Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the provisions of relevant laws and regulations and in the light of the actual situation in order to strengthen the management of dog raising, standardize the dog raising behavior, safeguard the health and personal safety of citizens, and maintain public order and the city appearance and environment. Article 2 These Regulations shall apply to areas where urbanization management is implemented in Hunjiang District and Jiangyuan District. The specific scope shall be determined and published by the local people's government.

Counties (cities) shall refer to these regulations.

These Regulations shall not apply to military dogs, police dogs, rescue dogs, guide dogs, guard dogs, research dogs, dogs for performance by performance units, dogs for exhibition in zoos, and guard dogs kept in public safety places such as storing refined oil and dangerous goods. Article 3 Dog management shall follow the principles of supervision by government departments, self-discipline of dog owners, participation of grass-roots organizations and public supervision. Article 4 The municipal and district people's governments shall strengthen the leadership over dog management, establish a coordination mechanism for dog management, and solve major problems in dog management. Fifth public security organs are the competent departments in charge of dog management, and are responsible for organizing the implementation of these regulations.

Agriculture and rural areas, urban management administrative law enforcement, market supervision and management, housing and urban and rural construction, health, finance and other departments shall be responsible for dog management related work according to their respective responsibilities.

Urban residents' committees, villagers' committees and realty service enterprises shall guide and urge dog owners to raise dogs in accordance with the law and in a civilized manner, incorporate the dog-raising code of conduct into relevant conventions, and assist relevant government departments to do a good job in dog management. Sixth radio, television, newspapers, Internet and other information dissemination media, should carry out publicity and education through various forms, and guide dog owners to form good dog habits. Article 7 The public security organ shall set up a telephone number for reporting complaints, handle the contents of complaints and reports in a timely manner, and keep secrets for complainants and informants. The contents of complaints and reports that do not fall within the scope of responsibilities of this department shall be handed over to relevant departments in a timely manner according to law.

Any unit or individual has the right to discourage, stop and report illegal dog-raising activities. Chapter II Dog Breeding Immunity and Registration Article 8 It is forbidden for units to raise dogs.

Individuals are prohibited from raising strong dogs and large dogs. The types of strong dogs and the shoulder height of large dogs shall be determined by the public security organs in conjunction with the competent departments of agriculture and rural areas and announced to the public.

Individuals with dogs are limited to one per household. Article 9 A dog epidemic disease immunity system shall be implemented. If the dog is three months old or the immunization interval expires, the dog owner shall bring the dog to the dog epidemic immunization point for epidemic immunization and obtain the dog immunization certificate.

The competent department of agriculture and rural areas shall announce the location and contact information of the immune point of canine epidemic disease. Tenth dog epidemic immunization points shall establish immunization files for immunized dogs. The dog immunization file shall record the following items:

(a) the dog owner's name, ID number, address and contact information;

(2) breed, date of birth, main physical characteristics and recent photos of the dog;

(three) the number of the dog immunization certificate;

(four) the date of immunization and the validity period of immunization;

(five) the date of issuance, renewal and replacement of the dog immunization certificate;

(six) other matters that need to be recorded.

If the dog immunization certificate is lost or damaged, the dog owner shall apply for a replacement with his ID card to the unit that issued the immunization certificate. Eleventh dog registration system. Dog owners shall, within fifteen working days from the date of obtaining the dog immunization certificate, apply to the public security organ where the dog is located for dog registration.

The public security organ shall announce the location and contact information of the dog registration place. Article 12 To apply for dog registration, the following conditions shall be met:

(1) Having full capacity for civil conduct;

(2) Having a fixed residence;

(3) single-family houses;

(4) The dogs were immunized against epidemic diseases. Thirteenth to apply for dog registration, the following materials shall be submitted:

(1) An application for dog registration;

(two) the identity certificate of the dog owner;

(3) Proof of the dog owner's domicile;

(4) Effective dog immunization certificate;

(5) Other materials deemed necessary by the registration authority. Fourteenth public security organs shall, within seven working days after receiving the application materials for dog registration. To meet the requirements of raising dogs, register and issue dog registration certificates and identity cards; Do not meet the conditions of raising dogs, not to register, and explain the reasons in writing.

If the public security organ refuses to apply for dog registration because it does not meet the requirements for dog registration, the applicant shall dispose of the dog by itself within 20 days. Fifteenth public security organs shall establish an electronic file for dog management, and record the following items:

(a) the dog owner's name, ID number, address and contact information;

(2) breed, date of birth, main physical characteristics and recent photos of the dog;

(3) dog immunity information;

(four) the number, issuance, renewal and replacement date of the dog identification card;

(five) initial, change, cancellation of registration and other information;

(six) in violation of the provisions of the dog behavior record;

(seven) dog injury records;

(eight) other matters that need to be recorded. Sixteenth registered dogs keep puppies, the dog owner shall, within 60 days from the date of the puppy's birth, deal with the dogs that exceed the limit.
