1, the applicant unit or individual shall go to the health supervision and management department of the Municipal Health Bureau according to the application items and receive the application form;
2, the applicant unit or individual to fill in the application form, the "health administrative license application form" and related materials submitted to the Municipal Health Bureau, by the Municipal Health Bureau Health Supervision Bureau of health permit acceptance;
3, the Municipal Health Bureau, Health Supervision Bureau of health administrative licensing office. After receiving the license application, it shall be registered and examined, and a decision shall be made on the acceptance, application for correction and examination of the health administrative license.
The processing data of tea packaging production license are as follows:
1, food production and business license application report;
2. An application for the hygiene license of the Municipal Health Bureau where the enterprise is located;
3, apply for a copy of the notice of pre-approval of enterprise name;
4, apply for enterprise health management organization structure list;
5. Health management system of various places owned by the enterprise;
6. List of main equipment for food production of the applicant enterprise;
7. To apply for four sets of drawings and floor plans of enterprise construction projects, blueprints or computer-printed drawings shall be provided, indicating the size, surface base and business unit name.
8. Apply for employee health certificate and health knowledge training certificate.

Food producers and operators are responsible for the food safety of their production and operation.
Food producers and business operators shall engage in production and business activities in accordance with laws, regulations and food safety standards, ensure food safety, be honest and self-disciplined, be responsible to the society and the public, accept social supervision and assume social responsibilities.
Article 5
The State Council has set up a food safety committee, whose duties are stipulated by the State Council.
The food safety supervision and administration department of the State Council shall, in accordance with the responsibilities stipulated in this Law and the State Council, supervise and manage the food production and marketing activities.
The administrative department of health of the State Council shall, in accordance with the responsibilities stipulated in this Law and the State Council, organize food safety risk monitoring and risk assessment, and work with the food safety supervision and administration department of the State Council to formulate and publish national food safety standards.
Other relevant departments in the State Council shall undertake food safety work in accordance with the responsibilities stipulated in this Law and the State Council.
