The following is the full text of the opinion:

The CPC Central Committee and the State Council attached great importance to the service for the aged. Since the 18th National Congress of the Communist Party of China, policies and measures such as accelerating the development of the aged care service industry and fully liberalizing the aged care service market have been introduced one after another, and the construction of the aged care service system has achieved remarkable results. However, on the whole, the vitality of the old-age service market has not been fully stimulated, and problems such as insufficient development imbalance, insufficient effective supply and low service quality still exist, and the people's demand for old-age services has not been effectively met. According to the deployment of the old-age service in the 20 19 government work report, in order to get through the "blocking point", eliminate the "pain point", break down the development obstacles, improve the market mechanism, constantly improve the old-age service system based on home, relying on community, supplemented by institutions, and combining medical care with nursing care, establish and improve the long-term care service system for the disabled elderly, and strengthen the service management with credit as the core, quality as the guarantee and decentralized supervision. Vigorously promote the continuous optimization of the supply structure of old-age care services, the obvious expansion of effective social investment, the continuous improvement of the quality of old-age care services and the full release of the consumption potential of old-age care services, and ensure that by 2022, on the basis of ensuring that everyone enjoys basic old-age care services, diversified and multi-level old-age care services will be effectively met, and the sense of acquisition, happiness and security of the elderly and their children will be significantly improved. With the consent of the State Council, we hereby put forward the following opinions.

The first is to deepen the reform of decentralization, integration of decentralization and management, and improvement of services.

(1) Establish a comprehensive supervision system for aged care services. Formulate a list of responsibilities for "exemption and dereliction of duty", formulate relevant policy documents to strengthen the comprehensive supervision of old-age services, establish an inter-departmental collaborative supervision mechanism with their own responsibilities, and improve the supervision system after the event. We will improve the working mechanism of "double randomness and one openness", intensify the investigation and punishment of violations, and adhere to the strictest standards, the strictest supervision, the severest punishment and the most serious accountability. The market supervision department shall share the basic information of enterprise registration to the data interface between provincial platforms or provincial departments; Civil affairs departments should download relevant information of old-age care institutions in time, and strengthen guidance and supervision afterwards. Accelerate the construction of social credit system in the field of aged care services. Before the end of June, 2065438+2009, establish and improve the joint disciplinary mechanism for dishonesty, and implement joint disciplinary actions against pension service institutions (including pension institutions, home community pension services and other enterprises, institutions and social organizations whose business scope and articles of association include pension services) and personnel. Information such as administrative license, administrative punishment and spot check results of the old-age service institutions are recorded in their names, and publicized according to the nature of their business through the national credit information sharing platform and the national enterprise credit information publicity system. (The Ministry of Civil Affairs, the Development and Reform Commission, the People's Bank of China and the General Administration of Market Supervision are responsible according to the division of responsibilities, and the local people's governments at all levels are responsible. )

(2) Continue to deepen the reform of public pension institutions. Give full play to the role of public pension institutions and public private pension institutions, and provide free or low-cost pension services for the elderly with financial difficulties (including dementia, the same below) and special families with family planning under the premise of meeting the needs of centralized support for the poor at present and in the future. Adhere to the public welfare nature of public pension institutions, determine the scope of protection, allow the rest of the beds to be open to the public, study and formulate charging guidance standards, and the proceeds will be used to support the old-age services for the bottom-guaranteed objects. Explore the transformation of qualified public pension institutions into state-owned pension service enterprises. Formulate management measures for public and private pension institutions, refine evaluation criteria and selection rules, and strengthen contract execution supervision. Operators of public private pension institutions shall regularly report the assets and operation of the institutions to the entrusting department, and timely report the sudden major situation. (The Ministry of Civil Affairs, the Development and Reform Commission, the Ministry of Finance, the Central Organizing Committee, the State-owned Assets Supervision and Administration Commission, and the Health and Wellness Commission are responsible according to the division of responsibilities, and the local people's governments at all levels are responsible. )

