In order to implement the requirements of Beijing's overall urban planning, further alleviate the pressure of traffic operation in this city, and reduce the emission of motor vehicle pollutants, according to the relevant provisions of the Road Traffic Safety Law of the People's Republic of China, the Regulations on the Prevention and Control of Air Pollution in Beijing and the Regulations on the Prevention and Control of Emission Pollution from Motor Vehicles and Non-road Mobile Machinery in Beijing, and with the consent of the municipal government, it is decided that it will be administered in this city from 2002 11. Motor vehicles with license plates from other provinces, autonomous regions and municipalities directly under the Central Government shall apply for a permit to enter Beijing if they enter the roads within the administrative area of this Municipality.
Those who enter the roads within the Sixth Ring Road (excluding) and the roads in Tongzhou District (excluding the main roads in expressway) shall apply for the Beijing Pass (within the Sixth Ring Road), which is valid for a maximum of 7 days at a time. Passenger cars can apply for 12 times a year, and other vehicles can apply for unlimited times.
Those who do not enter the above-mentioned areas shall apply for the Beijing Pass (outside the Sixth Ring Road), which is valid for 7 days at a time, with no limit on the number of applications.
2. The Beijing Pass shall be handled through the Internet or on-site channels, and the driver's identity certificate, motor vehicle driving license and motor vehicle driving license shall be submitted when handling.
Vehicles transporting dangerous chemicals must be handled at the scene, and the qualification certificate of dangerous goods transportation issued by the road transport management institution at the place of registration shall be submitted.
3. The traffic control department of public security and the ecological environment department shall check the vehicle condition and exhaust emission standard of the motor vehicle applying for the Beijing Pass. In any of the following circumstances, the Beijing Pass shall not be processed: (1) Yellow-labeled vehicles (gasoline vehicles that fail to meet the national standard I and diesel vehicles that fail to meet the national standard III).
(two) diesel trucks that fail to meet the national standard IV.
(three) there are vehicles in this city that do not meet the relevant emission standards and fail to pass the re-inspection.
(four) there are vehicles in this city that violate traffic regulations and have not been dealt with.
4. Motor vehicles from other provinces, autonomous regions and municipalities directly under the Central Government shall abide by the following provisions when driving in Beijing: (1) It is forbidden to enter the roads within the Second Ring Road (including Jianguomenwai Street, Fuxingmenwai Street and Fuxing Road (Muxidi Bridge to Xinxing Bridge) all day.
(two) did not apply for a pass to Beijing, and it is forbidden to enter the administrative area of the city all day.
(3) Persons who have not applied for the Beijing Pass (within the Sixth Ring Road) are prohibited from entering the roads within the Sixth Ring Road (excluding) and the roads in Tongzhou District (excluding the main roads in expressway) all day;
Holders of the Beijing Pass (within the Sixth Ring Road) should leave the above scope before the expiration of the validity period.
(4) If the passenger car that fails to apply for the Beijing Pass (within the Sixth Ring Road) or holds the Beijing Pass (within the Sixth Ring Road) exceeds the validity period, the number of days that can apply for the Beijing Pass (within the Sixth Ring Road) shall be deducted according to the number of parking days.
(5) Passenger cars, trucks, special operation vehicles, motorcycles and light gasoline vehicles that meet the emission standards of China I and China II shall also meet the corresponding regional restrictions.
Five, the army, armed police vehicles, police cars, ambulances, fire engines, engineering rescue vehicles are not subject to the above measures.
Passenger cars that have received the Permit for Foreign Passenger Transport to Beijing do not need to apply for a Beijing Pass, but they must follow the designated route.
Trucks carrying fresh agricultural products do not need to apply for a pass to Beijing, but they must abide by the truck traffic regulations.
Six, the traffic administrative department of the public security organ in accordance with the provisions of this circular, set up traffic signs around the no-go zone, for violation of the provisions of the road into the no-go zone, identified as "driving in violation of the no-go sign instructions" illegal behavior.
Seven, previously issued on the provinces, autonomous regions and municipalities directly under the central government, the provisions of the handling and use of motor vehicles in Beijing are inconsistent with this notice, this notice shall prevail.
