China Railway International Eco-city Project, as a key project of attracting investment from central enterprises in Guizhou Province, has been highly valued and strongly supported by government leaders at all levels. It has been identified as the "Top Ten Tourism Projects" in Guizhou Province, an important part of Guiyang's eastward expansion, an important project promoted by the Central Guizhou Economic Zone, and a key project included in the development plan of eco-cultural tourism in Guizhou Province.

The five characteristics of China Railway International Eco-city project planning are: advocating natural ecological landscape framework, adapting to local conditions, harmonious functional zoning, land layout taking into account industry, and comprehensive supporting eco-city.

The positioning of the project is based on nature and humanities, with theme parks and sports as the main line, supported by recreation, health care and old-age care, and with tourism and leisure as the brand, so as to form tourism, sports, entertainment, health care, conferences, exhibitions, education and training, and strive to build a national-level tourism culture innovation demonstration zone and a world-class tourism holiday and leisure destination.