(three) to solve the problem of fire inspection in pension institutions. In accordance with the code for fire protection design of buildings, do a good job in fire protection examination and approval services for old-age care institutions and improve the efficiency of examination and approval. For the old-age care institutions that declare fire protection design audit, fire protection acceptance and fire protection filing according to law, they will provide fire protection technical consulting services on their own initiative and handle them as soon as possible according to law. All localities should, in light of the actual situation, implement standardized management of fire safety in the aged care service industry, pay attention to classified guidance, clarify the configuration requirements such as building fire resistance rating, floor setting and plane layout, fire separation measures, safe evacuation and evacuation design, building fire protection facilities, fire management institutions and personnel, and the construction of micro fire stations, promote the implementation of the main responsibility of fire safety in aged care institutions, carry out self-examination and self-correction of hidden dangers, and improve the level of self-management. Use schools, factories, commercial places and other rural nursing homes and institutions that meet the fire safety requirements. , due to the failure to go through the formalities of real estate registration and land planning, it failed to pass the fire inspection, and before the end of February 20 19 19, the provincial civil affairs department reported to the provincial people's government to organize relevant departments to focus on research and disposal. With the technical conditions of fire safety, the relevant competent departments shall issue opinions and enjoy corresponding support policies. (The Emergency Department, the Ministry of Housing and Urban-Rural Development, the Ministry of Natural Resources, the Ministry of Civil Affairs and the General Administration of Market Supervision are responsible according to the division of responsibilities, and the local people's governments at all levels are responsible. )

(4) Reduce the burden of taxes and fees for aged care services. Focus on tax reduction and fee reduction. If the old-age service institutions meet the current policy requirements, they can enjoy preferential fiscal and taxation policies such as small and micro enterprises. Study the corporate income tax support policy of non-profit pension service institutions. Give tax relief and support policies to the old-age service institutions that provide day care, rehabilitation care, food assistance and other services in the community. We will implement various administrative fee reduction and exemption policies, and implement the residents' price policies such as electricity, water, gas and heat for old-age service institutions. Do not refuse to implement the relevant price policy on the grounds of the nature of land and houses. (The Ministry of Finance, the State Administration of Taxation, the Development and Reform Commission, and the General Administration of Market Supervision are responsible according to the division of responsibilities, and the local people's governments at all levels are responsible. )

(5) Improve the accuracy of government investment. The lottery public welfare fund used by the Ministry of Civil Affairs and local governments at all levels for social welfare should be strengthened. By 2022, no less than 55% of the funds will be used to support the development of old-age services. Regardless of the nature of operation, the old-age care institutions that receive the elderly with financial difficulties enjoy the same operating subsidies according to the number of the above-mentioned elderly people, and the above-mentioned elderly people who live in enjoy the subsidies for old-age services according to regulations. Incorporate old-age care services into the government's guidance catalogue for purchasing services, comprehensively sort out all kinds of old-age care services currently arranged by financial expenditures, formulate standards for provincial governments to purchase old-age care services, and focus on purchasing services such as life care, rehabilitation care, institutional operation, social work, and talent training. (The Ministry of Finance, the Ministry of Civil Affairs and the Health and Wellness Commission are responsible according to the division of responsibilities, and the local people's governments at all levels are responsible. )

(six) support the scale and chain development of old-age care institutions. Support the creation of a number of influential and competitive trademark brands for aged care services in the field of aged care services, and strengthen the protection of trademark brands for aged care services according to law. Enterprises that have obtained business licenses in other places may not be required to set up subsidiaries when conducting business activities in the local area. Implement the action plan of combining urban and rural areas to promote the development of old-age services. Non-profit pension institutions can set up a number of service outlets without legal personality within the jurisdiction of their registration administration organs. (The General Administration of Market Supervision, the Intellectual Property Office, the Ministry of Civil Affairs and the Development and Reform Commission are responsible according to the division of responsibilities, and the local people's governments at all levels are responsible. )

(seven) do a good job in information disclosure and policy guidance in the field of old-age services. Establish a monitoring, analysis and development evaluation mechanism for old-age services, improve the statistical classification standards for old-age services, and strengthen statistical monitoring. Before the end of June, 2065438+2009, the provincial people's governments announced the list of existing policies and measures to support the aged care service, the supply and demand information of the aged care service or the investment guide within their respective administrative areas. Formulate the service quality information disclosure standards of the old-age service institutions, and disclose the list of old-age service items, service guides, service standards and other information. Focus on cleaning up and abolishing all kinds of regulations and practices that hinder the unified market and fair competition, such as public construction of private pension service institutions, bidding for pension facilities, government purchase of pension services, and exclusion of for-profit pension service institutions from participating in competition. (Statistics Bureau, Development and Reform Commission, Ministry of Civil Affairs, Ministry of Finance and General Administration of Market Supervision are responsible according to the division of responsibilities, and the provincial people's governments are responsible)

