At the Fourth Session of the 12th Shandong Provincial Political Consultative Conference, the strategy of "strengthening the East" during the 14th Five-Year Plan period was to span Xingcun Interchange, extend eastward from Jinan Xingcun Interchange, and lay out at Shengjing Interchange to realize the "One Belt, One Road" rise from the Second Ring Road to Zhangqiu.
