Article 28 The State encourages the development of eco-fishery construction, promotes various modes of eco-fishery production, and improves marine ecological conditions.

Environmental impact assessment shall be carried out for new construction, reconstruction and expansion of marine farms.

Mariculture should scientifically determine the culture density, reasonably feed and fertilize, and use drugs correctly to prevent pollution to the marine environment.

1. Developing ecological fishery is an effective way to improve marine environment and increase environmental capacity. Fishery departments should promote a variety of ecological fishery production modes, and select and promote varieties and methods suitable for aquaculture according to fishery water quality. According to the biological characteristics of different varieties, reasonable rotation, interplanting and polyculture are carried out. Such as shellfish and algae polyculture, fish and shrimp polyculture, shrimp and shellfish polyculture, etc. On the basis of demonstration, artificial reefs and artificial release can be used to increase resources, thus improving marine ecological conditions.

Two, new construction, expansion and reconstruction of marine farms, the fishery administrative department shall organize the fishery environmental monitoring department to carry out environmental assessment. If it is assessed to be suitable for breeding, the establishment of breeding sites, breeding species, density, feeding, fertilization and drug use must be supervised and managed when issuing breeding use certificates to prevent marine environmental pollution.

Three, the fishery department should strengthen the management of aquaculture waters, the implementation of scientific aquaculture and ecological fisheries, and seriously organize the environmental impact assessment of newly built, rebuilt and expanded farms to ensure the quality and food safety of aquaculture products. Marine pollution directly harms fishery resources and fishery production, and directly harms the interests of the state and fishermen. Protecting the ecological environment of fishery waters is not only to protect fishery resources, but also to ensure fishery living space, which is of great significance to the sustainable development of fishery and the protection of fishermen's legitimate rights and interests.
