned in the preceding paragraph, the relevant departments shall sign a power of attorney with the Development Office, and specify the supervision of entrusted matters and other specific contents in the power of attorney. The Development Office shall record the implementation of the administrative license according to the entrustment to the entrusted administrative department; The entrusted administrative department shall supervise the implementation of administrative licensing matters by the Development Office, and assign special personnel to guide the administrative licensing matters with strong professionalism and many examination and approval links when necessary.
