If you must do it in Ji 'an, you can only do it in these state-owned banks. I suggest not to go to China Postal Savings Bank and Provincial Rural Credit Cooperatives mentioned on the second floor, because their online banking system is not perfect, and there may be system instability and security loopholes.

I'd rather recommend China Construction Bank. Their system is very good, safe and powerful.

You can also apply for credit cards in other places, such as China Merchants, Shanghai Pudong Development Bank, Xingye, CITIC and so on. You need to provide an e-mail, a home landline and a copy of your ID card. It will be done in about three weeks.
