Article 1 In order to inherit and carry forward the history and culture of Mongolian medicine and promote the all-round development of Mongolian medicine, these Measures are formulated in accordance with the Law of People's Republic of China (PRC) on Traditional Chinese Medicine, the Regulations of Inner Mongolia Autonomous Region on Mongolian Medicine and Traditional Chinese Medicine and the actual situation of this Municipality. Article 2 Units and individuals engaged in Mongolian medicine management, Mongolian medicine medical care, Mongolian medicine scientific research, Mongolian medicine historical and cultural protection, inheritance and development, and Mongolian medicine cultivation and breeding within the administrative area of this Municipality shall abide by these measures. Article 3 The health administrative department of the Municipal People's Government shall be responsible for the related work of Mongolian medicine management in this Municipality.

Development and reform, education, science and technology, industry and information technology, ethnic affairs, finance, human resources and social security, market supervision, medical security, news and publicity and other relevant departments, and coordinate the development of Mongolian medicine. Article 4 The municipal and county people's governments shall incorporate the development of Mongolian medicine into the national economic and social development plan, build a public health service system, a medical service guarantee system and a drug supply system that are compatible with economic and social development, and promote the development of Mongolian medicine. Article 5 The municipal and county people's governments shall include the funds for the development of Mongolian medicine in the fiscal budget at the corresponding level to ensure the development of Mongolian medicine. Strive for the project funds of the state and the autonomous region in the fields of medicine and health, the integration and development of national culture, and the development of scientific research and development of Mongolian medicine. Article 8 The health administrative departments of the municipal and county people's governments, as well as medical and scientific research institutions, shall establish a mechanism for training and introducing key talents of Mongolian medicine. Medical and scientific research institutions should be inclined to Mongolian medicine when introducing talents, hiring technical posts and distributing performance pay, with emphasis on Mongolian medicine majors and outstanding talents.

The promotion of professional and technical positions of Mongolian medicine employed by public medical and scientific research institutions and the basic salary standard shall be implemented with reference to the standards of career preparation personnel. Article 9 The municipal and county people's governments shall, when implementing the construction of new districts and the transformation of old districts, build Mongolian medical institutions according to the planning requirements.

The government invests and encourages social forces to invest in the construction of specialized medical institutions for Mongolian medicine. Public comprehensive medical institutions shall set up Mongolian medicine departments, encourage qualified Mongolian doctors to open Mongolian medicine clinics, and allow qualified pharmaceutical retail enterprises to practice Mongolian medicine and provide medical consulting services. Article 12 Municipal and Qixian District People's governments shall strengthen the basic research work of Mongolian medicine, encourage the establishment of Mongolian medicine research institutions, collect and sort out Mongolian medicine prescriptions, characteristic diagnosis and treatment technologies, medical experiences, medical classics and documents, protect them according to law, establish a database of Mongolian medicine characteristic medical technologies, and promote the scientific and standardized development of Mongolian medicine.

After clinical trials, medical institutions should make use of Mongolian medicine prescriptions and Mongolian medicine diagnosis and treatment techniques approved according to law by introducing talents and purchasing prescriptions.

The people's governments of cities, counties and districts shall commend and reward those who donate the prescriptions and diagnosis and treatment techniques of Mongolian medicine prescribed in the second paragraph of this article without compensation. Thirteenth city and county people's governments shall inherit and carry forward the history and culture of Mongolian medicine, and protect the intangible cultural heritage according to law.

Relying on the resources of Mongolian medicine in the autonomous region, tap the historical and cultural heritage potential of Mongolian medicine in the capital, encourage the establishment of Mongolian medicine culture exhibition base, Mongolian medicine theme park and Mongolian medicine historical and cultural block, and provide a platform for Mongolian medicine historical and cultural exchanges and cooperation. Article 14 Promote the establishment of a famous doctor's studio, encourage well-known Mongolian medicine experts to teach with apprentices, teach Mongolian medicine theory, academic thought, clinical experience and diagnosis and treatment technology, and give play to the role of Mongolian medicine experts in Mongolian medicine diagnosis and treatment, Mongolian medicine historical and cultural inheritance, etc. Fifteenth to encourage and support qualified Mongolian medical service institutions, Mongolian medicine, hospital preparations and pieces into the scope of medical security. Sixteenth city and county people's governments should strengthen the protection and management of Mongolian medicine resources and do a good job in the general survey of Mongolian medicine resources; Rational development and utilization of various Mongolian medicine resources such as animals and plants, and cultivation of Mongolian medicine planting and breeding bases.
