The reserve price can be determined according to the principle of not less than the sum of land acquisition cost, land pre-development cost and related fees charged according to regulations. For tourism projects that reclaim damaged land left over from history, such as garbage dumps and abandoned mines, all localities can formulate supporting policies in accordance with the principle of "whoever invests benefits" to attract social investment and encourage land owners to reclaim themselves.