Effectively solve the problems of illegal collection of handling fees, evaluation fees, commitment fees and fund management fees by financial institutions in the financing process of old-age service institutions, reduce financing additional fees and reduce financing costs. Encourage commercial banks to explore the issuance of assets (facilities) mortgage loans and accounts receivable pledge loans to private pension institutions with clear property rights. Overseas capital participates in the development of old-age care services in the mainland through public construction and private operation, government purchase of services, and cooperation between government and social capital, and enjoys the same treatment as domestic capital. Pension institutions set up by overseas capital in the mainland will receive preferential policies such as operating subsidies if they are guaranteed by the government. Incorporate rehabilitation products and services for the elderly into the exhibition scope of China International Import Expo, and explore the establishment of rehabilitation exhibition areas for the elderly. (The Ministry of Civil Affairs, the Development and Reform Commission and the Ministry of Commerce are responsible for the division of responsibilities)

Third, expand employment and entrepreneurship for the aged.

Explore the mode of "property service+aged care service" and support property service enterprises to carry out various forms of aged care services such as meals for the elderly and regular visits. We will build a number of "smart nursing homes" throughout the country, promote the Internet of Things and remote intelligent security monitoring technology, realize 24-hour automatic security watch, reduce the accident risk of the elderly and improve the service experience. Using the internet and biometric technology, we will explore the establishment of a remote reporting and auditing mechanism for old-age subsidies. For buildings with small total building area or limited conditions, it is difficult to set up automatic fire fighting system, physical and technical defense measures should be strengthened, and independent smoke fire detection alarms and local automatic sprinkler systems should be installed in the accommodation places, main activity places and rehabilitation medical rooms of the clients, and emergency lighting equipment and fire extinguishers should be equipped. (The Ministry of Finance, the Ministry of Civil Affairs and the Emergency Department are responsible for the division of responsibilities)

(twenty-seven) the implementation of the old-age service facilities zoning and grading planning and construction requirements. In 20 19, the supervision and inspection of the planning and construction of the old-age service facilities were carried out nationwide, focusing on the problems such as the failure to prepare the rectification plan, the failure to implement the "four synchronizations" (synchronous planning, synchronous construction, synchronous acceptance and synchronous delivery) between the newly-built residential quarters and supporting old-age service facilities, the failure to meet the standards of community old-age service facilities, and the failure to transfer or effectively use the completed old-age service facilities. Improve the "four synchronizations" work rules and clarify the responsibilities of the civil affairs department in the "four synchronizations". The civil affairs department will perform its supervisory duties on the old-age service facilities that have been delivered to the property owners to ensure the use of old-age services. There are problems such as delay, shrinkage, stop, no construction and no payment for supporting old-age service facilities. Before the rectification is in place, the construction unit shall not organize the completion acceptance. In accordance with the relevant national standards and norms, the construction of community home care service facilities will be included in the scope of urban and rural community supporting housing construction. For vacant public rental housing, we can explore allowing it to be provided to social forces free of charge, so that they can provide services such as day care, rehabilitation care, food assistance and education for the elderly in the community. City and county governments should formulate policies and measures to integrate idle facilities into old-age service facilities; If real estate registration is needed in the process of integration and transformation, the real estate registration institution shall speed up the registration formalities according to law. We will promote the reform of training centers and convalescent institutions owned by state-owned enterprises, and speed up the integration and centralized operation of old-age service resources where conditions permit. If a single-family building with a building area of less than 1 000 square meters or some floors in the building are transformed into old-age service facilities, it is no longer required to issue a description of the recent relocation plan, a description of the temporary change of the building's use function, an EIA approval document or a filing receipt on the premise of meeting the relevant national standards. If the total amount of old-age service facilities is insufficient or the planning lags behind, it should be improved when the overall urban planning is compiled or revised, and cities at or above the prefecture level where conditions permit should prepare special plans for old-age service facilities. (The Ministry of Housing and Urban-Rural Development, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Civil Affairs and the State-owned Assets Supervision and Administration Commission are responsible according to the division of responsibilities, and the local people's governments at all levels are responsible. )

(twenty-eight) improve the policy of land supply for old-age service facilities. Non-profit pension service institutions can apply for land allocation with legal materials such as the Registration Certificate of Social Service Institutions issued by the registration authority. The main responsible comrades should personally ask questions, and the responsible comrades in charge should do a good job in implementation. Incorporate the implementation of the old-age service policy into the scope of the government's annual performance appraisal. Those who are proactive in the implementation of the old-age service policy and have achieved remarkable results in the construction of the old-age service system will be given inclined support in arranging financial subsidies and related infrastructure construction funds and selecting relevant pilots, and will be encouraged and commended.
