The responsibility book requires the main responsible persons of towns (street offices) to take full responsibility for the local pig slaughtering and meat quality and safety special rectification work. The Municipal Bureau of Commerce and the designated pig slaughterhouse (factory) in the whole city 18 signed the Responsibility Letter for Target Management of Meat Quality and Safety in the whole city. The responsibility book requires the person in charge of the designated pig slaughterhouse (factory) to be responsible for the slaughtering and processing links to ensure that the meat quarantine is qualified. Establish meat purchase and sale ledger, improve meat quality traceability system. It is forbidden to slaughter and process sick and dead pork; It is strictly forbidden to inject water into pigs, cattle and sheep for sale during slaughter; It is strictly forbidden to add non-edible substances and abuse food additives, and strictly implement the meat slaughter inspection system. Pigs that don't wear ear tags and quarantine certificates are slaughtered in the factory, and the quarantine inspection is unqualified. The meat without inspection certificate is sold in the factory, and the harmful meat must be treated harmlessly. At the same time, it is necessary to undertake the responsibility of submitting the relevant information required by the slaughterhouse information management and meat traceability system. Found without quarantine or incomplete source information of pigs, have the obligation to report to the local animal health supervision institutions in a timely manner. Strengthen the on-site management of pig slaughter. There must be full-time and part-time meat quality inspectors who have passed the examination and are responsible for meat quality inspection; It is necessary to strictly manage disinfection in the field to prevent bacteria from eroding meat; Constantly update facilities and equipment, and gradually implement mechanized slaughter. Improve the daily management norms of livestock and poultry slaughter, and establish a long-term mechanism for meat quality and safety. The Municipal Bureau of Commerce and the Municipal Education Bureau jointly signed the responsibility book of meat quality and safety target management with 79 primary and secondary schools in the city. The pork 100% purchased in the school canteen must come from the pig slaughtering enterprises in the city; Strictly implement the purchase ticket system, that is, when the school purchases meat, it must ask the seller for a valid ticket for the meat of the designated slaughtering enterprise. When the relevant law enforcement departments check, the school should actively cooperate and provide valid tickets for meat from designated slaughter enterprises; In the process of purchasing meat, the school must report to the superior in time when it finds that there is a problem with the quality of the meat sold by the slaughtering enterprise. Due to the signing of responsibility letters at different levels, through the inspection of meat production, circulation and consumption, the pig slaughter rate in Majiadian Sub-district Office reached 1.000%, and the township reached over 95%. 0/00% of the meat consumed by supermarkets and schools in the city comes from pig slaughtering enterprises; No meat quality and safety accidents occurred.

An evaluation system for the production and operation of pig slaughterhouses (points) was established, including six aspects: first, the basic situation of pig slaughter at designated points, including the number of slaughtered pigs, sick pigs and harmless treatment; The second is basic work, including ledger, system construction and implementation; Third, meat market access, including meat outbound order, meat inspection stamp and cross-regional sales; Fourth, health control, including employee health, personnel health, equipment and facilities health; Fifth, violation of discipline, including complaints and suspension of slaughter; The sixth is the evaluation result. According to the above assessment methods, the assessment score of 90 points or more is qualified, and the unqualified pig slaughtering enterprises are issued with the Notice of Rectification within a Time Limit. The pig slaughtering enterprise shall make rectification within 30 days from the date of receiving the notice, and then apply for rectification and acceptance. If the rectification and acceptance is still not in place, it will be punished according to relevant regulations until the qualification of designated pig slaughterhouses (points) is cancelled. In the evaluation, 9 pig slaughtering enterprises were unqualified and have basically reached the standard through rectification measures within a time limit. More than 20 pieces of information about pig slaughtering and meat quality and safety special rectification were broadcast in news media such as Xinhuanet, China Agricultural Products Processing Network, Daily, Business Daily, Yichang Municipal Government website and Internet, and public opinion supervision effectively cooperated with the development of special rectification activities.
