In principle, government subsidy funds are mainly given to the people's governments of counties (cities, districts), and the municipal government gives certain financial support according to the actual tasks of counties (cities, districts).

For users who have completed the "coal to gas" heating transformation, the municipal funds will give a one-time subsidy of 2000 yuan; For users who have completed the transformation from coal to electric heating, the municipal capital will give a one-time subsidy of 2,000 yuan, and the time-of-use electricity price will be implemented for residential users' electric heating in the heating season (peak period: 8:00-20:00, the electricity price is 0.497 yuan; Valley section: 20:00- 8:00 the next day, and the electricity price is 0.2802 yuan).

Counties (cities, districts) should formulate subsidy policies for the transformation of "coal to gas" and "coal to electricity" within their respective administrative areas according to their own conditions.

Encourage and support the use of renewable energy such as solar energy and other efficient energy-saving and environmentally friendly electric heating equipment. In order to meet the requirements of air pollution prevention and control, the city and county governments give certain financial subsidies for the transformation of clean heating recognized by the environmental protection department.

Implementation steps

The municipal government has formulated the action plans of "changing coal to gas" and "changing coal to electricity" for winter heating in Yuncheng City. According to the plan of the municipal government, on the basis of investigation, combined with reality and local conditions, counties (cities, districts) have formulated specific action plans for their respective administrative regions.

For counties (cities, districts) that fail to complete the tasks as required, the municipal government will seriously investigate the responsibilities of relevant personnel.
