10 10 On October 29th, the Beijing Municipal Bureau of Economy and Information Technology formulated and issued the Development Plan of Beijing Hydrogen Fuel Cell Automobile Industry (2020-2025). According to the planning content, before 2025, Beijing will strive to achieve the cumulative promotion of more than 65.438 million hydrogen fuel cell vehicles, and the cumulative output value of the entire industrial chain of hydrogen fuel cell vehicles will exceed 24 billion yuan.
Five years to promote the breakthrough 1 10,000 vehicles.
The Plan sets two goals:
The first stage: before 2023, cultivate 3 to 5 leading enterprises with international influence in the industrial chain of hydrogen fuel cell vehicles, and strive to promote 3,000 hydrogen fuel cell vehicles. The cumulative output value of the whole industrial chain of hydrogen fuel cell vehicles exceeds 8.5 billion yuan;
The second stage: before 2025, cultivate 5 to 10 leading enterprises in the industrial chain of hydrogen fuel cell vehicles with international influence, and strive to achieve the cumulative promotion of hydrogen fuel cell vehicles exceeding 654.38+0,000 vehicles, and the cumulative output value of the whole industrial chain of hydrogen fuel cell vehicles exceeding 24 billion yuan.
Experts in the industry believe that hydrogen energy is a strategic measure to effectively promote the coordinated development of transportation and energy environment, and hydrogen fuel cell vehicles have become an important direction of global energy transformation and automobile power transformation.
It is understood that after 10 years of cultivation and innovation, China has initially formed regional industrial clusters such as the Yangtze River Delta, the Pearl River Delta and Beijing-Tianjin-Hebei. In order to further clarify the industrial development goals, determine the development priorities, break down the institutional obstacles and form effective measures, Beijing will strengthen policy guidance and industrial cultivation, and build a globally leading, domestically advanced, regionally coordinated and radiation-developed hydrogen fuel cell vehicle industry into an innovative highland.
The data shows that as of July this year, the cumulative number of hydrogen-fueled vehicles in China is 7,200, which are basically commercial vehicles. This is far from the figures of oil tankers and trams.
According to the relevant person in charge of the Municipal Economic and Information Bureau, Beijing will give full play to its advantages in science and technology, industry and talents to build a new highland for the hydrogen fuel cell automobile industry.
"One ring, one axis, two areas and multiple points" layout
In terms of layout, the plan clearly points out that Beijing hydrogen fuel cell automobile industry will adopt the spatial layout of "one ring, one axis, two areas and multiple points".
Among them, "one ring" refers to the use of the resource advantages of Fangshan District in Tianjin and Zhangjiakou in Hebei Province to form a multi-channel and integrated supply chain around Beijing;
"One Axis" will rely on the transformation ability of scientific and technological achievements in Haidian District and Beijing Economic and Technological Development Zone to build a national leading core technology innovation standard for hydrogen fuel automobile industry;
"Two districts and multi-stations" refers to gradually expanding the promotion and operation area of hydrogen fuel cell vehicles in the whole city on the basis of focusing on Yanqing and Changping in the north and Daxing in the south, releasing the potential of key development areas such as cross-regional logistics and long-distance passenger transport, and forming a development trend of multi-station coverage and economic regional linkage.
Daxing District, as an important bearing area of high-end manufacturing industry in southern Beijing, will actively implement Beijing's industrial planning and layout and build a world-class hydrogen energy demonstration zone with international standards with the goal of building a leading zone of scientific and technological innovation with global influence.
Daxing International Hydrogen Energy Demonstration Zone is located in the south center of Beijing, adjacent to Daxing International Airport, JD.COM "Asia No.1" and other important transportation hubs, with a wide range of hydrogen energy application scenarios; A number of high-growth enterprises with core technologies, such as Jiaqing New Energy and Tomorrow Hydrogen Energy, have settled down, and scientific research institutions and leading enterprises rich in hydrogen energy industry resources, such as Tsinghua Institute of Technology, Shui Mu World Expo and Haipo, have settled down for development, basically forming an ecological development of hydrogen energy industry with a solid industrial foundation.
The demonstration zone can enjoy Zhongguancun, the national innovation policy and the "three-zone superposition" policy of airport zone, free trade zone and comprehensive insurance zone. The first phase of the 2 billion hydrogen energy industry fund has been established, which will invest in infrastructure and scientific and technological innovation projects related to the hydrogen energy industry.
The first phase of Daxing International Hydrogen Energy Demonstration Zone is planned to build a demonstration station with the largest daily hydrogenation capacity in the world, with a daily hydrogenation capacity of 3.6 tons. By the end of this year, Daxing will complete the construction of hydrogenation demonstration station and experience exhibition hall. By the end of June next year, the overall transformation of the hydrogen energy industrial park will also be completed.
The relevant person in charge said that Beijing will take advantage of the favorable opportunity of the Winter Olympics to build an open platform for the coordinated development of hydrogen energy industry in Beijing, Tianjin and Hebei, deepen the international exchange of scientific research and development and project cooperation, promote the industrialization of key technologies of hydrogen fuel cell vehicles in the free trade pilot zone, and lead the rapid development of hydrogen fuel cell vehicle industry in Beijing through demonstration applications in freight logistics, public transportation and other fields.
The road to popularization has a long way to go.
Looking at the whole industry, China's hydrogen fuel cell automobile industry is facing many bottlenecks at present. The first bottleneck is the hydrogen refueling station, the second bottleneck is high cost, the third bottleneck is import dependence, and the fourth bottleneck is the matching of laws and regulations suitable for the public.
Due to the bottleneck of fuel cell technology and the immaturity of hydrogen supply industry, China hydrogen fuel cell vehicles are still in the trial operation stage, and the application of commercial vehicles is ahead of passenger vehicles.
Insiders pointed out that at present, China's hydrogen energy industry is in an important development window. Although it faces many challenges, it also welcomes many opportunities. Once a breakthrough is made in the research and development of hydrogen fuel cell vehicles, China's energy crisis will be reduced by half.
It is worth mentioning that Beiqi Foton, which has laid out hydrogen energy for more than ten years, took the lead in integrating the superior resources of the industrial chain and founded Beiqing Zhichuang (Beijing) New Energy Automobile Technology Co., Ltd. According to public information, Beiqing Zhichuang will focus on the field of hydrogen fuel commercial vehicles, build the first full-stack solution supplier of fuel cell commercial vehicles in China, optimize product resources, reduce costs and realize the whole industrial chain service.
The release of the plan shows that the Beijing Municipal Party Committee and Municipal Government attaches great importance to the development of the hydrogen fuel cell vehicle industry, creating a good environment for the popularization and application of hydrogen fuel cell vehicles. In addition, the demonstration application of hydrogen fuel cell vehicles will be carried out in the 2022 Winter Olympics and Paralympics, which will also bring great opportunities for the popularization and application of hydrogen fuel cell vehicles and industrial development.
